South Windsor, CT 06074 MAY 22 1989 South Windsor Dear Mr. Bouffard: 1NLANp WETLANDS AGENCYI CONSERVATION COMMISSIGN At your request, on 5-3-89, I performed an onsite investigation on Lot 16, ©ld Parish Drive, South Windsor, CT, for the purpose of delineating any wetland soils on the site. I found none. Two test pits were dug in the vicinity of the NW corner of theparcel. TP #1 was dug at the IP at the NW corner of the lot and TP #2 about 100 ft to the east of the first. The data were the same. TP #1 0-11" fine sandy loam, 10 YR (yellow-red) 3/2, clear boundary 11-24" fine_ sandy loam 10 YR 5/6 TP #2 same as 1 A third test hole at IPin the NE corner yielded the same soil- with a thickened horizon of fine sandy loam to a depth of 24" . Using USDA-SCS criteria for poorly drained, very poorly drained Y -r • pgge 2 Bouffard Flood plain and alluvial soils, the entire paresl was shown to be Agawam fine sandy loam, a well drained nonwetland soil. I have reviewed, signed and date the map. entitled Prepared for Joseph M. Bouffard, Lot 16, Old Parish Drive, South Windsor CT, scale 111=401 ,April 10, 1989,revised 5-4-89,Remove Wetlands per Soil Scientist, revised 4-25-89 Erosion Controls & House Location, prepared by Ed Lally and Associates, Windsor CT and find that it represents the situation as it appears in bhe field. Bouffard, 1474 Main Street, South Windsor, CT 06074, IWA/CC application for the construction of a single family house located at Lot 16, Old Parrish Drive, A-40 zone. DOCUMENTS REVIEWED: Application form, report from Hart Soil Services, Inc. (dated 5-9-89 ) , and plot plan (dated April 10, 1989 with latest revision date 5-4-89 ) . COMMENTS: 1 . A soil scientist has investigated the site and submitted a report stating, "no wetlands soils on the site" . Much of this lot has been disturbed and the soils appear very sandy. The Town Wetland Map indicated two small wetland areas and the applicant requests a redesignation as a result of the report submitted. 2 . There is a large stockpile on the westerly side of the lot. Deposition of this material should be addressed. If it is topsoil it could be utilized on-site. 3. The lot is relatively flat and clear of trees . The erosion and sedimentation plan appears adequate. This sandy soil is - subject to wind erosion. Topsoil should be immediately placed on disturbed areas and seeded in accordance with the plans . IF APPROVAL IS CONSIDERED SUGGESTED APPROVAL CONDITIONS INCLUDE: 1 . Deposition of existing stockpile on easterly property line should be addressed on the plans . Bouffard 1474 Main Street South Windsor, CT 06074 i RE: Application #89-35W - Construction of a single family house Dear Mr. Bouffard: At the June 12, 1989 meeting,the Inland Wetlands Agency/Conservation Commission approved .with modifications Application #89-35W - IWA/CC permit for the construction of a- single family house located at Lot 16 , Old Parrish Drive, A-40 zone. The following modifications must be adhered to for this permit to be valid: 1. Construction activities shall be subject to the approval of the Town Engineer. 2. The application shall indemnify and hold harmless the Town of South Windsor against any liability which might result from the proposed operation or use. 3. The permit is valid for one year and shall expire on June 12, 1990. 4 . All approvals required must be obtained and submitted prior to any activity on the site. 5 . A contact person shall be identified directly on the plans , 6 . Existing stockpile shall be used for the construction of the house. What isn't used is to be removed. Very truly yours, John M. If you plan to extend your project beyond the above expiration date, the Agency requires a letter requesting extension together with a fee of $25. 00 . This should be submitted 30 days prior to the expiration of the permit. In the event that you are requesting an extension, Section 4.13 .6 of the Zoning Regulations (a copy enclosed) , establishes the criteria for a conservation plan and a method of monitoring its effectiveness. "A permit for your proposal was granted, with a bond as assurance of compliance with its sedimentation and erosion control measures. To assist in the review process by the IWA/CC, whether for a permit extension or specific inquiry request, the provisions for verification through progress reports by the developer's/applicant's Engineer demonstrating that each Erosion and Sedimentation control measure has been installed and maintained in accordance with the approved plan, shall be required. This verification report must be submitted 30 days prior to expiration date of the permit to allow time for the Commissioners to evaluate your project controls . If work has been finished or will be finished by the expiration date, please have an engineer send a letter stating work is completed according to the approved plan.
