Moran, Jr., Chairman _ .._ inland Wetlands Agency Conservation Commission 1540 Sullivan Avenue „ South Windsor, CT 06074 g Re: 's Crossing Dear Chairman Moran: Vito Covensky has. asked me to reply to your letter of September 2.7, 1988, regarding the confusion over whether or not the brook channel in the rear of Lots 14 andrv115°is, in fact, within the conservation easement as shown on the subdivision plans. I have discussed this matter with Mr. Davies of the Town Fhgineering Department, have done additional field surveying location work to determine the actual location of the brook channel, and have submitted the plotted results of this field location to Mr. Davies. The result of this work confirms that the brook channel is, in fact, in the location as shown on the subdivision plan. The confusion over this matter appears to have originated with some field measuring done by you. Your measurements were taken along the post and rail fence between Lots 3.4 and. 15. Although this post and rail fence would certainly appear to be the property line between these two lots, in fact, it is not the property line at all. Ther owners of Lots 14 and 15 have an agreement to allow the fence to start out on Lot 14 about 15' west of the front property corner and to proceed to the rear, crossing the actual prop- - erty line and ending up in the rear of Lot 15 about 35' east of the property line. y Since your measurements were taken along this fence line, assuming it to be the property line, it would certainly make the location of the brook channel apppear to be an error. Thankfully this -is not the case. As soon as you have satisfied yourself that these concerns are resolved, would you please notify the various agencies copied by your letter of September 27, 1988, in order that they may rest assured that there are neither inaccuracies or discrepancies on the field subdivision maps. Enclosed are the wetlands drawings, namely: cover sheet, plan view of entire floodpool area, plan view of structural works, and typical section of the dam. Some of the sheets are on 17" x 11" paper since we are not sure, at this time, whether a formal "404" Application with 82" x 11" size drawings will be necessary. Note on the two plan views that the wetland areas permanently filled (0.46 acres) and temporarily disturbed (1.62 acres) have been highlighted for clarification. The 0.46 acres lost seems small in comparison to the approximately 5.8 acres of wetlands, and over 20 acres of adjoining uplands which will be permanently preserved in public lands as a result of installing this floodwater retarding dam. DOCUMENTS REVIEWED: Application form and site plan, and fill calculations from Poolman Pools . COMMENTS: 1 . This application is in response to a stop work notice sent out on November 22, 1988 which is attached. 2 . This lot does not have wetlands by soil type. The concern is that the activity is within 80` of a watercourse, which could have the potential for impact on the stream. 3 . A silt fence was placed along the stream, as required, to prevent potential impact on the stream while an application is processed and decision rendered. This should be shown on the plans as well as stabilization plan for qra reas . 4 . Provisions were made to place backfill against the pool to prevent any potential for failure of the pool walls . 5 . The brook location, as shown, is from the most current record dd of an on-site survey done by Lucek Engineering Associates, Inc. ckll There is still a question as to the accuracy of the information on record. This will need review and varification. 6 . The southeast corner of the pool is shown approximately 42 feet from the stream according to the plans submitted. 7 . Fill calculations were provided by Poolman Pools . Proposed fill is estimated. at 750 cubic yards to accomplish grades around the pool . This should be indicated on the plans .
