OVERVIEW: The project is a 11 ,000 s. f. industrial building on a 1 . 45 acre parcel . The project site is located on lots 37 and 38 of the John Fitch Industrial Centre Subdivision, Phase II . The parcel is rectangular and flat, (2' maximum elevation change), with well drained soil , (recently cultivated AfA &1222.) . The site contains no wetland types soils, is not located in a flood plain and has no trees. B. SCOPE: This project consists of the construction of an 11 ,000 s. f. distribution facility with its required utilities and storm drainage i system on the 1 . 45 acre site. Of the 1 . 45 acre area in this parcel this project will entail the disturbance of approximately 1 acre or 69%. C. OFF-SI-TE EFFECTS: The run off from the site go via the subdivision storm water system into a comprehensive storm water detention basin that was designed to handle the run-off for the entire water shed. CONSTRUCTION SEQUENCE & CONTROL MEASURES Construction on this project should commence during the fall of 1989 and be completed in the spring of 1989. Access to the site will be by a new curb cut on to Commerce Way. 1 . Install truck pad at the new Commerce Way curb cut. 2. Remove and stockpile topsoil in the topsoil central stockpile as located on the plan cover sheet. Areas disturbed are to be for immediate construction only. Stabilize the material newly added to the stockpile by spreading hay mulch with blower at a rate of 70-90#/1 ,000 s. f. Tacking may be either by applying a chemical binder, Terratack or equal or tracking by driving a tracked vehicle up and down the slope over the entire surface so that cleat marks are parallel to the contour. The central stockpile shall have staked hay bales at the south or down slope side of the pile . 3. Excavate for foundation and commence building construction activities. 4. After completion of the foundation walls construct the storm drainage system and install utilities. Box and place bank-run gravel in all areas to be paved. Place hay bales around each catch basin and secure in place with 2"x2"x3' wood stakes to form a tight enclosure around the inlet. e 5. After April 15 remove all temporary structures and erosion control systems including accumulated silt. rass>h grads the site and plant permanent• vegetative cover, g process shall be Completmendations later ofthan Guidelines. forPlant grass Soil in accordance with recom a es 6-5 thru 6-?. The area is t very sandy. The Soil Erosion and Sedimentation Controlly plan narrative identifies the soil as Agawam Fine Sandy Loam. The plans are being submitted to the Commission for Conservation approval. 2. The total proposed impervious coverage for the site is 48. 6%. 3. The Conservation Plan is shown on sheet #2. There will be a total of about one acre of disturbance. The site is very level and there are no existing trees on the site. The erosion and sedimentation control measures are stated in the "Construction Sequence and Control Measures Stockpiling will take place Off-site at the central stockpile located westerly of the site. Given the nature of the site they should be able to control erosion and sedimentation by minimizing disturbance and stabilizing areas as stated in the construction sequence. A construction entrance is indicated and storm drains are to be ringed with haybales. 4 • The run off will be carried, via the subdivision storm drain, into the detention basin constructed for the entire subdivision. " c • 5. I see no problem with approving the conservation plan as submitted. A bond should be established to ensure compliance with the erosion and sedimentation plans. 9 S55.53'35'E 217.20' N/F J.
