HESKETH & ASSOCIATES, INC. 101 MILLBROOK COMMON.BLOOMFIELD,CT 06002-(203)242-7755 April 28, 1989 Mr. Richard Kirkby Atlas Oil Company 414 Tolland Turnpike East Hartford, CT 06118 Re: Proposed Modernization MAY 8 189 249 Oakland Road South Windsor, CT South UndSOr O u r File 8 8 0 01. 0.0 INLAND V4E7"NDS AGENCYi RVATION COMMISSION Dear Mr. Kirkby, ' Pursuant to your request and authorization of March 28, we have conducted a review of roadway and traffic conditions existing on Connecticut Route 30 (Oakland Road) in the area between the village of Wapping and the Manchester town line with particular emphasis on Route 30 at its intersection with Felt Road. It is anticipated that the data developed in our study will be useful to you and to Alford Associates, your site planners, in developing plans for the modernization of this location, and also to South Windsor town officials in their deliberations regarding the traffic impact, if any, which results from the modernization of this land use. Our study is based upon the assumption that the existing building, which has been utilized for automotive repairs and which presently operates as a snack shop, will be removed and that the existing pump islands will be replaced with new multi-product dispensers, with two pump islands, each containing two such dispensers, each side of a new mini-mart building, and with the entire facility provided with a canopy to protect customers from the elements. traffic studies traffic engineering traffic planning Oakland Road forms a part of Connecticut Route 30, a state highway which connects Route 5 in South Windsor with the towns of Manchester, Vernon and more distant points to the northeast. Between Its intersection with Buckland Road and Ellington Road at the Route 74/194 intersection in Wapping and the Manchester town line, 1. 5 miles to the east of Wapping, the roadway is a two-lane bituminous highway varying between 22 and 32 feet in width. The road is generally tangent and level with few grades or hills and few curves. There are only five curves between the village of Wapping and the Manchester town line which provide a deflection of greater than 2 degrees. Two of these are located within three-tenths of a mile of the Buckland Road intersection, one is Just east of the small shopping center One-tenth of a mile east of Felt Road and the other two are near the Foster Road intersection. The computed safe speed for each of these curves is 55 miles per hour or greater. There are three areas along the roadway where the grade exceeds 4 percent. These include a 6. 5 percent grade three-tenths of a mile east of Buckland Road and two areas with a grade between 4 and 5 percent occurring between Felt Road and Foster Street. The roadway is posted for speeds of 30 miles per hour and nighttime illumination is Provided with mercury vapor lamps mounted on utility poles in the section of highway between Buckland Road and Foster Street. Land use along the roadway is mostly medium-density residential with some agricultural properties in the section of highway west of Felt Road. On the south side of Route 30 within the village of P Wapping is a commercial and office area with land uses which include office space in the former library building, Five Corners Pizza House, office space, computer marketing and a savings bank at 25/29 Oakland Road, a real estate office and a florist in converted residential properties and the South Windsor Veterinary Clinic. Other non-residential land uses include a pre-school center, the School of Performing Arts, and the Mobil Service Station, which is the sub3ect of this study, located at the northwest corner of the intersection of Route 30 with Felt Road. Immediately east of Felt Road an older shopping center has undergone reconstruction, modernization and expansion to provide tenant space for 12 to 20 small retail or service activities. The center is now sybstantially completed and occupied. Tenants include a hardware store, video center, Chinese restaurant, bake shop, pizza restaurant, Cumberland Farms convenience store, deli and ice cream shop, liquor store, barber shop and real estate office. Automotive World occupies the parcel immediately east of the shopping area and to the east of that location the land use is residential throughout our study area. Felt Road to the north of Route 30 is a two-lane South Windsor town roadway serving medium-density residential development and is Posted at 25 miles per hour throughout its length between Route 30 and Palmer Drive. Felt Road south of Route 30 is an unimproved road serving agricultural land and a very limited number of residential Properties between Route 30 and its dead end