AGENT: DATE RECEIVED DEP/rev.1/95 ENVIRONMENTAL PLANNING SERVICES WETLAND EVALUATION AND IMPACT ASSESSMENT Proposed Slater Street Cul-de-Sac South Windsor, Connecticut Prepared for : Planning Department 2 Town of South Windsor , CT MENU t FEB 3 1995 w 1< 5 9 December 31 , 1992 Revised September 12 , 1994 Revised January 27 , 1995 344 WEST HILL ROAD NEW HARTFORD, CONNECTICUT 06057 (203) 379-1722 INTRODUCTION This report documents the results of investigations conducted by Environmental Planning Services at the site of a proposed cul -de- sac construction on an existing through road (Slater Street) in South Windsor , CT. It was prepared in support of an application by the Town to conduct regulated activities within inland wetlands. EPS was retained to examine the natural resource base and evaluate the functional signficance of the regulated inland wetlands . Based on the results of this evaluation, an impact assessment was developed. PROJECT DESCRIPTION The proposed regulated activities are associated with the installation of a cul -de-sac on Slater Road in South Windsor . Slater Street currently dead-ends at the South Windsor-Manchester town line. The Town has proposed construction of the cul -de-sac to provide for safe turning of school buses and emergency vehicles . The project requires filling approximately 0 . 07= acres of regulated wetland with 195 c. y . of clean fill to support the roadway surface. SURVEY METHODS AND LIMITATIONS Environmental Planning Services field biologists conducted surveys of the property on four occassions in 1991 and 1992 . The weather was variable at the times of the surveys . Most of the survey work was done in late fall or early winter , when some herbaceous plant species would not be detectable, and some wildlife species have migrated south or gone into hibernation . However , an accurate assessment of the parcel ' s flora and faunal resources can still be made based on the woody and persistent herbaceous vegetation , and the known patterns of association between wetland types and the local wildlife . This is especially true in this case when the wetland contains a large portion of woody and persistent emergent vegetation. Accordingly, our wildlife inventory includes those species confirmed at the site, as well as all species considered probably or possibly present over a typical annual cycle. VEGETATION Four plant communities, wooded swamp, marsh, upland deciduous forest and disturbed vegetation, occur in the proposed project area. These habitats are described in detail below and an inventory of those floral •.species visible at the time of the survey is included as an appendix . Wooded Swamp. The only wetland type directly impacted by the proposed project is a narrow band of forested wetland on the edge of a pond/marsh complex . Pin Oak and Red Maple are the dominant trees , with White Ash , American Elm, and Red Oak also represented . Most of the trees are mature, large pole to standard size . Note that the impact area has been cleared previously . The shrub understory is dense , becoming thicket- like close to the marsh , and contains Highbush Blueberry, Swamp Azalea, Northern Arrow-wood, Winterberry Holly, Spicebush and Smooth Alder. A few herbaceous species were still identifiable . These included Cinnamon Fern, Royal Fern, Sensitive Fern , Sheep Laurel and Grass- leaved Goldenrod . -2- Pond/Marsh. Most of the wetland on the west side of Slater St . is a pond and marsh with extensive areas of open water and some small islands dotted with small trees and shrubs . The marsh appears to be of fairly recent origin , as the many tree snags in it suggest that it was once a wooded swamp . Typical vegetation in the marsh includes cattails , Wool -grass , Soft Rush , Sheep Laurel , Leatherleaf and Marsh St . John ' s-wort . Shrub islands in the marsh typically contain Smooth Alder , Highbush Blueberry and Pin Oak saplings . Upland Deciduous Forest. The site contains a small area of woods dominated by Red Oak and White Oak . Two wetland ferns, Sensitive Fern and Royal Fern occur in the understory, suggesting heavy, clayey soil that retains considerable moisture during the early part of the growing season.. More typical understory plants occuring in this area include wild grapes and poison ivy . Disturbed. A narrow strip of disturbed roadside vegetation occurs on the edge of Slater St . , mostly on the road embankment . Species are typical "pioneer" plants , including Cow Vetch, buttercups, Yarrow, Rough-stemmed- and Tall Goldenrods , and grasses . WILDLIFE Sixteen wildlife species were observed or detected in the project area during the field survey . No CT or US listed endangered, threatened, or special concern species were identified at the site, nor does it provide habitat likely to be used by such species . -3- The pond/marsh and bordering wooded wetland is by far the most significant wildlife resource on the parcel . This wetland system appears to have been flooded in the relatively recent past , as noted above. In its present condition , it is likely to attract Great Blue Herons , Green Egrets , and other wading birds , as well as a variety of waterfowl . Other inhabitants could include beavers , raccoons , muskrats , Painted Turtles , Belted Kingfishers , Common Yellowthroat Mallard , and Song Sparrow. The island provides potential breeding habitat for low-nesting species . The peninsula serves as an access corridor into the wetland for terrestrial animals like Raccoon. In addition , both the island and the peninsula contain large standing snags which are important food and/or nesting features for species such as Pileated Woodpecker or Tree Swallow. The pond and cattail border supports a large muskrat population, as well as Red-winged Blackbirds, Bull Frog, Pickerel Frog, and Mallard. Common songbirds observed in the thickets and woody areas included Black-capped Chickadee, Tufted Titmouse, and Yellow-rumped Warbler . This habitat also included several constructed berms