The applicant requests conservation approval for the construction of a 31 lot subdivision on property located on the southerly side of Dart Hill Road, easterly of Pheasant Lane, and westerly of the Vernon Town Line, A-30 zone. This application is tentatively scheduled to be heard by the Inland Wetlands Agency/Conservation Commission on December 20, 1995 at 7:30 p.m. in the Madden Room of the Town Hall. If you have any questions, please feel free to contact the Planning Department at 644-2511, ext. 253. Very truly yours, C# Jeffrey H. Folger Zoning/Wetlands Enforcement Officer JHF/pmm cc: Chairman, IWA/CC MEMORANDUM To: IWA/CC From: Jeffrey Folger - Zoning/Wetlands Enforcement Officer Re: Proposed Subdivision Partridge Meadow II Date: December 13, 1995 The project consists of creating a 31 lot conventional subdivision with entrances off of Dart Hill Road and Pheasant Way. There are two cul-de-sacs planned on the 29 acre site. Site: The site is located in the Hockanum Watershed. The project is to be located in South Windsor with stormwater to be outletted into a watercourse located in Vernon. Stormwater is to be managed with a detention basin. The site is a mixture of upland deciduous forest, coniferous forest, and open fields. The forested portion which comprises approximately 50% of the total site is dominated by Red Oak, White Pine, and Maple in the overstory. The White Pine component consists of mature stands >24" DBH with little understory, and scattered saplings around the fringe of the stands. The deciduous component consists of mixed sapling, pole, and mature trees with a maximum diameter of 12-14" DBH and a well developed understory. The different habitat and forest types present on the site have the potential to support diverse upland wildlife populations. Although its relative isolation, being surrounded by open fields and residential development, reduces its value somewhat to support neotropical migrants. I found no wetland areas on the South Windsor side of the project. The impacts to the watercourse in Vernon should be minimal provided that proper erosion controls are erected and maintained. Impact: The soils found on the site are mapped as Cheshire Fine Sandy Loam with 3-8 and 8-15% slopes, Cheshire Stoney Fine Sandy Loam with 3-8 and 8-15% slopes, and Narragansett Silt Loam 3-8% slopes. The erosion potential for these soil types is listed as medium, medium, and high respectively. Erosion controls need to be strictly maintained during construction of roads and houses to minimize sedimentation impacts. Land clearing should be kept to a minimum to establish the road and drainage system. The plans show a total lot to lot clearing along the front of the lots. Minimized clearing between lots would reduce runoff impacts between lots and maintain more continuity in the overstory throughout the site. cc. Director of Planning Town Engineer SOWN Sf4 C C ' x E' • m Wn 01 1540 SULLIVAN AVENUE SOUTH WINDSOR, CONN. 06074 SOR•CO AREA CODE 860/644-2511 Peter DeMallie December 13, 1995 Design Professionals 165 South Satellite Road South Windsor, CT 06074 Dear Mr. DeMallie: Re: Partridge Meadow II Subdivision review dated 12/5/95 I have reviewed the plans for adequacy of erosion and sediment control dated 12/5/95 with the following comments: 1. Erosion controls need to be installed along the east side of Trumbull Lane to prevent sediment from the road excavation from migrating downslope. Erosion controls should be installed as close as possible to the proposed disturbance, perimeter controls are supposed to be the last line of defence in a project. 2. Temporary sediment basins should be installed at intervals along Madison Way to shed stormwater that would otherwise flow down the length of the road. This should also be included in the narrative. 3. Catchbasin protection can be better addressed with the utilization of stone checkdams instead of haybales. Haybales tend to divert stormwater around the catchbasin, where stone checks allow water to flow through and still trap sediment effectively. 4. The plans show an energy dissipator at the outfall pipes to the detention basin and the watercourse. The spreader in the detention basin should extend to the toe of the slope to reduce the likelihood of scouring. There is no corresponding detail that shows the sizing of the spreaders to the proposed pipe diameter. The invert of the detention basin outflow structure is missing. 