a short distance to the south of Felt Road. The Connecticut Department of Transportation maintains a continuous count program of all state highways and some local roads. Included in their current count inventory are a number of count locations on the section of Route 30 between Wapping and the Manchester town line. A review of the State data permits a determination of average daily traffic and peak hour traffic on roadways within our study area as shown below: Average Peak Daily Hour Location Traffic Traffic Route 30 east of Buckland Road 10,000 950 Route 30 west of Felt Road 10,200 1,025 Route 30 east of Felt Road 91900 975 Route 30 west- of Foster Street 11,000 1,075 Felt Road north of Route 30 1,050 140 Highways within the study area experience the heaviest traffic during the afternoon commuter peak between 4:30 and 5:30 p.m. Figures 1 and 2 depict the hourly variations in traffic found on Route 30 both east and west of Felt Road. A review of the plotted data indicates that the morning Peak hour traffic is somewhat less than that occurring during the afternoon. This pattern is quite common in suburban areas where the morning traffic consists primarily of commuters and the afternoon traffic consists of commuters and persons with social engagements or returning from commercial shopping activities. In order to determine the turning movements existing within the intersection of. Route . 30 and Felt Road, our office conducted a traffic count program at the intersection. Figures 3, 4, and 5 illustrate the results of that study and revealed peak period traffic flow comparable to that recorded in the Department of Transporta- tion's studies. The heaviest one hour period actually occurred between 4:30 and 5:30 p.m. wherein the hourly traffic flow on Route 30 east of the intersection was 1, 153 vehicles. Our study revealed that the traffic flow is predominantly eastbound on this roadway during the afternoon commuter peak with indications that the Imbalance is approximately two-thirds for the traffic eastbound and only one-third westbound. The data also reveals that the traffic movements in Felt Road are heaviest to the north during this time Period reflecting the incidence of the home-to-work trips. Traffic volumes on the southerly section of Felt Road are extremely light with only occasional traffic movements on that section of road. Our review and our observations of traffic movements along Route 30 in this area reveal that, except in the five corners area at Wapping, traffic moves in a generally free-flowing manner without serious disruption even during peak periods with no evidence of heavy congestion along the roadway. There are, however, occasions at many of the commercial land uses along this area where through traffic must slow down or occasionally stop to accommodate turning vehicles. An additional study conducted by our office included observations of .movements into and out of the existing Mobil Station so that we could determine the volumes of traffic presently served and the Percentage of traffic which returned in the compass direction from which they approached the site, versus those that departed the site in a different direction. Table 1 summarizes that data. As indicated in Table 1, the present facility serves 30-50 customers per hour during peak afternoon traffic periods. The data also indicates more than 70 percent of all entering traffic does so as a right turn and departs as a right turn. During our studies, we also observed that traffic which returned in the same direction from which they approached the site. Table 1 shows that only 21 percent of the customers leave the site by returning to the same direction from which they approached. This data indicates that almost 80 percent of the customers visiting this facility did so as a 'stop off" on their way to or from some other destination. Only 21 percent of the traffic returned to the direction from which they came. It is that relatively minor proportion of the total traffic which should be considered new traffic "generated" by this particular land use. All other traffic was simply drawn from the existing traffic stream and serviced by the facility. It would be anticipated that the modernization of this location and the provision of additional high-speed multi-product dispensers would increase the number of customers served at the Atlas Oil Company property. It must be noted in this connection, however, that gasoline sales are not the type of commodities which draw its customers from a large area. Our office has conducted studies at numerous similar facilities with the finding that 65 to 70 percent of all traffic entering such facilities during the