Ahrens Project Engineer Design Professionals 1170 Ellington Road South Windsor, Connecticut. 06074 Date 7-21-89 Re: Job Number 89-413 , . Plan for Metals Testing, Kimberly Drive, South Windsor, Connecticut. Dear Mr. Ahrens, On June 26 , 1989 . at the request of Ernie Babineau, the wetlands, as defined by Connecticut Statutes Section 22a- 37( 15 ) , i . e. , those soil types designated as poorly drained, very poorly drained, alluvial , or floodplain by the Nation Cooperative Soil Survey, were delineated on the parcel of land referenced above. Soils were examined to the extent necessary to classify them at the soil series level according to the system of soil classification used by the National Cooperative Soil Survey ( Soil Survey Staff, 1975 , SOIL TAXONOMY, U. S. Government Printing office, Washington D. C. ) by exposing soil profiles with a-spade and augar. Poorly drained soils (wetlands) were observed on the subject property and flagged with red and blue ribbon, numbered 1 through 10. An area of approximately 8, 150 square feet of wetland soil type exists on the site. The wetland soil type observed is a glaciofluvial deposit of poorly drained sandy loam of the Walpole Series. The Walpole series consists of poorl.y drained soils that formed in water sorted sand and gravel . The ground water in the wetland area was not encountered to the depth' of 40 inches on June 26 , the date of testing. This has been a season of excessively high rainfall and consequently the ground water levels have been higher than normal for this time of year. The soil moisture regime on this portion of wetland has been significantly lower by' the installation of Kimberly and Sandra Drive. The underlining sand and gravel on this site and the installation of the road system 3 to 4 feet below the existing ground has caused a significant reduction in the ground water supporting this small pocket of wetland. The functional valve of the existing soil characteristics will change reflecting the existing moisture regime. This area in time will not function as a hydric soil and will in time convert to non-wetland functional value reflecting the present soil moisture properties . In effect the installation of the road system has altered this area of wetland to the extent that it will no longer have normal wetland function. WETLAND DELINEATION SOIL MAPPING AND INFORMATION SITE EVALUATION A. SOIL SCIENCE ASSOCIATES 90 RHODES RD. • TOLLAND,CT 06084 Earl Beebe,Soil Scientist 871-7298 2 . The soils upslope of the wetland include moderately well drained soils of the Sudbury series and well drained soils of the Windsor series. Additional information about all the soils mentioned can be found in the Hartford County Soil Survey which is available at the district office of the U. S. Dept. of Agriculture , Soil Conservation Service in Windsor, Connecticut. All wetland boundary lines established by the undersigned Soil Scientist are subject to change until officially adopted by local , state or federal regulatory agencies. Respectfully Submitted by SOIL SCIENCE ASSOCIATES Earl E: Beebe, Soil Scientist cc; Ernie Babineau. Banaah, Director of Planni FROM: Jerry C. Iazzetta, Town Engineer f RE: Metals Testing Site Plan #89-59 We have reviewed the proposed Metals Testing Site Plan drawings dated 7-21-89 and have the following comments: 1 . Key Map - the stormwater drainage arrows are needed showing direction of flow. Also the Sanitary Sewer laterals need to be labeled. 2. Site Plan/Grading Plans do not indicate handicap ramp onto sidewalk. 3 . Grading, Utility Plan - a) Size and type pipe, and inverts at building, manhole are required for sanitary laterals. Also there is a symbol u shown after .the sampling tank - is this a new manhole? If so top of frame and invert elevations are required as well as a detail of the manhole. b) Roof drain connected to the existing 6" PVC does not indicate the size and type of new pipe. Also it is recommended that the roof drain on the west side of the building (at right angle corner) also be tied into the storm water system. c) The 72 contour at the Kimberly Drive driveway needs to be re-examined. It appears that a minor modification could improve the stormwater drainage in that area of the parking lot. I have given my set of drawings to Mr. Fred Shaw, Supt. of Pollution Control, for his review of the sanitary system proposed (i.e. holding tank and sampling tank) and have asked that he comment separately on this item. McCahill, Zoning/Wetlands Enforcement Officer 9 RE: Application #89-59P, Metals Testing Company DOCUMENTS REVIEWED: Application form and site plans (dated 7/21/89 ) COMMENTS: 1 . The wetlands were field delineated by Earl E. Beebe, C.S.S. . The application form references a soil scientist's report. This should be submitted as part of the application. 2 . The wetlands flagging is very similiar to the flagging done for the original subdivision. The subdivision plans identified this wetland soil as swanton very fine sandy loam. 3 . The soils on this site are very sandy in nature. The "4 inch minimum of topsoil" , as stated in the seed schedule, would be critical in establishing vegetation. 4 . There is a very large stockpile area located on this lot and the abutting lot #11. The removal of this stockpile must be addressed as part of the plans . This may require a right to grade on adjacent property. 5 . The construction entrance, as shown in details, should be indicated on sheet 3 as part of the Erosion and Sedimentation plan. 6 . Sheet 2, Landscape and Site Plan, indicates two areas in which "existing trees and foliage is to remain where possible" . This should be reflected on sheet 3. Trees and foliage to be saved should be flagged on-site prior to clearing. 7 . No stockpile is indicated on the site. If one becomes necessary the pile should be located within the confines of the silt fence shown on the plans . r IF APPROVAL IS CONSIDERED, SUGGESTED APPROVAL CONDITIONS INCLUDED: 1 . The plans must address the stockpile that is currently on this • site and the abutting lot. Additional erosion and sedimentation measures may be necessary during removal of the stockpile. 2. A construction entrance should be indicated on sheet 3, the Erosion and Sedimentation Plan. 3 . Sheet 3 should indicate the flagging of trees and foliage to be saved, prior to clearing the site. 4 . If a stockpile area is necessary, it should be located within the confines of the silt fence shown on the plans.
