Street, Manchester, CT 06040, IWA/CC permit for the
construction of a bank building located on the southerly side
of Sullivan Avenue, GC zone.
DOCUMENTS REVIEWED: Application form, drainage computations, and
site plans (dated May 10, 1989 ) .
COMMENTS:
1 . Item "H" of the application form is not filled in. There is no
activity within 40' of the wetlands line shown on the plans .
In addition the wetlands line as indicated has been taken off
the Town Wetlands Map and is currently under pavement. Since
there is no activity within 40' of the wetlands, this
- application would therefore be for conservation approval.
2 . The plans submitted are at the scale of 1 inch to 20 feet.
3 . The westerly construction entrance should be eliminated to aid
in controling erosion and sedimentation problems .
4 . The plan indicates "existing 4" maples are to be relocated" .
5 . The construction schedule should include sweeping of the
adjacent parking area as necessary throughout construction of
the site.

Dear Madam/Sir:
At the June 19, 1989 meeting, the Inland Wetlands Agency/Conservation
Commission approved with modifications Application #89-37P -
Conservation plan for the construction of a bank facility located on
the southerly side of Sullivan Avenue, GC zone as shown on plans
prepared by Alford Associates, Windsor, CT dated May 10, 1989
The following modifications must be adhered to for this permit to be
valid:
1 . Black and white transparent mylars of sheets # 2 of 3 with the
above modifications and this letter reproduced thereon
together with two blueprint copies of the entire set of plans,
must be submitted to this Commission to be stamped and signed.
This must be completed within 65 days of approval prior to
any construction activity on the site.
2. Construction activities shall be subject to the approval of
the Town Engineer.
3 . The application shall indemnify and hold harmless the Town of
South Windsor against any liability which might result from
the proposed operation or use.
4 . We recommend a bond in the amount of $2000. to be submitted to
Planning and Zoning Commission to ensure compliance with the
Erosion and Sedimentation Control Measures.
5 . The permit is valid for one year and shall expire on June 19,
1990 .
6 . All approvals required must be obtained and submitted prior to
any activity on the site.
7 . A contact person shall be identified directly on the plans.

We are pleased to advise that the Planning and Zoning Commission
voted on September 19, 1989 to approve the above-referenced
application for a site plan of development in accordance with
Drawings #1-3 of 3 prepared by Alford Associates dated May 10,
1989 (last revised 9/6/89) and with the following modifications:
1 . Prior to commencement of any site work, a meeting must be
held with Town Staff.
2 . No building permits will be issued until the final mylars
have been filed in the Town Clerk's Office.
3. This application is subject to the conditions of approval
of the Inland Wetlands Agency/Conservation Commission,
including a bond in the amount of $2,000 .
4 . An as-built plan is required prior to issuance of a
Certificate of Occupancy per Section 4. 13 . 10 of the Zoning
Regulations .
5 . , Footing drains are required if the building has a basement.
6 . A landscape bond in the amount of $5,000 is required and
must be submitted prior to filing of mylars .
7 . All plans used in the field by the developer must bear the
stamp and authorized signature of the Town of South
Windsor.
8 . Detail of connection of force main to sanitary manhole is
required. -
9 . Drainage easement for Ayers Road drainage is needed.
Location is to be coordinated by Public Works Department.

10 . Sanitary sewer pipe minimum diameter is generally 4" .
Proposed 1 1/2" pipe must be reviewed by the Superintendent
of Pollution Control.
11 . A parking waiver for thirteen (13) spaces is granted.
Black and white transparent mylars of Sheet #1 with the above
modifications, together with three blueprint copies of the entire
set of plans, must be submitted to this Commission within 30 days
to be stamped and signed. The letters of approval of this
Commission, as well as the Inland Wetlands Agency/Conservation
Commission, must be reproduced on the mylars .
After the mylars have been signed by the Commission, they will be
returned to you for filing in the Office of the Town Clerk.
After filing these plans, a copy of the receipt must be submitted
to the Planning Department.

Dear Mr. McCahill:
Per your request today on site, we offer the following explanation:
The additional storage area southeast of the above site as "red lined" on
site plan, South Windsor Development Company, originally dated November 7,
1983 (attached) , is currently being utilized to temporarily store excavated
soil to be reused/removed as needed for backfill once concrete foundations
and first floor deck are in place.
The purpose for utilizing this location is two-fold. First, to limit amount
of soil stockpiled at immediate building area and unsightliness at Sullivan
Avenue, and secondly to avoid blocking the exposure of the mall beyond as
much as possible.
The stockpiled area will be fully restored along with all areas surrounding
the new location of the Savings Bank of Manchester.
Written permission from South Windsor Development Company (the Owner) will
follow shortly.

The silt fence installation will be adjusted to function properly with
the addition of hay bales.
The parking lot will be swept by Manchester Sweeping on December 8, 1989

This is a reminder that the permit with the Inland Wetlands
Agency/Conservation Commission, Application #89-37P will expire on
June 19, 1990 .
If you plan to extend your project beyond the above expiration
date, the Agency requires a letter requesting extension together
with a fee of $25. 00 . This should be submitted 30 days prior to
the expiration of the permit.
In the event that you are requesting an extension, Section 4.13. 6
of the Zoning Regulations (a copy enclosed) , establishes the
.criteria for a conservation plan and a method of monitoring its
effectiveness . A permit for your proposal was granted, with a bond
as assurance of compliance with its sedimentation and erosion
control measures . To assist in the review process by the IWA/CC,
whether for a permit extension or specific inquiry request, the,
provisions for verification through progress reports by the
developer's/applicant's Engineer demonstrating that each Erosion
and Sedimentation control measure has been installed and maintained
in accordance with the approved plan, shall be required.
This verification report must be submitted 30 days prior to
expiration date of the permit to allow time for the Commissioners
to evaluate your project controls .
If work has been finished or will be finished by the expiration
date, please have an engineer send a letter stating work is
completed according to the approved plan.