peak hours are stopping off on their way to another destination. Thus, such traffic was on the roadway. and. was not added to the traffic stream, but was merely served by the facility. Only 25 to 35 percent of the customer traffic at gasoline stations, then, were generated by the facility. Assuming an hourly traffic flow of 50 customers, approximately 35 would be "stopping off" and only 15 would be considered "new" or "generated" traffic. The property is located on Route 30, which has developed with many commercial and retail facilities furnishing services which depend on vehicular traffic. The Atlas Oil Company Property appears well suited for this highway and, in that sense, is not at all unlike other businesses in the vicinity: Presently the site is connected to local roadways by three driveways, two of which are on Oakland Road and one is on Felt Road. These driveways lack definition and, in our opinion, are too wide. Site plans for the site depict large landscape islands to provide a better definition of driveway location and to control the paths of entering and exiting vehicles. The existing easterly drive to Route 30 is more than 40 feet in width, and the westerly drive has a width of almost 50 feet at the street line. Site plan indicate that the easterly drive will be narrowed to 30 feet and that the westerly drive will be provided with a nominal width of 37 feet, widening near the intersection to provide a generous radius to facilitate right turn entering traffic for gasoline delivery vehicles. The site Presently has a driveway to Felt Road which is within about 40 feet of the intersection. That driveway will be closed, and a new 30 foot drive will be placed at Felt Road, with a separating distance to Route 30 of more than 80 feet. This will provide a greater separating distance between the intersection and the driveway to control operations in the event that Felt Road is ever extended further to the south and becomes an important local road. Based upon our review of roadway and traffic conditions existing on Route 30 near Felt Road, and taking into account projected increases in that traffic resulting from other nearby land uses, and further taking into account the nature of the existing operation and the proposed changes in land use at the property of Atlas/Mobil, and considering that driveways will be modernized and revised in accordance with current CONNDOT policies, along with a complete modernization of the facility, it is our opinion that this conversion of the existing facility to a larger, more modern combined gas sales and Mobil Mart will not result in traffic congestion or traffic hazards. It is further our opinion that this land use is primarily one which draws its customers from the existing traffic and from the immediate neighborhood, and thus will not result in a significant traffic increase on Felt Road, Route 30 or any other South Windsor roadway. _ We appreciate the opportunity to participate with you and will Alford Associates in the development of plans for modernization of this location. Please advise if we can assist further in the development of final plans or. the presentation of the results of our findings to the appropriate authorities in the town of South Windsor. DOCUMENTS REVIEWED: Application farm and site plans (dated January 5, 1989 ) . COMMENTS: 1 . Thd, plans submitted are at a scale of 1 inch to 10 feet. 2. The Town Wetlands map indicates this parcel as one with wetlands . Sheet 2 of 3 states "no wetlands soils per soil report by Northeast Soils, Inc. " This site has been reworked and that is probably an accurate statement. A letter verifying the soil scientist's investigation should be submitted. 3 . There is a brook adjacent to the northerly property line. Much of the proposed activity is within 80 feet of that brook and is therefore regulated per section 2 . 1j . 4 . No stockpile is indicated on the plans but one is referred to in the construction schedule. 5 . The 100 year flood level is indicated as 129 . 0 plus or minus . Some activity is proposed at or near that elevation to include elevation changes . 6 . Deposition of materials (pavement and stumps) should be addressed on the plans . 7 . The silt fence as shown along the northerly property line should extend an additional 60 feet to Oakland Road. 8 . The silt fence shown along Oakland Road is in an area that is currently paved. Haybales should be utilized while removing existing pavement. Additional consideration should be given to the construction schedule and erosion and sedimentation controls . v t 9. Construction traffic should be limited to the entrance shown on Felt Road. Traffic barriers should be indicated along Oakland Road to assure the use of the construction entrance. 