PAGE INTERIOR LOT - SPECIAL EXCEPTION PH 9/26/95
1. The subject property in this application is an existing lot of record located on Main Street.
It currently has 60 feet of frontage, and abuts a lot to the north that currently has about 74
feet of frontage and an existing house. The applicant is requesting approval to modify the
lot boundary line between the two lots so that the existing house will have about 109 feet
of frontage. In order to do this, the lot of record that is the subject of this application must
be designated as an interior lot, which then allows the lot frontage to be reduced even
further than the 60' that the lot currently has. If this application for an interior lot is not
approved, the applicant still has a lot of record with 60 feet of frontage, on which a house
will be able to be constructed.
2. Proposed lot size is 3.8 acres; 2 acres required. Proposed lot width is 385 feet; 225 feet
required. There is public sewer in this section of Main Street, but no public water between
Strong Road and Oxbow Lane. The Supt. of Pollution Control has indicated that the lot
should be connected to the public sewer.
3. There are regulated wetlands on this site. IWA/CC approved this application on
September 6, with a bond of$1000 and no unusual approval conditions.
4. There are some existing outbuildings to be removed if this application is approved. As we
have had difficulties in the past with removal of buildings shown on plans, we request an
approval condition that the buildings shown to be removed must be gone prior to issuance
of a building permit for the lot.
5. The Commission's criteria for approval of interior lots include:
a. the subject area's boundary configurations, topography, soils or other natural
resource characteristics;
b. proximity to neighboring properties and dwelling units;
C. restriction of existing views;
d. proposed buffering/screening;
e. potential drainage, traffic & environmental impacts;
f. driveway locations, slopes & sight lines;
g. utility service capabilities;
h. property value impacts; and
i. future land use alternatives.
6. If this application is approved, the Fire Marshal's approval will be required for the
driveway configuration and construction. Also, a pulloff at the street line is required for
the driveway, as per Town Public Improvement Specifications; and utilities must be
shown on the final plan (specifically sanitary sewer, water, foundation drain, etc.).

Dear Mr. Page:
Re: Appl #95-33P
I have reviewed the plans for the residential house lot south of your property at 1544 Main Street
with the following comments.
1. The forty foot regulated buffer associated with the wetland boundary needs to be shown on
the plans.
2. A report from the consulting soil scientist needs to accompany the application. The soil
scientist should verify the wetland boundary shown on the plans as substantially correct.
3. Vegetative seeding types, rates, and dates need to be shown on the plans.
4. A 90'x90' buildable square needs to be shown on the plans to illustrate that the proposed
house can be constructed outside of the regulated area.
5. The approximate square footage and amount of fill required should be calculated and included
on the plans.
6. Has the southern property line for 1544 Main Street already been approved by the Planning
and Zoning Commission? If not then the labels that state "Revised Property Line" should
have "subject to approval by the South Windsor Planning and Zoning Commission" added.
If you have any questions or if I can be of any further assistance, please contact me at 644-2511