and/or topsoil storage piles . Woodchuck and Eastern Cottontail burrow in these areas . The decidous upland is used by White- tailed Deer and Gray Squirrel . A small vernal pool was located north of the pond and west of the topsoil stockpile. This area has the potential to support breeding amphibians such as Spring Peeper , Wood Frog , and Spotted Salamander . WETLAND EVALUATION The on-site wetland is small . It has been isolated from nearby wetland systems by construction to the south and southwest . -4- There is year-round open water and moderate interspersion . The overall wildlife value is considered moderate . The wetland has been altered, and is closely bordered by developed or disturbed land . The ecological integrity is low. The overall slope is low and the surface area relatively flat. However , the wetland is small . Therefore, the flood storage and detention potential is low to moderate. The open water and dense emergent vegetation provides moderate to high potential for nutrient and sediment retention . - - The aesthetic value of the wetland is moderate, as is the educational potential . The recreational potential is moderate for active or passive recreation such as fishing and bird watching. The wetland has a low value as a buffer between differing land uses . It is not unique or unusual . It does not act as a significant groundwater recharge area. IMPACT ASSESSMENT The proposed cul-de-sac will be located adjacent to the south- eastern portion of the wetland . A small portion of the cul -de-sac and its side slopes will encroach approximately 40 ' inside the wetland boundary . The total area of wetland disturbed is approximately 0 . 07'- acres , and approximately 195 cubic yards of fill are required . Most of the area of the cul -de-sac is presently pavement as part of the old alignment of Slater Street. The area of direct impact is composed of briars , shrubs , saplings, and a few pole-sized common hardwood trees . The composition and structure of the vegetation is similar to the wetland/non-wetland transition zone seen thorugh-out the parcel . -5- Indirect impacts will also be minor . The fill slope length and height are small , and a proper erosion control plan has been prepared . Erosion of the fill and subsequent sedimentation in the wetlands will be minimial and it will not have a measureable adverse impact on the wetland. The project will also not result in a significant increase in the level of human activity in the area. The road exists , and the recent installation of the dead- end has reduced traffic volumes on this formerly through street . The site already experiences a moderate level of human acti.vity as evidenced by the well worn trail through the wetland and the frequent lawn and garden waste dumping along the perimeter . This has increased recently due to the adjacent apartments . ALTERNATIVES ANALYSIS The no-build alternative will not have any additional impact on the wetland system. The Town does not consider this a prudent alternative, since it does not provide for proper access/egress to the area for maintenance and emergency vehicles . Pier construction has been previously approved by the local wetland agency . This alternative will require construction of the cul -de-sac on piers or pilings installed in the wetland . This will require the use of heavy equipment operating in and adjacent to the wetland. The existing vegetation will have to be removed . The area under the roadway deck will not receive any light and will not support vegetation . Consequently , it will require some form of mechanical stablilization to prevent erosion . This would likely take the form of rip-rap . The end result will be a loss of wetland vegetation and wildlife productivity , which although minor , is similar to the proposed alternative . This alternative has a substantially greater construction cost with essentially identical impacts . Therefore, it is not considered prudent . -6- The preferred alternative has the cul -de-sac centered on Slater Road. Cul -de-sacs extending onto both the east and west sides of Slater Road were also considered. The westerly alternative was rejected because it requires a significantly greater wetland impact . The easterly alternative was rejected because it requires condemnation of a significant portion of the abutters ' front yard and driveway. The town line crosses Slater Street at an angle and therefore represents an additional constraint . The required taking would make the existing lot non-conforming . The town standard road cross section allows a maximum side slope of 3h: ly . This alternative was rejected in favor of a modified cross-section of 2h : ly. This minimizes the encroachment into the wetland, the fill volume, and the total wetland area lost. MITIGATING MEASURES As noted above, there are constraints to locating the cul -de-sac east of Slater Road. The alternative of construction on a deck was considered to have essentially identical impacts on the wetland. Therefore, the alternative of construction on a fill , oriented along the centerline of Slater Street was chosen. only one wetland function will be affected, and the magnitude of the adverse impact is considered to be very small . Accordingly, it is my judgement that there are no additional technical refinements to the plan that could further mitigate the wetland impacts . -7- CONCLUSIONS A cul -de-sac is proposed to be installed on an existing dead-end street . Construction will require installation of a small fill area in the wetland (0 . 07= acres) to support the roadway , due to the site grades . An analysis of alternatives indicates that the only feasible alternative (pile supported construction) has similar impacts at substantially increased cost . Accordingly, it was not considered prudent . The project will result in loss of 0 . 