Iazzetta, Town Engineer DATE: September 6, 1995 RE: YONIKA INTERIOR LOT —#95--4-+ 3 v We have reviewed the drawing dated July 1995 for the proposed Yonika Interior Lot and have the following comments : 1 . Note for "Tomel Drive (Private R.O.W. ) " states "For existing right of way see Vol . 39, P. 576, South Windsor Land Records" . a. The volume and page indicated do not specifically identify the right of way and who the right of way was granted to. b. The right of way should be fully described with bearings and distances shown on the drawing. 2 . There exists several houses that use Tomel Drive as access to Strong Road. (One house is the property of Frederick Tomel and is not shown on drawing) . If another house is to be built with Tomel Drive as access, this 12 foot "gravel road" should be upgraded to provide for two way traffic and access for the fire department. The Fire Marshal should be contacted for his minimum requirements for the road. 3 . Depending on where the right of way is, the proposed water service may be on private property. 4. Green Acres Realty should be contacted and be made aware of this application and proposed additional use of Tomel Drive. 5 . The proposed water line should be sized to provide for future connection of the house #432 and the house on property of Frederick Tomel . 6. Drawing should identify type of material for the proposed driveway. 7. Foundation drain not shown. 8. Mr. Deptula should be contacted as to the design of the septic system. 9 . Professional Engineer stamp and signature required. With the right of way issue unclear, we cannot recommend approval of this application. This approval is subject to the following conditions. 1. One blueprint copy of the entire set of plans and this letter reproduced thereon, must be submitted to this Commission. This must be completed within 65 days of approval prior to any construction activity on the site. 2. Construction activities shall be subject to the approval of the Town Engineer. 3. The application shall indemnify and hold harmless the Town of South Windsor against any liability which might result from the proposed operation or use. 4. The permit is valid for five years and shall expire on September 6, 2000. It has been IWA/CC's policy to notify landowner(s) of expiring wetland permits. However, it is the landowner(s) responsibility to track expiration dates and notify the Commission of a renewal request at least 65 days prior to expiration. 5. All approvals required must be obtained and submitted prior to any activity on the site. 6. A contact person shall be identified directly on the plans.
