Lombardi, Chairman, Inland Wetlands Agency/Conservation Commission FROM: John E. McCahill, Zoning/Wetlands Enforcement officer RE: Application #89-97P, Brookside Automotive Distributors M DOCUMENTS REVIEWED: Application form, Site Plan for Peter L. , Toni R. , Karen H. Fishman; and drainage computations prepared by Ed Lally and Associates COMMENTS: 1 . There have been two approvals for this site in the past but the site was never developed. Application #426 (Peter L. Fishman) was approved on November 17, 1986 . Application #471 (Peter L. Fishman) was approved on September 14, 1987 . 2. "Limit of Inland Wetlands" is shown but is difficult to follow. It appears that this has been taken from the Town Wetlands Map. This should be indicated on the plans. 3. The proposed regulated activities, and amount and type of fill (section H of application form) , have been indicated on an attachment. There is some activity within the 40 foot buffer and 20 foot nondisturbance setback per section 5 . 2 of the Wetlands Regulations . This section states, "exemptions may be given to complete an approved regulated activity" . 4 . Existing and proposed tree line has been shown. The construction schedule states, "developers surveyor to stake and clearly mark edge of vegetation to remain undisturbed" . 5 . The proposed rip rap shown for the outlet into the wetlands should be detailed with size of stone and dimensions. 6 . The general notes on the sheet titled Construction and Erosion Control Details 1, states that, "trees and stumps should be removed from the regulated areas" . This should indicate trees and stumps should be removed from the site. 7 . The topsoil to the rear of the property was removed some time in the past. The site is very sandy. The four inches Lombardi Page Two November 28, 1989 Application #89-97P } of topsoil specified in the details will be essential to establish adequate permanent vegetation. IF APPROVAL IS CONSIDERED, SUGGEST APPROVAL CONDITIONS INCLUDE: i 1 . The plans shall clearly indicate the limit of wetlands and shall identify where those limits came from, either the Town Wetlands .Map or a Certified Soils Scientist. 2. The proposed tree line shall be flagged in the field prior to cutting trees on the site. 3 . 6 The proposed rip rap for the outlet shall be detailed with stone size and dimensions. 4 . The general notes on the sheet titled' Construction and Erosion Control Details 1, shall be modified to state all trees and stumps which cannot be chipped shall be removed from the site. t0wM t r Tawn O-P SotdA Vbu 4h, , Q 1540 SULLIVAN AVENUE . McCahill, Zoning/Wetlands Enforcement Officer RE: Application #89-97P, Brookside Automotive On April 26, 1990, I went to inspect the installation of the erosion and sedimentation controls and verify that limits of construction had been established for the site referenced above. During my inspection it was noted, and brought to the attention of the workers on the site, that the "existing 20 inch oak to remain" (as shown on the approved Site Plan along Pleasant Valley Road) had been cut down. They stated that it was dead and not worth saving. Although they showed me a rotted stump (among several other stumps) and rotted logs of approximately 20 inches in diameter, I have no way of verifying that the tree in question was indeed dead. I would also note that the protection of trees was emphasized at the preconstruction meeting held on April 51 1990. I informed them that this matter would most likely be brought to the attention of the Planning and Zoning Commission to determine a course of action. A copy of the plan showing the tree in question has been attached. Dear Mr. Lombardi: On December 3 , 1990, We reviewed in the field the Brook- side Automotive site located on Pleasant Valley Road for soil & erosion conditions. All site grading has been completed and the disturbed areas have been hydro-seeded. It is our opinion that all site work has been satisfactory completed in accordance with plans prepared by Ed Lally and Associates dated Nov- ember 16, 1989. It appears that no additional soil and erosion control measures are necessary at this time, there- fore we would recommend that the permit be closed out on the experation date of December 11, 1990. McCahillI Zoning/Wetlands Enforcement Officer hod, RE: Application #89-97Pi Brookside Automotive Distributors DOCUMENTS REVIEWED: Application form, Site Plan for Peter L. , Toni R. , Karen H. Fishman; and drainage computations prepared by Ed Lally and Associates ' COMMENTS: SCANNED 1 . There have been two approvals for this site in the past but the site was never developed. Application #426 (Peter L. Fishman) was approved on November 17, 1986 . Application #471 (Peter L. Fishman) was approved on September 14, 1987 . 2 . "Limit of Inland Wetlands" is shown but is difficult to follow. It appears that this has been taken from the -Town Wetlands Map. 5 . The proposed rip rap shown for the outlet into the wetlands should be detailed-with--si-ze--of stone and dimensions. 6 . The general notes on the sheet titled Construction and Erosion Control Details 1, states that, "trees and stumps should be removed from the regulated areas" . This should indicate trees and stumps should be removed from the site 7 . The topsoil to the rear of the property was removed -some time in the past. The site is very sandy. The four inches Lombardi Page Two November 28, 1989 Application #89-97P of topsoil specified in the details will be essential to establish adequate permanent vegetation. IF APPROVAL IS CONSIDERED, SUGGEST APPROVAL CONDITIONS INCLUDE: 1-. The plans shall clearly indicate the limit of wetlands and shall identify where those limits came from, either the Town Wetlands Map or a Certified Soils Scientist. 2 . The proposed tree line shall be flagged in the field prior to cutting trees on the site. 3 . The proposed rip rap for the outlet shall be detailed with stone size and dimensions. 4 . The general notes on the sheet titled' Construction and Erosion Control Details 1, shall be modified to state all trees and stumps which cannot be chipped shall be removed from the site. .S ESTABLISHING VEGETATION COVER ON DISTURBED AREAS 'E 1. " please note that I am concerned with the lack of e topsoil on the site. The approved plans indicate "a minimum of 4" of topsoil on all areas" .
