Site: The site is located in the Hockanum River Watershed. The the northern most wetland in is located on a side hill in a wooded area the two wetland areas to the south are located in low, level areas on the property. The functionality of the wetlands present would be considered low, with groundwater recharge and wildlife habitat being the primary functions. The site is dominated by Maple in the pole (6-10") and sapling (<6") stage of development. Other species present are Ash ,.Hickory, and Oaks. The understory is light to moderate. The area of the three lots forms a moderate wildlife corridor which is surrounded by residential development. The site is in an early successional recovery from former agricultural use. The hydrology of the site appears to originate from groundwater breaking out of the side slope, and surface runoff congregating in areas of lesser slope on the lot. This forms the wetland areas present on the site. The properties that border the site to the south receive the runoff from the site. Concerns have been raised as to how the change in land cover will affect drainage onto these lots. Engineering has received a set of plans for review. Impact: The wetland boundaries as marked on the plans appear to be accurate. The erosion controls proposed for this project also appear to be adequate for the scope of disturbance. The installation of the drive, and grading associated with the house site would involve the disturbance of approximately 2400 sq. ft. of wetland buffer. The average distance of disturbance to the wetland areas is 25 feet, the closest point of disturbance would come within 7 feet of the wetland located at the southeastern corner of the property. cc. Abutting lots to the south currently receive runoff from the parcels to the north. How will the proposed change in cover type affect the hydrology on these lots? 2. A test pit should be dug at the proposed driveway location where the 254 foot contour marker is shown on the plans to determine the amount and depth of subsurface water present. The possibility of a hydraulic connection between the northern wetland and the southwestern wetland could pose problems in the construction or stability of the driveway. 3. It is our understanding that this application request to split an existing building lot into two separate lots. This lot, proposed Lot#3, (1.73 acres),has a proposed plot plan for a building improvement. This improvement impacts regulated wetland, and hence comes before the Commission for review. As you know, the lots in the application and the abutting lots are on a hillside between Avery Street and Highland Drive. Our lot, along with our immediate neighbor to the west,Mr. and Mrs. Milton Turkington, is at the bottom of this hillside. Our concern about the application is that additional clearing of land north of our lot would produce an increase in lot-to-lot drainage that would negatively impact our property. Presently, in times of heavy and persistent rainfall, the water from the uphill lots that front Highland Drive does not soak into the ground and instead flows unhindered along these grassed yards into our yard. The area of Woodland Drive just south of the Turkington and Jussaume lots has a "belly"in the roadway elevation. This belly is fed by rainfall runoff from Avery, Woodland,Highland and from the runoff traversing our lots. This area has a demonstrated history, going back 30 years, of flooding that completely covers both sides of the roadway and backing up onto our property. This happens both in heavy rainfalls due to the inability of storm sewers to handle the tremendous runoff, and in lesser rainfalls due to the storm grates becoming covered by a combination of leaves, sticks and trash. This then creates a dangerous situation for motorists and to ourselves who are then attempting to clear the blocked storm drains in order to prevent the flooding of our homes. Any additional clearing of land uphill of these lots, either for the improvement as shown in the plot plan or the clearing of the treed area, would further increase flooding of our property and the properties of our neighbors. We thank you for your careful consideration of this matter. Sincerely, *avi7dussaume Jacqueline Jussaume cc: Planning and Zoning Commission MEMORANDUM TO: Marcia A. Planning & Zoning Commission Town Engineer Chief Building Official MEMORANDUM TO: Marcia A. Banach, Director of Planning FROM: Jerry C. lazzetta, Town Engineer DATE: January 19, 1996 RE: BLOZIE RESUBDIVISION - 95-51 P We have reviewed the revised drawings dated 1-15-96 for the Blozie Resubdivision and have the following comments: 1 . With the regrading, all of the stormwater from the lot and those uphill is diverted to Avery Street. This will increase the amount of stormwater going onto the street and will cause an existing ponding problem to worsen. It is recommended that a catch basin be placed at the intersection of the proposed driveway and Avery Street to catch the runoff prior to it getting