TO: Mr. J. Eric Scherer District Conservationist USDA-SCS 627 River St Windsor CT 06095 Dear Eric: On October 25, 1989 I performed an on-site investigation of the soils in the vicinity of the South Windsor Landfill. I was requested by the Town to evaluate the proximity of a proposed leaf compost site and transfer station to wetland soils and watercourses. I was accompanied by Barbara Alexander, SCS Soil Scientist. After first evaluating the site by air- photo interpretation, we walked the western end of the site, and the area in close proximity to the "dog pound". Areas dominated by wetland soils abut the western end of the landfill, areas north of Burgess Road, and wetlands and a watercourse on the southern boundary of the landfill. The landfill itself was created by filling over natural wetland and non-wetland soils. However, enough fill material has been placed over natural soils, that the landfill mound can now be considered as non-wetland soils, and Town maps should be so amended. The area in the immediate vicinity of the dog pound (and south of Burgess Road) has been highly disturbed by cutting and filling and is on non-wetland soils. Just north of the pound (down slope) an area of wetland soils exists. TO the south, on the landfill, a narrow swale flows from east to west and enters a roadside swale. The soils are too disturbed to interpret for wetland and non-wetland soils, and the swale does not appear to have dominant wetland vegetation or the necessary hydrology. The Town watercourse definition should be consulted for a final decision. The approximate location of wetland soils and watercourses has been shown on the enclosed map. The eastern portion of the landfill site was not investigated. If more precise wetland boundaries• (for evaluating any proposed impact) are needed, a consulting soil scientist should be contacted. RE: Application #89-98P, Town of South Windsor Resource Recovery Center DOCUMENTS REVIEWED: Application form, plans titled Resource Recovery Center, and Soil-on-Site Investigation letter from Kipen J. Kolesinskas, USDA-SCS COMMENTS: 1 . The Soil Conservation Service was contacted by the Town and has done a soil investigation of the area of the proposed Resource Recovery Center. A letter has been submitted which states that, "the landfill mound can now be considered as non-wetland soils, and Town maps should be so amended" . Sheet 3 of 7 indicates the wetlands per 1984 Official Wetlands Map and the wetlands per the October 25, 1989 investigation by the SCS. Due to the size of the area, this has .been shown at the scale of 1" to 1001 . The area of the proposed activity should be indicated on sheet 3 of 7 . 2 . The site plan has been done at the scale of 1" to 201 . Sheet 5 of 7 shows the proposed erosion and sedimentation measures . Approximately 6,000 cubic yards of fill will be used to backfill the proposed concrete walls . A reference has been made to Chapter 6 of the Connecticut Guidelines for vegetative cover. The appropriate seed mixture should be indicated on the plans, and should include a minimum of four inches of topsoil. 3 . Based on the letter submitted from the Soil Conservation Service I see no problem with the redesignation of the wetlands . The conservation plan appears adequate considering the area and the proposed activity. IF APPROVAL IS CONSIDERED, SUGGEST APPROVAL CONDITIONS INCLUDE: 1 . Indicate the area of the proposed activity on sheet 3 of 7 . 2. The plans shall indicate an appropriate seed mixture in accordance with the Connecticut Guidelines, and shall include a minimum of four inches of topsoil. t 01'" SC4 W 7111wvws O-P ^ 1540 SULLIVAN AVENUE • SOUTH WINDSOR, CONN. 06074 • w fosoR•co' AREA CODE 203/644-2511 December 19, 1989 Town of South Windsor 1540 Sullivan Avenue South Windsor, CT 06074 Dear Madam/Sir: Re: Application #89-98P - Recycling Center At the December 18, 1989 meeting, the Inland Wetlands Agency/Conservation Commission approved with modifications Application #89-98P - IWA/CC permit for the construction of a recyling center located on property on the southerly side of Burgess Road and westerly side of Foster Road, RR zone; as shown on plans Prepared by the Town of South Windsor, Engineering Department, contract #89-821, dated November 15, 1989 and revised December 7, 1989 . 1.