10 . There is fill proposed within the 20 foot non-disturbance setback for the watercourse. In addition, there is pavement within the 40 foot setback from a watercourse (section 5 .2) . The proposed fill lines along the northerly property line are not accurately tied into existing contours. This may increase the fill proposed in the 20 foot non-disturbance setback. 11 . The existing impervious coverage of the site is 68.5%, proposed is 68 .4%. 12 . The plan appears to be ambitious for the site when considering the adjacent watercourse. IF APPROVAL IS CONSIDERED, SUGGESTED APPROVAL CONDITIONS INCLUDE: 1. Submit a report verifying the soil scientist's investigation of the site. 2 . Consider whether or not a stockpile will exist on the site and indicate it on plans if it is deemed necessary. 3. Include deposition of pavement and stumps as part of the plans . 4 . Add additional silt fence along the northerly property line. 5. Consider alternate means for erosion and sedimentation controls during removal of existing materials . The construction schedule should accurately reflect activity for the site. 6 . Show a means of limiting access to the site to assure use of the construction entrance off Felt Road. 7 . Modify proposed contours along northerly property line to accurately reflect how they will tie into existing contours. F. A. HESKETH & ASSOCIATES, INC. 101 MILLBROOK COMMON.BLOOMFIELD,CT 06002•(203)242-7755 April 28, 1989 Mr. Richard Kirkby Atlas Oil Company 414 Tolland Turnpike East Hartford, CT 06118 D Re: Proposed Modernization 249 Oakland Road South Windsor, CT Our File 88001.00 SAY 8 South Windsor Dear Mr. Kirkby, IYD-CD S&RVA ON C S AGENCtfa. Pursuant to your request and authorization of March 28, we have conducted a review of roadway and traffic conditions existing on Connecticut Ir Route 30 (Oakland Road) in the area between the village of Wapping and the Manchester town line with particular emphasis on Route 30 at "its intersection with Felt Road. It is anticipated that the data developed in our study- will be useful to you and to Alford Associates, your site planners, in developing plans for the modernization of this location, and also to South Windsor town officials in their deliberations regarding the traffic impact, if any, which results from the modernization of this land use. Between its intersection with Buckland Road and Ellington Road at the Route 74/194 intersection in Wapping and the Manchester town line, 1.5 miles to the east of Wapping, the roadway is a two-lane bituminous highway varying between 22 and 32 feet in width. These include a 6.5 percent grade three-tenths of a mile east of Buckland Road and two areas with a grade between 4 and 5 percent occurring between Felt Road and Foster Street. On .the south side of Route 30 within the village of Wapping is a commercial and office area with land uses which include office space in the former library building, Five Corners Pizza House, office space, computer marketing and a savings bank at 25/29 Oakland Road, a real estate office and a florist in converted residential properties and the South Windsor Veterinary Clinic. Other non-residential land uses include a pre-school center, the School of Performing Arts, and the Mobil Service Station, which is the subJect of this study, located at the northwest corner of the intersection of Route 30 with Felt Road. Immediately east of Felt Road an older shopping center has undergone reconstruction, modernization and expansion to provide tenant space for 12 to 20 small retail or service activities. The center is now substantially completed and occupied. Tenants include a hardware store, video center, Chinese restaurant, bake shop, pizza restaurant, Cumberland Farms convenience store, deli and ice cream shop, liquor store, barber shop and real estate office. Automotive World occupies the parcel immediately east of the shopping area and Yo the east of that location the land use is residential throughout our study area. A review of the State data permits a determination of average daily traffic and peak hour traffic on roadways within our study area as shown below: Average Peak Daily Hour Location Traffic Traffic Route 30 east- of Buckland Road 10,000 950 Route 30 west of Felt Road 10,200 1,025 Route 30 east of Felt Road 9, 900 975 Route 30 west of Foster Street 11,000 1,075 Felt Road north of Route 30 1,050 140 Highways within the study area experience the heaviest traffic during the afternoon commuter peak between 4:30 and 5:30 p. m. In order to determine the turning movements existing within the intersection of Route _30 and Felt Road, our