Equipment is to be kept off the subgrade at all times while spreading and hauling the topsoil. .03 The finish grade of the topsoil should conform to grades outlined in Section VIII-2.01, Subsoil and Subgrade, and on the drawing. 7 SECTION VIII - METHOD AND SEQUENCE OF WORK (Continued) .04 Apply agricultural limestone at 22 tons per acre uniformly over the field. .05 Loosen the topsoil by cultivating with a harrow, rotovator or other suitable tillage equipment to a six inch depth to alleviate soil compaction from hauling and grading equipment and to incorporate the limestone. Cultivate in two directions, the second cultivation at a right angle to the first. 4. Preparation of bare area of baseball infield: .01 Place the soil material over the subgrade to a uniform compacted depth of 6 inches staying within the dimensions for the bare area (skinned portion of baseball diamond) shown on the drawings. Place in such a manner that there is no mixing of the soil material for the bare area with the topsoil used for the grass portion of the field. .02 The soil material is to be packed to a bulk density (oven dry at 1050 C) of between 1 .60 to 1 .80 gm/cm3. -.03 The finish grade on the infield will be done by hand raking and the final grade achieved using a line level to ensure the grade is adhered to. 5. Finish Grading .01 Finish grade and firm the topsoil with a grading tractor or other suitable equipment designed for grading areas to be seeded to turfgrasses. Correct irregularities in the surface so that mounds and depressions are eliminated. Final smoothing is to leave a firm and level surface with no soft spots but with soil that is friable. All stones greater than one inch in diameter, vegetative matter and other debris are to be removed from the surface one inch of soil during finish grading. The finish grade is to conform to grades outlined in Section VIII-2.01 , Subsoil and Subgrade and as shown on the drawings. .02 Final acceptance of the finish grade will be approved by the Town of South Windsor or their representative prior to applying the starter fertilizer and sowing the seed. The degree of soil compaction of the topsoil at a moisture content near field capacity based on measurements with a CL 700 pocket penetrometer---shall_ not exceed 2.5 tons per square foot. 6. Sodding .01 Place a 2 foot width of sod comprised of the species outlined in Section V11-8, Materials, around the perimeter of each sprinkler head and inlets to catch basins. .02 Fit the sod pieces snugly against one another. 8 SECTION VIII - METHOD AND SEQUENCE OF WORK (Continued) .03 The sod pieces against the seeded area shall abut the soil so that the upper portion of the thatch line of the sod is at the same finish grade as the soil surface. .04 Tamp each sod piece sufficiently so that the under surface is in firm contact with the soil. 7. Starter Fertilization and Seeding .01 Apply a uniform application of a 5-10-5 fertilizer at a rate of 880 pounds per acre. A different grade with the same 1-2-1 ratio may be used in place of the 5-10-5 fertilizer and its rate adjusted to apply 88 lbs. P2O5 per acre. Incorporate the 5-10-5 fertilizer to a depth of 1 to 2 inches with a chain harrow. .02 Broadcast the seed specified in Section VII, - 5.01 . Sow the seed uniformly over the field at a rate of 220 pounds per acre if a Spring seeding and 130 pounds per acre if a late summer seeding, using a cultipacker seeder or other suitable equipment. The total amount of seed is to be divided into two equal parts and applied in two applications with the second application made at right angles to the first appli- cation. If seeding is done by other than a cultipacker seeder, the seed is to be covered with a chain harrow or other suitable equipment followed by cultipacking or light rolling using a roller weighing not more than 100 pounds per foot of width. .03 Mulch .the Swale with salt marsh hay at the rate of 1-1 /2 tons per acre and hold in placing using a mulching coulter or other suitable means or apply a fabric held in place by pegs. SECTION IX - REPAIRS AND MAINTENANCE I . If during the seeding operation or upon seedling emergence, areas have been skipped or left unplanted, the contractor will be required to sow additional seed into these areas after properly preparing the seedbed. Seed mixture and rate of seeding will be the same as required in Section VII - 5.01 . 2. Rework and restore grades eroded prior to achieving a uniform grass cover from seedling plants. 3. Restore grades wherever.--soil settling occurs that affects the surface grade for two months after the date of seeding. SECTION X - CLEANUP The Contractor will supply a minimum of a 5 yard dumpster to be emptied when filled and removed at end of project. Paved areas over which hauling operations are conducted should be kept clean during and after completion of the work. a 9 SECTION XI ACCEPTANCE Acceptance of material and the progress of work must be given by the Town of South Windsor or their representative as set forth in Sections VII and VIII. Final acceptance of the work will be based upon uniform grass coverage on the field from germinating plants and no settling occurring within the first two months after the date of seeding which would result in an uneven surface. 