COMMENTS:
1. Based on the Town Wetlands Map this area is indicated as 100%
wetlands. The existing building and pavement were done in
1982. The plans indicate that, "there is no inland/wetlands
located on this site" . Joyce G. Raabe, Certified Soils
Scientist has signed the plans . A written report should be
submitted to the Commission to substantiate her findings .
There is no obvious indication of wetlands on the site and the
area has been substantially reworked in the past.
2. The total proposed impervious coverage is 63 .5%. A variance
was granted July 6, 1989 as indicated on the plans .
3 . The area for the proposed addition is currently grassed so tree
cutting and stump deposition is not a concern.
4 . The erosion and sedimentation plan appears adequate for the
site. The only issue not addressed is an entrance/exit for the
proposed activities . If this is going to be over existing
parking area, pavement sweeping should be included on the
plans .
5. Providing documentation is submitted by Joyce G. Raabe,
Certified Soil Scientist to substantiate her findings., I see no
problem approving the proposed activities with slight
modifications to the plans .

1 . Documentation shall be submitted by Joyce G. Raabe, Certified
Soil Scientist, to substantiate her findings .

The entire site has been filled with a porous sandy soil, to
a- depth of at least 36" . Test Pit # 1 is typical of the entire
site. No wetland soils were found on the site.

& Sediment Control Plan, Topographic Map, Plot Plan, Owner

At the October 16, 1989 meeting, the Inland Wetlands
Agency/Conservation Commission approved with modifications
Application #89-71P - IWA/CC permit and conservation plan approval
for construction of an addition to an existing building on property
located on the easterly side of Nutmeg Road and southerly side of
Governor's Highway, IP zone as shown on plans prepared by Palmberg &
Russo dated 8/21/89 .
1. Black and white transparent mylars of sheets #2 of 3 with
the above modifications, together with two blueprint copies
of the entire set of plans, must be submitted to this
Commission to be stamped and signed. This must be
completed within 65 days of approval prior to any
construction activity on the site.
2. Construction activities shall be subject to the approval of
the Town Engineer.
3 . The application shall indemnify and hold harmless the Town
of South Windsor against any liability which might result
from the proposed operation or use.
4. We recommend a bond in the amount of $5000. 00 to be
submitted to Planning and Zoning Commission to ensure
compliance with the Erosion and Sedimentation Control
Measures.
5. The permit is valid for one year and shall expire on
October 16, 1989 .
6 . All approvals required must be obtained and submitted prior
to any activity on the site.

We are pleased to advise that the Planning and Zoning Commission
voted on 14 November 1989 to approve the above-referenced
application for a site plan of development in accordance with
Drawings 1 - 3 of 3 dated 8/21/89 prepared by Palmberg & Russo,
Project No. -89074, and with the following modifications:
1 . Prior to commencement of any site work, a meeting must be
held with Town Staff.
2. No building permits will be issued until the final mylars
have been filed in the Town Clerk's Office.
3 . This application is subject to the conditions of approval
of the Inland Wetlands Agency/Conservation Commission,
including a bond in the amount of $5,000.
4. An as-built plan is required prior to issuance of a
Certificate of Occupancy per Section 4.13.10 of the Zoning
Regulations.
5 . A landscape bond in the amount of $3,000 is required and
must be submitted prior to filing of mylars .
6 . All plans used in the field by the developer must bear the
stamp and authorized signature of the Town of South
Windsor.
7 . New plantings are required along the north and west sides
of the proposed addition.
Black and white transparent mylars of Sheet #2 with the above
modifications, together with three blueprint copies of the entire
set of plans, must be submitted to this Commission within 30 days
to be stamped and signed. The letters of approval of this

After the mylars have been signed by the Commission, they will be

Agency/Conservation Commission, Application #89-71P will expire on

date, the Agency requires a letter requesting_ extension together
with a fee of $25.00. This should be submitted 30 days prior to
the expiration of the permit.
In the event that you are requesting an extension, Section 4 .13.6
of the Zoning Regulations establishes the process for monitoring
the approved conservation plan. Per that regulation, a progress
report is required from the applicant's engineer verifying that
erosion and sedimentation control measures have been installed and
