OSGOOD DAY CARE- 27 ELLINGTON ROAD
1. Application for a special exception to article 5.2.2.16.1 of the
zoning regulations for a day care center for a maximum of
approximately 70 children at 27 Ellington Road, GC zone. The
applicant has indicated to staff that there will be approximately 38
toddlers on the first level and ultimately an additional 30 older
children on the second level.
This is an existing house that was converted into an office
building in 1988. The building is approximately 3,150 sf.
2. The site size is 1.08 acres. The existin impervious coverage is
36%;. 65% allowed (under Neary's apppcation). The applicant is
showing20 parking sppaces; our re f, ions would require
spaces tl space per 250 sf of gfa). e site plan does not
accurately reflect the parking curently onsite. We have a concern
with the six spaces shown in red on the northerly side of the site.
Upon a site visit, it was determined that there is not adequate
room for cars to pull in and pull out safely. We would request that
the applicant look at the parkin design and designate an area to
accomodate future parking nets as the center gets larger. If this
application is approved, we would request that fhis be updated.
TYk Vk I6V-'
3. There are two accesses into the site. One access coming off of
Burnham Street and one access off of Ellington Road. The egress
from the site onto to Ellington Road is one-way north. The police
department have requested that an island be placed at the end of
the driveway directing cars in the northerly direction. There is
currently a sign present that indicates the roadway as one way.
4. There are both general and specific criteria for special exception
uses in the GC zone. The general criteria include: traffic or other
hazards will not be created•, general property values will be
conserved; there will be no verse effects on existing uses in the
area; the general welfare of the community will be conserved;
there willl be no adverse impacts on the capacity of present and
propposed utilities, streets, drainage systems, sidewalks, and other
infrastructure; and no adverse environmental impcts will be
created.
5. Specific criteria for day care facilities in this zone include: no
safety hazards are created, particularly with respect to access into
and out of the site and building; there must be adequate parkin
to accommodate any anticipated hea patronage functions, suA
as open houses, etc.; and there must be a reasonable expectation
that the surrounding area will remain non-threatening in the
future.
We would note for the Commission that if a special exception is
granted for a day care, it becomes permanent on the property
unless otherwise specified.
6. The applicant has is not proposing any chan.es to the site other
than the fencing in of the yard on the westerly side of the building.
7. There are no regulated wetlands on the site; and conservation
approval is not required because there is no new activity.
8. All building codes must be met and permits obtained for any
alterations or use change of the building.
9. There is a septic system which services the site. Bob Deptula, the
Town Sanitarian has informed me that a news stem was put
installed in 1988- and he feels it will be adequate for this use.
If this application is approved, there are no other planning
modificafions to request. There are no engineering comments on
this plan.

Re: Increasing Enrollment
Dear Michele,
This letter serves as a request to the Zoning Department for approval to increase enrollmen..from 56 children to
76 children. Rising Stars Childcare is currently licensed and approved for 56 children by the State of
Connecticut. It is my understanding that this building, located at 150 Burnham Street(previously 27 Ellington
Road or 27 Spielman Road),has an existing approval from the South Windsor—Departmer-it of Zoning, for 70
children.
Currently we have approximately 25 parking spaces, and we are measuring to mark several.more(possibly S—
6). We are open from 7:00 am to 6:00 pm. Our staff uses a small percentage of the parkin}; •;paces. The drop
off and pick up hours usually occur between 7:00 am— 10:00 am for drop off and 3:00 pm Le 6:00 pm for pick
up. The parents and staff members stagger throughout these time periods, therefore leaviul; .nough spaces
throughout the day for additional parking.
Thank you in advance for your attention to this matter. If there are any questions or concemi, please don't
hesitate to contact me at 860-528-7529.
