Dear Mr. Page: L
Re: Appl #95-33N/
I have reviewed the plans for the residential house lot south of your property at 1544 Main Street
with the following comments.
1. The forty foot regulated buffer associated with the wetland boundary needs to be shown on
the plans.
2. A report from the consulting soil scientist needs to accompany the application. The soil
scientist should verify the wetland boundary shown on the plans as substantially correct.
3. Vegetative seeding types, rates, and dates need to be shown on the plans.
4. A 90'x90' buildable square needs to be shown on the plans to illustrate that the proposed
house can be constructed outside of the regulated area.
5. The approximate square footage and amount of fill required should be calculated and in
on the plans.
6. Has the southern property line for 1544 Main Street already been approved by the Planning
and Zoning Commission? If not then the labels that state Revised Property Line" should
have "subject to approval by the South Windsor Planning and Zoning Commission" added.
If you have any questions or if I can be of any further assistance, please contact me at 644-2511

Re: Report on Page house lot plan - 1544 Main Street - Appl. #95-33VV
Date: August 29, 1995
The project consists of constructing a 700 foot driveway across a wetland to access an upland
house site.
Site: The site is located in the Bancroft Brook Watershed. The wetlands in question on the
property are located on the side hill of a sandy knoll. The site is currently being used as a hay
field and pasture. The wettest part of the site is a seep located on the western part of the property.
At the time of the site inspection, wetland vegetation (sedges, canary grass) was present around the
seep area. No sign of running water was present, and the area downslope showed no signs of
scour or displaced soil. So I would assume that even during wet years the velocity of water
running downhill would not be very great. The first 440 feet of the proposed drive follows an
existing farm road. A culvert exists in the farm road just below the seep to carry water from the
seep under the existing path.
The hydrology of the site appears to originate from groundwater breaking out of the side slope.
Probably from clays underlying medium to fine.sands. The site associated with the proposed
driveway does not function as a wetland at this time due to the fact that agricultural activities have
altered the vegetation type.
The fill from the drive will be placed approximately 45 feet from Bancroft Brook.
Impact: The erosion controls proposed for this project appear to be adequate for the scope of
disturbance. Maintenance of erosion controls and stabilization of the disturbed area south of the
driveway needs to be a priority to minimize potential impacts to Bancroft Brook. The driveway
design takes planned disturbance away from the seep area. A 12 inch pipe is proposed to replace
the existing 8 inch culvert. This appears to be adequate to handle flows from this area. Impacts to
the wetlands appear to be localized to the driveway bed itself.

This field investigation was done in nonfrozen
conditions by taking many soil borings and noting many
important natural soil properties. They are: soil
moisture conditions, soil horizons, thickness, color,
texture and horizon boundaries, presence or absence of
soil water, and depth to groundwater.
Soil map units, using letter designations such as
"ChB", indicate the presence of one or more soil materials
within the map unit . A map unit such as "Rh" has no soil
material in it.
The information in this report is based on the
examination and the interpretation of soils t.o a maximum
of 40 inches (A and B horizons) .
The classification system of the National Cooperative
Soil Survey, USDA, Soil Conservation Service, was used