office conducted a traffic count program at the intersection. Figures 3, 4, and 5 illustrate the results of that study and revealed peak period traffic flow comparable to that recorded in the Department of Transporta- tion's studies. The heaviest one hour period actually occurred between 4:30 and 5:30 p. m. wherein the hourly traffic flow on Route 30 east of the intersection was 1, 153 vehicles. An additional study conducted by our office included observations of movements into and out of the existing Mobil Station so that we could determine the volumes of traffic presently served and the Percentage of traffic which returned in the compass direction from which they approached the site, versus those that departed the site in a different direction. This data indicates that almost 80 percent of the customers visiting this facility did so as a "stop off" on their way to or from some other destination. Our office has conducted studies at numerous similar facilities with the .finding that 65 to 70 percent of all traffic entering such facilities during the peak hours are stopping off on their way to another destination. Thus, such traffic was on the roadway on.d_ was not added to the traffic stream, but was merely served by the facility. Only 25 to 35 percent of the customer traffic at gasoline stations, then, were generated by the facility. Assuming an hourly traffic flow of 50 customers, approximately 35 :...,.. would be "stopping off" and only 15 would be considered "new" or "generated" traffic. The property is located on Route 30, which has developed with many commercial and retail facilities furnishing services which depend on vehicular traffic. The Atlas Oil Company property appears well suited for this highway and, in that sense, is not at all unlike other businesses in the vicinity. Present! the site Y is connected to local roadways by three driveways, two of which are on Oakland Road and one is on Felt Road. These driveways lack definition and, in our opinion, are too wide. Site plans for the site depict large landscape islands to provide a better definition of driveway location and to control the paths of x entering and exiting vehicles. The existing easterly drive to Route 30 is more thani40 feet in width, and the westerly drive has a width of almost 50 feet at the street line. It is further our opinion that this land use is primarily one which draws its customers from the existing traffic and from the immediate neightxorhood, and thus will not result in a significant traffic increase on Felt Road, Route 30 or any other South Windsor roadway. We appreciate the opportunity to participate with you and will Alford Associates in the development of plans for modernization of this location. Please advise if we can assist further in the development of final plans or the presentation of the results of our findings to the appropriate authorities in the town of South Windsor. Iazzetta, Town Engineer RE: Atlas Oil - Oakland Road -. 89-33P We have reviewed the plans for the proposed Atlas Oil project on Oakland Road and have the following comments pertaining to Wetlands concerns : 1 . We feel that the 100 year flood elevation is 126 to 127 not 129 as shown on drawings . 2 .,.- There are some concerns about the impact on the brook of the storm runoff from this facility. There is no detention proposed and the instant runoff from a "petroleum" facility into the brook should be addressed. Also some slope protection should be provided at the 24" outlet. 3 . Where is tank storage location? Does sanitary lateral go near or through them? JCl/jsv cc: Michael J. RICHARD KIRKBY ATLAS OIL COMPANY . 414 TOLLAND STREET EAST HARTFORD, CT 06108 OAKLAND ROAD SOUTH WINDSOR DEAR DICK: AS YOU REQUESTED, WE ARE HEREBY RESPONDING TO COMMENTS I DISCUSSED WITH JOHN E. McCAHILL, ZONING/WETLANDS ENFORCEMENT OFFICER FOR THE TOWN OF SOUTH WINDSOR, ON THURSDAY, JUNE 8, 1989. 1 . THE,_ TOWN ESTIMATE OF A 100 YEAR FLOOD LEVEL ELEVA- TION OF APPROXIMATELY 126'-127 ' DOES NOT ADVERSELY AFFECT THE PROPOSED DEVELOPMENT OF THIS SITE. 2 . THERE WILL BE NO FILL PLACED IN THE 100 YEAR FLOOD ZONE. 3 . AS DISCUSSED WITH MR. McCAHILL, THE TOWN WILL INSPECT THE CONDITION OF THE EXISTING CATCH BASIN WHICH OUTLETS INTO THE ADJOINING BROOK DURING CON- STRUCTION ON THIS SITE. IF DEEMED NECESSARY BY THE TOWN, THE DEVELOPER MAY HAVE TO REPAIR/REPLACE SAID STRUCTURE AND/OR OUTLET INTO BROOK. 4. THE EXISTING SANITARY SEWER LATERAL, AS WELL AS EXISTING UNDERGROUND FUEL STORAGE TANKS, WILL NOT BE SUBJECT TO CHANGE. THE PROPOSED BUILDING WILL UTI- LIZE THE EXISTING SANITARY SEWER LATERAL. THE EXISTING UNDERGROUND TANKS WERE INSTALLED THREE YEARS AGO AND WILL REMAIN IN PLACE.
