Hi, My name is Chris Elia and I'm here tonight to talk to you about opening a
tattoo studio in town, before I get into this I would like to tell you a little
about myself.
I'm a life long resident of South Windsor and my family has been here since
the 50's. I have two children who attend schools here in town. My family has a
foam rubber business in Hartford called New England Foam Products which has been in
business for over 40 years. We -employ about 50 people and most of our employees
have been with us long enough to remember me when I was a little boy.
What I'm trying to say is that we are not a fly by night operation and that we are
people people. We care about our employees and their families and we realize these
people are the reason for New England Foam's success.
Before, I go any further and tell you about the tattoo business I would like to
take this opportunity to invite you all to our business in Hartford to see how we
operate and feel our chemistry.

Now, about the tattoo studio. This studio is going to give a whole new look
and feel to the art of tattooing. This will be done by having a sterile and ultra
clean environment, which is going to have professional, experienced artists that
will be friendly and helpful. The studio will have an aura of an art gallery where you
can stop and enjoy looking and learning without having to buy.
I know most people have a picture in their minds of the type of people that get
tattoos: bikers, sailors, etc. Although, I hope some of these people are still
around that picture has become a thing of the past and the tattoo industry has
seen great change. The picture more and more people now see is one that has housewives,
college kids, and your everyday type people getting tattoos that have great meaning
to ones self.
As I read I am finding out that women seem to be the biggest reason for the
turn around in tattooing. There are studies that show that about 40% of the tattoos
being done today are being done on women. For some reason this has made the art of
tattooing more acceptable.

As I look at special exception uses under general commercial zone. I noticed
that the commission has to determine that 1) traffic or other hazards will not be
created. I can tell you that this will be minimal traffic due to the fact that a
tattoo takes anywhere from 1-3 hours on average, with two artists both working we
are looking at about 10 people a day. 2)General property values will be considered.
We will have a clean, neat, and professional studio. I have gone to all the businesses
in the area to introduce myself and tell them about the studio and was welcomed by
every one of them. They even signed a sheet for me with their business name,
phone number,. and signature. 3)There will be no adverse effects on existing uses in
the area. Tattooing is an art that people travel for when an artist is known to do
work that the customer desires. This is one of the few businesses that location is
not so important. People come for the artists creativity and imagination. 4)The
general welfare of the community will be served. This is a low key business. The
fact is that the more and more people are getting tattooed, wouldn't it be best to
give them a physician backed, clean and sterile environment to get them in! 5)No
adverse impacts on area. I can not fore see any. 6)No adverse environmental
impacts. I can not fore see any.
This is all I have to say other than, Thank you for your time and I would
greatly appreciate your approval.
Thank You,
Chris Elia
