Application for a site plan approval for the expansion of the existing facility and parking area at 19 John Fitch Boulevard, GC zone. 2. Current site size is 30,296 sf. Proposed impervious coverage is 7 6%-6 5% allowed. The applicant received a ZBA variance for the M% impervious coverage. They also received variances for the existing front yard setback and for a second si n, to be 40 sf in size. Proposed building coverage shold be adde to the plans. 3. The proposed building will be utilizin 6,412 sf in the manufacturing of the products and 1, 39 sf will be for the restaurant. With these two uses, our parking re ulations require 40 spaces. The applicant has provided spaces and is requesting a waiver of A spaces. In addition the applicant is requesting to allow sorffe of these spaces to 6' X 18 in size. 4. There is public water and septic servicing the site. The applicanf has installed a new septic system which was approved by the Town Sanitarian. 5. The existing curb cut will be reduced in size. The traffic pattern for fhis site will include an entrance for patrons and lip, workers to enter and exit the site from the northerly entrance and the southerly entrance will be for the deliveries of goods. D They will be accessingthe loadingdock primarily with vans. o These vehicles are able to enter the site and turnaround on site ,o x k'A'd, prior to leaving the site. q Signs will be posted indicatingwhich entrances are for deliveries/customers. It shoud be noted that any 18 wheeled C vehicles entering the site will have to approach the loading dock from the north and exit out the southerly driveway. There will be no backin up of vehicles on Route 5. The applicant has indicated tha this type of vehicle will be visiting the site on a very limited basis. The traffic authority has been involved in the design of these entrances, and is comfortable with this being the best solution for such a tight site. Because Route 5 is a stafe road, this site plan will subject to DOT approval. 6. The Architecture and Design Review Committee has looked at this plan and has been satisfied with the changes made by the applicant to address there concerns of the appearance of the building from Rte 5. The onlyrequest theyhad was that a pack light (or some other lighting fixture) be added to the loading dock area to provide for some light within the loading dock. 7. The applicant is proposing two signs for the property. The applicant has received a variance-from the ZBA to be allowed a second sign; that free standing sign will 40 sf in size. If this application is approved, we have the following modificafions to request: the ZBA approval letters be reproduced on the plans Zoning data table be updated to reference ZBA variances granted and parking waivers being requested Engineering department is requesting that a detail for the wheel stop be shown on the plans. key map be drawn in conformance with Section 8.v.x, of the zoning regulations 7 71 LLA ndltu.f z f d (s o d eve S"duw te oal 6('44_y reo .t ' S f f F L Q ' t 11 n , _ 7'k-FzaJ: /x'_ •e,E „a. rwec... Lc16u - ,({ I August 14, 1995 Eric Oliner Oliner Combelic 355 Highland Avenue Cheshire, CT 06410 Dear Mr. Oliner: Re: Between Rounds Preliminary Review TOWN STAFF CONCERNS: 1. Site access and circulation - all departments are concerned about truck access and maneuvering to proposed loading docks at front of site. 2. No maneuvers are allowed on public street; the crossing of right traffic lane by trucks entering from left traffic lane is prohibited. 3. Aisle width between parking rows is also a concern. 4. Where will snow be placed after removal? Very tight site. ARCHITECTURE AND DESIGN REVIEW COMMITTEE CONCERNS: 1. Loading locks facing Route 5; truck maneuvering in this area. 2. Board indicated that preliminary concept as shown would be unlikely to generate a favorable review. Suggest moving loading docks to rear of building (south side). Also, suggest that east elevation be revised to resemble restaurant elevation (north elevation). If you have any question regarding these comments, please contact the Planning Department at 644-2511, ext.253. Very truly yours, Marcia A. The hardship noted on the 2 variances granted is that there was acquired as much land as possible but zoning regulations require more parking as a result of expansion. There is no more land available. The Board denied without prejudice your request for a variance to Section 5 .2 . 4 .4 and 5 . 1. 3 to allow two additional signs, one free standing 52 sq. ft. , and a second building sign 23 sq. ft. , at property located at 19 John Fitch Blvd. , GC Zone. The reason for the denial on the last variance is because there was lack of information. The Board felt they needed more information on the size, shape, location, lighting, wording and more information on the proposed building signs . Any new building, or alterations/additions to existing buildings, may require Plannng & Zoning approval and a building permit prior to start of construction. This action is effective September 7, 1995 and upon your filing the enclosed form in the Town Clerk's office at your own expense. Very truly yours, Robert W. Banach, Director of Planning FROM: Jerry C. lazzetta, Town Engineer DATE: January 10, 1996 RE: BETWEEN ROUNDS SITE PLAN 96-02P We have reviewed the plans for the proposed Between Rounds Site Plan dated 12-28-95 and have the following comments: Sheet 1 1 . Infiltrator detail requires a dimension from centerline to centerline of infiltrators. Also material touching infiltrators must be identified. 2. The stormwater should be caught within the pavement and piped to infiltrators. 3. Applicant needs to provide calculations to show that the catch basin can handle the flow. 4. Disposition of roof leaders needs to be indicated. 5. Note indicates pavement to be removed from property of N/F Reardon. Permission from owner of this property will be required. 6. The new island along Route 5 needs to be dimensioned. 7. Radii for driveways at Route 5 need to be shown. 8. The 10 x 24 parking space is questionable. There are "do not enter" signs proposed which will prohibit the use of this space. Also it appears to create a hazard where located. 9. The loading dock location will be very difficult and may be impossible for tractor trailers to access. 10. Proposed spot elevations should be indicated at the loading dock and in the driveway opposite the dock. 11 . Note indicates "Exist. Propane Tanks TO BE RELOCATED AS REQ.". The proposed location should be shown and protection from vehicles (if applicable) should be provided. Marcia A. Banach January 10, 1996 Re: 96-02P 12. Construction Entrance detail a. Should be 50 foot minimum by 18 foot minimum b. 6" of ConnDOT 2" stone placed over filter fabric should be utilized. 13. Detail required for sediment control measures installation (i.e. hay bales and/or filter fabric fence). 14. State of ConnDOT approval (permit) will be required. Sheet SP-1 1 . Additional "DO NOT ENTER" signs should be placed on both sides of the driveway in front of the loading dock, and opposite the proposed sign near the handicap parking. 2. Pavement directional arrows should be placed in the main entrance. 3. The proposed island seems to invite traffic to drive toward the building upon entering. Perhaps a channeling island should be placed in entrance. JCl/jsv /JC/96/REVIEWS/96-02 MEGSON & HEAGLE JOB --C/ c' (- c 1— I-, Civil Engineers & Land Surveyors SHEET NO.
