Windsor, Ct. 06074 oc2Faso Dear Sir: Would you please have this letter regarding Kirby Holcombe's application on Lots A & B distributed to the members of the commission and recorded in the minutes of the appropriate meeting. We have lived at 643 Strong Road in the home adjacent to Lot A for the past 13 years. On the applicant's maps it is shown as N/F Charbonneau. We do not believe that the applicant's property is capable of supporting two houses or is consistent with the Inland Wetlands standard for development in this area. We are also concerned with the drainage pattern for the lots and how it will affect our home. The long range plan of development calls for the central wetlands area to have 1-1/2 acres per lot. O,er the past several years, three applications have been presented to the commission in this area. The Mitchell property, directly across the street, was turned down for five lots, then approved for 3 lots, each with more than two acres. Oliviera was turned down for two lots on eight acres. Podunk River ` Estates was submitted by us with each lot having approximately 3 acres and was approved as such. These three applications all had considerable portions of their land restricted by conservation ease- ments. Lots A and B as presented do meet current zoning regulations. but are not consistent with past approvals or the pending long range plan of development. We are concerned about the direct drainage impact on our home if two houses are built on this parcel. Our property is drained by a farm pond and the watercourse flowing from it, which runs through a portion of the rear of the applicant's property and then crosses under Strong Road. This is the only form of drainage between Strong Rd. and the old town landfill. Any interference with this water system would have a serious effect on a very large area. The two plot plans each show a 100' x 100' or less raised area. If these are the only areas filled, the result will be two homes on small islands. If you drove down Strong Road recently, you might have noticed that the three houses across the street (Mitchell subdivision) and our own home are i Notes: 1. Moran, Jr. , Chairman, Inland Wetlands Agency/ Conservation Commission FROM: John E. McCahill, Zoning/Wetlands Enforcement Officer 5;t AJ RE: Application #89.41W, J. Kirby Holcombe, 374 Abbe Road Extension, South Windsor, IWA/CC permit for the construction of a single family house on property located on the southerly side of Strong Road between West Road and Nutmeg Road, RR zone. DOCUMENTS REVIEWED: Application form and site plan (dated 1/4/88) , latest revision 5/15/89) . COMMENTS: - 1 . This applicant was denied under application #88-12W last year. It would appear that additional information has been provided in response to the denial. 2. The plan states, "lot conforms to 90, x 90, buildable square" . This is a requirement of section 5 . 1a of the Zoning Regulations . The buildable square must be "exclusive of regulated wetlands . . . " , this does not appear to be true and would require a variance. In addition, the 10 foot variance granted for the front yard requirement must be filed with the Town Clerk. 3 . Approximately 50% of the parcel is flagged as wetlands . A report should be submitted by Soil Science Services to verify the findings and soil type designation. + 4 . There is no activity proposed in the wetlands as flagged. The proposal includes 575 cubic yards of fill to be placed on site. None of this is to be in the wetlands or 40 foot buffer. 5 . The plans are submitted at the scale of 1" to 501 . There is also a detail at the scale of 1" to 201 . As the detail has proposed grades the detail should include the silt fence. 6 . The conservation plan narrative should include installation of silt fence as shown on plans . This should be installed in conjunction with the construction entrance. i i 7 . The plans should indicate whether the driveway will be graveled or paved. 8. There is an intermittent watercourse indicated along the southerly property line. It does not appear that there is any activity within 80 feet of the watercourse. 9 . No soil stockpile is indicated. If a stockpile area is necessary it should be within the confines of the proposed silt fence. 10 . The State Health Department must approve the sewage disposal system per the town's Environmental Health Officer. 11 . Proposed grades near Strong Road are beyond the property limits . This would require approval by Engineering and/or the Public Works Department. IF APPROVAL IS CONSIDERS, SUGGESTED APPROVAL CONDITIONS INCLUDE: 1 . A variance to 90' x 90' buildable square must be obtained. 2. A report must be submitted by Soil Science Services to verify the wetlands designation as shown. 3 . The proposed silt fence should be indicated on the detail for proposed grades . 4. The conservation plan. narrative should include installation of the silt fence per plan. 5. Indicate whether driveway is to be graveled or paved. 6 . Any stockpiling of materials should occur within the confines of the proposed silt fence. 7 . Proposed grades within Strong Road right-of-way need approval by Engineering and/or Public Works Departments . i SEP 14 1989 South Windsor INLAND WETLANDS AGENCY) CONSERVATION COMMISSION 374 Abbe Road Ext.
