The applicant is proposing a small addition off the rear of the site as well as an \1 increase in the number of parking spaces. The parking requirements for this use `. require 1 spaces for each 50 sf of gafa in the restaurant. The gfa of the first floor of the restaurant is 1,825 sf. Thirty-six (36) spaces w uld be required. The applicant has l s own lspaces and is requesting a waiver of spaces and to be allowed to have these spaces 9 X 18 in size. We would like to ow the number of seats currently existing at the restaurant and the number of seat proposed with this addition? f i 3. The Police Dept and Engineering Dept have been in contact with the applicant regarding the design of the access into the site and the parking layout on site. The traffic flow is designed to be a one-way loop around the building. There is some work proposed within the state ROW fthe closing down of the curb cut and addition of a little island) and will be subject to DOT's approval. 4. The applicant is also proposing to add a handicap ramp in the front of the building. This structure will be required to have a front yard variance as it is a non-conforming structure with respect to the front setback. 5. The proposed building coverage is 13.7%;25% proposed impervious coverage is 86.%; 60% allowed. The applicant has received ZBA approval on 9/6/95 for a variance to this coverage. 6. There is a regulated watercourse on the property. The applicant received IWA/CC approval on 9/6/95 for the discharge of storm water runoff to a regulated area and fill associated with the pipe outlet. The Commission recommends a $1,000 erosion and sedimentation bond. There are no other unusual approval conditions with this approval. 7. WPCA approval is not required for this application. 8. There is some landscaping being proposed along the eastern property line. There is also some additional landscaping proposed at the western entrance of the driveway and a landscape island behind the building. We would request some specifics as to what type of plantings i.e. sizes and quantities. If this application is approved, the planning department has no other modifications to request. Ny ® S U2CJz-e- , 1cJ -r, tic(( SP kk L)e LLA I I v - a4u_Lf l P- ZP t EMERALD CAFE SITE PLAN PLANNING COMMENTS Zoning Table 1. Number of parking spaces required should be calculated based on the requirements of Section 13.4 of the zoning regulations Site Plan 1. Parking lot landscaping should be designed in accordance with Section 13.4.a of the zoning regulations 2. Proposed dumpster should be shown on a concrete pad General Comments Parking arrangement is unreasonable- we would suggest working out an arrangement with the abutting property or expanding the parking to the rear property. As shown the parking spaces are unusable; angles of entry/exit, etc. (see Engineering comments) If possible, we would recommend the size of the western curb cut be reduced. POLICE SERVICES Parking to rear and east side is inadequate/poorly designed MEMORANDUM TO: Marcia A. Banach, Director of Planning FROM: Jerry C. Iazzetta, Town Engineer DATE: August 4, 1995 RE: EMERALD' S CAFE - #95-26P We have reviewed the drawings dated 7/95 for the proposed Emerald' s Cafe site plan and have the following comments: 1 . Parking configuration is unacceptable a. Two way traffic via a 13 ' aisle with parallel parking on both sides of the aisle is unacceptable. b. Space 13 would be very difficult to utilize. c. Parking in rear should have a minimum of a 24' aisle. 2 . Dumpster should have a concrete pad. 3 . What is the reason for the proposed gate between the two Holcombe properties. With the dumpster, screening and parking, this gate appears unusable. 4. A detail of the riprap pad and flared end are required. Riprap detail should dimension the size of the pad and show a cross section. 5 . A note indicates that there are no wetlands on the property, however the plan shows wetlands along the east side of the property. 6 . Existing fence should be indicated as "to be removed" . With the concerns about the parking shown, we cannot recommend approval at this time. The wetland boundary shown is not accurate. The Town Wetland Map is used for rough planning purposes and is not accurate enough for site plans. The wetland line shown on the plans includes the Cafe property. That line is no longer valid since the installation of the box culvert to the east. The wetlands need to be delineated and field flagged by a soil scientist and the flags transferred to the plans. 2. Erosion controls associated with the installation of the stormdrain pipe need to be shown on the plans. The rip-rap splash pad needs to be sized to accommodate the flows from the proposed 15" pipe. Details should be included. 3. A construction narrative showing installation and stabilization steps, seeding/mulching types, rates and dates should be shown on the plans. This approval is subject to the following conditions. 1. One blueprint copy of the entire set of plans and this letter reproduced thereon, must be submitted to this .Commission. Iazzetta, Town Engineer DATE: September 11 , 1995 RE: EMERALD CAFE SITE PLAN - 95-26P 1 . The proposed parking arrangement is still a concern - spaces 16, 17, 18, 19, 20 and 21 should not be utilized. There will be two way traffic in back of the vehicles in these spaces and the turning maneuver necessary to exit from the spaces would be very difficult at best. 2 . The location of the handicap space seems to be the least accessible for a handicap person to be able to enter the cafe. It should be in the front with access to a ramp up to the existing sidewalk. There is no accessible ramp shown on the drawings . Also the space as indicated is not van accessible. 3 . The location of the dumpster looks like it is in a difficult area for a truck to pick up and drive out. The applicant should use turning movement templets to verify that the type of vehicle that will be servicing the dumpster will be able to make the necessary turning movements . 4. The parking easement to be granted must be described with distances and bearings . 2 . The drainage easement needs a reference dimension from one of the property lines so that it is not "floating" . 3 . The parking in the rear should be angular parking. 4.
