COMMENTS: 1 . The plans show "limit of wetlands (typ. ) " taken from the Town of South Windsor Inland/Wetland and. Watercourses Map. The soils information shown is from the Hartford County Soils Survey. Based on the degree of regulated wetland activity -additional. current wetland information should be provided. At the time of my visit (3/29/90) there was ponding of water in the area near Chapel Road. 2 . Item H. of the application indicates, 111,370 acres of fill" . This should be modified to read yards or cubic yards, whichever is appropriate. The total wetlands altered, based on the application form, is .65 acre.. 3 . The boundaries of the regulated area, in this case a 40 foot setback, should be shown on the plans. 4 . A portion of the proposed "Erna Lane" is in the wetlands . Section 5 . 2 states, "within regulated areas there will be a minimum 20 foot nondisturbance setback from wetlands and watercourses and a 40 foot setback for building and paved areas; exemptions may be given to complete an approval regulated activity" . 5 . Deposition of "existing barns to be removed" should be noted on the plans. This material should be removed from the site, not buried. 6 . Deposition of stumps should be noted on the plans. Stumps should be chipped when possible and the remaining stumps removed from the site, not buried. i r James A. Lombardi Page Two Application 90-22P April 10, 1990 7. There are a number of trees which will be cut for the proposed roadway. Consideration should be given to some of the more significant trees. Flagging of trees should take place prior to clearing. 8. The permanent stabilization of the three outlets should be evaluated based on the discharge rates to ensure adequate protection from erosion. It is unclear whether or not the table for plunge pools on sheet 11 of 12 considers discharge rates . The outlet protection should be done based on Connecticut Guidelines for Erosion and Sedimentation Control. Considering that these outlet directly into wetlands they should be dimensioned and detailed clearly on the plans . 9 . The outlets from the proposed roadway discharge directly into the wetlands . I would suggest that they consider incorporating hooded grease traps, and possibly "level- spreaders" or some other designed means for filtering the discharged storm water. r 10 . A note on the plans states that the "parcel is not located in a Flood Hazard Zone" . 11 . A note should be added to the plans to state that only clean fill, as defined in Section 2. 1t, should be used on the site. 12. These comments should be addressed and additional information should be provided; prior to any approval by the Commission.