5. Vegetative clearing should be done in stages to minimize the amount of open land at any one time. The plans show extensive clearing of existing trees and shrubs along the front of the building lots. It would be advisable to leave vegetated strips between house lots to minimize migration of soil from lot to lot during house construction. This would also provide shade during summer months and provide a greater amount of available overstory habitat. Very truly yours, C7*' Jeffrey H. JMJ CONSTRUCTION.CO., INC. By: Signature of Property Owner, Applicant or Agent . r r i Partridge Meadow II Subdivision Sections I and 2 J. Dart Hill Road, South Windsor/Vernon ' Project Narrative 1 E The Project site is located in the Town of of South Windsor on the south side of Dart Hill Road and extends along the town line of Vernon. The parcel is part of the Gerber Farm property now being conveyed to JMJ Construction Company of South Windsor. ; The proposed development of the property includes the creation of 31 building lots in a conventional subdivision layout with a total length of proposed roadway at approximately 3,600 feet. All lots will be served by local utilities and stormwater runoff will be controlled with structured storm drainage and a proposed detention basin. The applicant is seeking a permit to work in, and drain into wetlands and regulated area associated with a watercourse that crosses Dart Hill Road and eventually connects with the ; Hockanum River. Specifically, the proposed activity for which a permit is requested involves the construction of a stormwater outfall which carries discharge from a proposed detention basin. The detention basin is part of the overall stormwater management system for the subdivision and 'is designed to reduce the peak rates of runoff to a rate equal to or less than existing conditions. Typical erosion and sediment control devices such as siltation barriers, sedimentation structures, energy dissipaters, etc. are proposed to slow the flow of stormwater and minimize the transport of sediments into the wetlands area. The only activity actually located within the wetlands involves part of the construction of an energy dissipater with a total disturbed area of 230 sq. ft. or 0.005 acre. Approximately 17 cubic yards of material would be removed and replaced with rip-rap. Proposed construction within the regulated area would involve the installation of 64 linear feet of storm sewer with a storm manhole, additional construction of the rip-rap energy dissipater, and the construction of a 10 foot wide gravel access drive. The total disturbed area for this activity is 790 sq. ft. or 0.018 acre. Approximately 4 cubic yards of material would be removed and replaced with rip-rap. yresigo DEC 20 1995 ofessionals,, inc. DeMallie Principal 165 South Satellite Road, South Windsor, CT 06074• (203) 291-8755 • FAX: (203) 291-8757 MEMO From: Elizabeth A. Warren Chairman, IWA/CC To: Russell G. Levack, Chairman PZC Date: January 9, 1996 Subject: Partridge Meadow II, Sections 1 & 2 The South Windsor Conservation Commission acting in its advisory capacity have the following comments on the proposed subdivision: Natural Features: The site contains a stand of mature White Pine trees and several mature Oak specimen trees (pasture remnants). The site in its present state provides a number of different habitat types, e. g., mature coniferous, pole and sapling deciduous, and open meadow with hedgerows that give the area a rather high potential for wildlife diversity. The construction of streets and house lots will significantly fragment the areas of existing cover. Forested strips left between houses not only provide wildlife corridors, but also act to save energy in the summer by providing shade to houses and lawns reducing the use of air conditioners and water. The plans should minimize the clearing of existing vegetation, especially unique habitat areas (White Pine stands) and specimen trees. Required clearing should be phased so that the street and utilities area be cleared first and additional clearing required for house lots be done as each house is constructed. Great Horned owls were observed by staff and by Commissioners walking the site. Staff confirmed the presence of nests which could be utilized by these birds for nesting purposes this year. The nests are located in the White Pine stand. Disturbance in this area should be avoided until the young have fledged (June and July). The applicant indicated that he would cooperate in this matter. Cultural and Historic Features: The site also contains a number of stone walls which are in very good condition. Several specimen oaks are associated with the stone walls along the wood line running east to west. Stonewalls are considered unique archaeological artifacts which are remnants from New England's agricultural past. We recommend incorporating the existing stone walls into the site design wherever possible. memo....memo....memo....memo....memo....memo....memo....memo....memo tOWN Sf4 m 1540 SULLIVAN AVENUE SOUTH WINDSOR, CONN. 06074 SOR•CO AREA CODE 860/644-2511 January 19, 1996 Jean Marc Jacques JMJ Construction Company CERTIFIED MAIL 658 Ellington Road South Windsor, CT 06074 Dear Mr. Jacques: Re: Application #95-50P, Partridge Meadow II (Sections 1 & 2) At the January 17, 1996 regular meeting, the Inland Wetlands Agency/Conservation Commission approved application #95-50P, Partridge Meadow II, JMJ Construction Company - Conservation Plan approval for a subdivision of 31 lots on property located on the southerly side of Dart Hill Road, easterly of Pheasant Way, and westerly of the Vernon town line, A-30 zone (Assessor's map #106, parcel 1; Assessor's map #118, parcel 34, 35, & 36) as shown on plans prepared by Design Professionals, Inc., Job No. 95-837 and dated December 5, 1995 as revised.