07' acres of wetland wildlife habitat . This impact is considered to be minor . There will be no impacts on other wetland functions . It is my professional judgement that there will be no significant adverse environmental impacts as a result of this project. A condition of approval, imposed by the Commission in the approval of application #90-78W, stated that "The part of the cul-de-sac that is in the wetlands shall be constructed on wooden pilings . " Construction of the cul-de-sac was never initiated as construction on pilings was not considered prudent . 3 . The report prepared by Environmental Planning Services (dated 12/31/92 , revised on 01/27/95 ) addresses the consideration of constructing the cul-de-sac on piers (page 6 , Alternatives Analysis ) and also evaluates other alternatives . 4 . The wetlands in this area have been field verified. Note #5, sheet 1 of 2, states "wetland boundary flagged and soil types field verified by Soil Science and Environmental Services, Inc. , Cheshire, CT. " A copy of the report should be submitted for this application. 5 . In March of 1990 the plans were submitted to the Army Corps of Engineers and the activity was approved under a Nationwide Permit. It is my understanding that the Town has resubmitted recently to obtain current approval . 6 . The runoff from the proposed cul-de-sac drains northerly into an existing catch basin; from there it goes into an existing discharge westerly of Slater Street. Elizabeth A. Warren - 2 - February 23, 1995 Application #95-06W 7 . There is an intermittent watercourse northwesterly of the proposed cul-de-sac. The proposed limits of grading are approximately seventy feet from the watercourse. The soil erosion and sediment control plan appears to provide adequate protection for the activities proposed. 8 . Item #7 under the erosion and sediment control notes, sheet 1 of 2, indicated "all old bituminous concrete from removal of existing pavement and unsuitable material shall be promptly removed from the site . " 9 . As I have worked closely with the Engineering Department in the preliminary preparation of these plans, I have no additional approval conditions . Before determining the "lowest responsible bid" for this project, the Town of South Windsor will need a letter of clarification from your firm as to your bid for items 24 - Riprap modified installed, 25 - Riprap standard installed, 26 - Riprap intermediate installed. Your bid for each of these items was "0" . Since the riprap, gravel and filter fabric are to be supplied and installed by the firm that is awarded this contract, the Town needs a letter from your firm clarifying your bid of "zero" . Please forward this letter to me by October 13, 1995 so that we can proceed to issue a contract. If we do not receive this letter, we will be left with having to reject your bid. The application and plans are on file with the South Windsor Planning Department. The proposed project is to provide a a turn around at the existing barrier at the Town Line on Slater Street. The project also provides for some landscaping and pedestrian access at the Town Line. As an abutting property owner you are invited to the hearing to ask questions and/or give comments, however, you are not required to attend. You may also submit written comments regarding the application prior to the hearing if you so desire. For further information regarding the specific date this will be heard, please contact Phyllis Mann, Recording Secretary, or Jeff Folger, Zoning/Wetlands Enforcement Officer, Planning Department, 644-2511 , ext. 253 . Very truly yours, Jerry C. Iazzetta, P.E. Town Engineer JCl/jsv MEMORANDUM To: Jerry Iazetta - Director of Engineering From: Jeffrey Folger- Zoning/Wetland Officer Re: Review of Slater Road turnaround proposal. Date: October 13, 1995 I have reviewed the proposed plan for a turnaround at the town line on Slater Road with the following comments: - The starting date of spring 1995 on the construction schedule should be changed to reflect the true date. - Additional shrub plantings should be installed around the perimeter of clearing. Plantings of Highbush Blueberry, American Cranberrybush and Red-Osier Dogwood would enhance the wildlife food value of the area and provide mitigation for the filled area as well as providing a screen when mature. My recommendations for the plantings would be: Highbush Blueberry - 2' - 3' spaced 4' on center along the perimeter closest to the undisturbed area. American Cranberrybush - 2' - 3'* Red Osier Dogwood - 4' - 5'* *Spacings on the Cranberrybush and Dogwood should be alternating and 8' to 10' on center. They should also be spaced 5' from the row of Blueberry, closer to the road. cc. Dir of Planning Dir of Public Works To: IWA/CC From: Jeffrey Folger - Zoning/Wetland Officer Re: Proposed Slater Road Turnaround Date: October 13, 1995 The project consists of filling approximately 540 sq ft of wetland area to allow for a vehicle turnaround where Slater Road terminates at the town line between South Windsor and Manchester. Site: The site is located in the Podunk Watershed. The wetland area proposed to be disturbed can be described as a forested wetland with Red Maple the dominant overstory tree. Aspen, Black Cherry, and Pin Oak are also present. The understory shrub layer is moderate with Speckled Alder, Blueberry, and Arrowwood the dominant shrub species. This wetland abuts other wetland types including marsh and open water habitat. I feel that the wetland boundary shown accurately portrays conditions in the field. Functions: The proposed area to be filled is a transition zone to the marshy and open water types. Functions of flood storage and groundwater recharge in this area would be minimal as the road acts as a berm. This wetland type in relation to the rest of the area acts as a wildlife corridor as it borders the eastern edge of the pond. Impact: I believe this project would have minimal impact on the adjacent wetland area. Additional shrub plantings around the edge of clearing would improve the wildlife food value and provide a "soft" edge. Erosion controls appear to be adequate to minimize sediment impacts. cc.
