Application for a site plan amendment to add 20 parking spaces to the existing office site located on the northerly side of Ellington Road, Westerly of Foster Road, RO zone. 2. The proposed impervious coverage is 33%; 50% allowed. Because this lot abuts up to a residential area on the north side, there is a 50' buffer required in addition to the side yard requirement. The applicant received a variance from the ZBA to be allowed to have the buffer coterminous with the side setback. It appears that all of the zoning requirements have been met. 3. There are regulated wetlands located on to the rear of the property. The applicant went before the IWA/CC on Sept. 6 and received approval. There were no unusual approval conditions and they recommended a bond in the amount of $3,000. 4. There has been some additional landscaping proposed. The applicant has proposed 8 white pines along the northern property to supplement the existing landscaping. There are also some wetlands plantings in the rear of the parking lot in the wetlands area. 5. WPCA approval is not required The applicant should be aware that an additional sewer assessment will be required and calculated at $2,000. per additional developed acre. If this application is approved, there are no planning modifications requested. RECEIVE [ , 6 19 ?esigofessionals, inc. The current T:.enant, now ,occupying the entire bu l ding, is Underwriters ?nternational. As you may be aware, Underwriters hail groan, signi .icantiy over t-he last five years, and has a large workf,zc_-c ai: their South " indsor. headquarters. This success has caused a st-rain on parking, and a reed to effectively respond in order to keep Underwriters here La South Windsor. One possible solution is to acquire land from an abutter and expand the: parking lot at the northwest corner of the site. We estimate an additional 20 spaces would adequately meet the parking demand. Whatever materializes, it is imperative that it results in a permanent solution to the problem. In order to implement our client's plan, we need to address the technical issues, and seek your guidance and direction. The site is in a residential zone, with the office use allowed through a use variance. Some areas for discussion: 1) . A zone change to RO or. RC for the sub j ect site, including the new land to be acquired from the abutter. The office use and parking would then be allowed by right. 441C Governors Highway, South Windsor, CT 06074 • (203) 291-8755 • FAX: (203) 291-8757 2) . In lieu of 1) above, a use variance for the additional parking area, in recognition of the existing use variance. This would require a zoning amendment allowing use variances in residential zones to accommodate parking expansion for existing office uses, with a 25 feet buffer. 3) . In lieu of 1) or 2) above, a zoning amendment allowing for expansion of existing office uses in the residential zone, and a reduction in buffer width from 50 feet to 25 feet. My clients and I look forward to hearing from you on this matter at your earliest convenience. Sincerely, Design Professionals, Inc. BY: Peter R. I understand that we have an ongoing obligation to continue to maintain the plantings and replace any plants that may fail, and we intend to do so. I would respectfully request that the Planning and Zoning Commission release the cash surety being held in escrow for this matter. It is my feeling that with .all of the work complete the Town would be safe in releasing the escrow. You are welcome to inspect the property in the Spring, and if you find any deficiencies in our planting plan I will take the necessary action to correct any problems.