10 s SECTION XII - UNIT PRICE The Contractor is requested to furnish unit prices on the following items: 1 . Reichle Superintendent of Parks 1 Department of Public Works Sit Town of South Windsor 1540 Sullivan Avenue South Windsor, CT 06074 Dear Karl: The specifications are a draft and although nearly finished, there are items that are incomplete until soils on the site are examined, samples taken and laboratory analysis completed. We also need to meet and .discuss additions and/or changes so that we are sure everything is properly addressed before final specifications are written. - Note in Section VIII-1 .02 that the specifications require the topsoil to be screened while in the section on Finish Grading, V111-5.01, it specifies that stones over one inch in diameter are to be removed from the surface only. The specification that will finally be used will be based on the outcome of our soil tests and discussion. Although the soil map indicates an Enfield soil which usually has a low percentage of stones in the A horizon, we still should be certain before writing the final specification. We may also want to specify saving some topsoil for filling washouts due to erosion or wherever depressions occur from settling, especially around sprinkler heads. Particle size for the soil material for the bare area of the infield, Section VII-2, will be specified once you have decided on the material you think most appropriate and we do a particle size analysis. I have also left out the specification for construction of the bare area of the infield, Section VIII-4, until we have had a chance to meet and discuss its drainage and method of grading. I have some ideas, but we need to discuss them before I proceed on writing the specifications for the infield. Determination of liming and phosphorus rates specified in Section VIII-3.04 will be completed once we are able to sample the soil and determine their need. • 2 Even though I find subsoil compaction to be a problem on many newly constructed sports fields, we may wish to include chisel plowing as an option instead of the way it is now written. The need for chisel plowing would then be determined on examination of the condition of the subgrade after it is completed and if it is needed. The additional cost would be subject to the unit price in Section XII. I have not set a time limit on the number of working days that the contractor is to complete the work or exact time the work is to start. You may want to be more specific than what the specifications now state, Section IV-1 . We will need to discuss this. A preliminary examination of the resource maps indicate that vertical outlet drains for collecting surface runoff from the field may be an option to using pipe to carry the water off. However we will have to wait until we can examine the soil profile. No subsurface drainage is required for the field. I understand that the Town of South Windsor will assume main- tenance of the field directly after seeding. This is an important stage in ensuring a successful outcome of the project. It is also important in reducing the risk of soil erosion by shortening the time from seed germination to establishing a good stand of grass. I will write a maintenance program for this phase of the work at some later date. Sincerely yours, William M. Lombardi, Chairman, Inland Wetlands Agency/Conservation Commission FROM: John E. McCahill, Zoning/Wetlands Enforcement Officer YIN RE: Application #90-12W - Town of South Windsor, Nevers Road Park DOCUMENTS REVIEWED: Application form, Nevers Road Park Area Plan, and Instructions and Specifications for Constructing a Baseball Field for the Town of South Windsor, by William M. Dest, Ph.D. Agronomist (dated February 2, 1990) . COMMENTS:` 1 . Based on the "Official Inland Wetlands and Watercourses Map" there are no wetlands on this site. Based on the Hartford County Soil Survey the area is primarily dominated by Enfield silt loam and Manchester loamy sand. During my site investigation I did not notice any apparent wetland indicators . A reference to the "Official Inland Wetlands and Watercourse Map" should be included on the plans; plus a note indicating that there are no wetlands on the site. 2. The application form does not indicate that abutters were notified. This was discussed with the Engineering Department at the time it was submitted and a copy of the letters sent out have been submitted. 3. Sheet 9 of 9 has not been incorporated into the plans at this time. Sheet 9 will be a reproduction of the, "Instructions and Specifications for Constructing a Baseball .Field for the Town of South Windsor" , by William M. Dest, Ph.D. Agronomist. It is currently being reviewed by the Public Works Department before it becomes a final document. Included in this document in Section VIII is a Method and Sequence of Work and in Section VI a Soil Erosion Control Plan. Specialized seeding mixtures are also outlined in this document. 4. Section VIII, Method and Sequence of Work states that topsoil will be stockpiled to the west of the site. This location should be shown on the plans with appropriate soil erosion and sediment control measures. The "contract limits" may need to be adjusted to provide for the stockpile location. a 5. There is a swale proposed along the easterly side of the proposed ballfield. Although it is of a moderate slope, the plans should indicate staked haybales across the swale until such time it is seeded, mulched, and stabilized. 6 . The duration of this projects is estimated to be 60 days start to finish. Considering the specific attention given to seeding, mulching, and the use of sod; it would appear that the conservation plan is adequate for the site. IF APPROVAL IS CONSIDERED, SUGGESTED APPROVAL CONDITIONS INCLUDE: 1. A reference to the "Official Inland Wetlands and Watercourse Map" shall be included on the final plans, and a note shall be added to indicate that there are no wetlands on the site. 2. The "Instructions and Specifications for Constructing a Baseball Field for the Town South Windsor" by William M. Dest, Ph.D. Agronomist, once finalized, shall be included as Sheet 9 of 9 . 3 . The topsoil stockpile to be located westerly of the site shall be shown on the final plans with appropriate soil erosion and sediment control measures. The "contract limits" shall be adjusted to provide for the stockpile location. 4. The final plans shall show staked haybales across the swale proposed on the easterly side of the ballfield until the swale has been seeded, mulched, and stabilized.