to Avery Street. This should be piped to the existing catch basin at Avery and Woodland. Since there is an existing low spot between the proposed catch basin and Woodland a catch basin should also be placed at that point. Since there is an existing problem, and the overland flow of stormwater is being diverted to Avery Street to help the properties south of the proposed lot #3, and there is an increase in runoff from the site, it would seem reasonable that both the applicant and the Town share equitably in the cost of this work. It is suggested that this might be a good application for using Downstream Drainage monies for the Town share. If Planning and Zoning agrees with this recommendation, the drawings should reflect this recommended storm system work and how the costs of this work are to be financed. JCl/jsv JC1961REVIEWS1blozie95--51P BLOZIE 1-LOT RESUBDIVISION PH 1/23/96 1. Request for a resubdivision to create one new building lot on the east side of Avery Street north of Beelzebub Road in an A-20 zone. The subject property was left as remaining land after two previous subdivisions created two lots. The proposed lot is 1.73 acres, 1/2 acre required. All other zoning and subdivision requirements appear to be met. 2. The new lot will be served by Town sewers. There is an existing lateral for the lot; however, the Superintendent of Pollution Control has indicated that WPCA approval is required because there was a deferred sewer assessment for the entire property. Payment of the sewer assessment benefit for the new lot will be required. The applicant received a waiver from the State Department of Public Health requirement that public water must be provided to any lot with boundaries within 200 feet of an existing water line; so water will be provided by a domestic well. 3. There are regulated wetlands on the proposed lot. The IWA/CC approved this lot on January 17 with a bond of$1000 and no unusual approval conditions. 4. An issue raised with this application concerns stormwater drainage, as indicated by the applicant. This is an area where a storm drainage problem already exists without development of this new lot; however, the lot does add incrementally to the drainage problem. The most equitable solution would be to address the whole drainage problem through use of the downstream drainage fund, with a fair and reasonable participation by the applicant. To this end, staff will be working with the applicant's engineer to develop plans, cost estimates, and a division of costs/labor between the Town and the applicant. Staff will then forward to this Commission a request for downstream drainage funds to accomplish our portion of the project, prior to your work session and decision on this application. If this application is approved, Planning Dept. staff have no additional modifications requested. r - /; I FEE-12-96 MON 16 :35 DESIGN PROFESSIONALS INC 203 291 8757 P. 02 ■ esign rcefessionals, inc. dvil engineers • planner8 • surveyors February 12, 1996 Marcia,Banach, Director of Pluming Town of South Windsor 1540 Sullivan Avenue South Windsor, CT 06074 Dear Marcia: The drainage improvements to Avery Street ;for the above referenced projcut would include two catch basins and approximately 275 l,f, of 15" ADS N-1.2 pipe. Type of driveway needs to be identified - i.e., gravel, paved, etc. 4. Street line should be established along Avery Street by deed. 5. Details required for cleanout and sanitary trenches. No. 94-736 PZC File No. 95-51P My client, Amelia Blozie, hereby requests that posting of the bond be deferred until closing on the lot if the lot is conveyed, or at the time of building permit application, whichever occurs first. This will allow for the erosion control bond to be posted by the lot buyer, insofar as Mrs. Blozie has no interest in building on the lot (she recently moved into Wyndemere Court) . This is identical to the manner in which the off-site drainage costs are being handled. Thank you and your timely response would be appreciated (recording deadline is this week) . Banach, AICP, Director of Planning CC: Mel Stead, Supt. of Streets; Jerry lazzetta, Town Engineer Date: 08/03/98 Re: Drainage Improvements, Avery Street As you may recall, in February 1996, a one-lot subdivision was approved for the Blozie property on Avery Street. A condition of approval imposed by PZC (on staff recommendation) was an assessment of $1905 plus a completed drainage design for drainage improvements on Avery Street. The remainder of the project is to be funded from the Downstream Drainage account. The new lot owners have submitted the required assessment, which has been deposited into the Downstream Drainage account. Please make arrangements to move forward with the drainage improvements project at your earliest convenience. A purchase order can be prepared using the PZC Capital Projects budget line item, as funds are available immediately in this account. Attached is supporting documentation regarding this project for your reference.
