South Windsor, CT 06074 Dear Mr. DeMallie: Re: Appl #95-30P, Strawbridge Green I have reviewed the plans for the Strawbridge Green parking lot expansion and drainage dated 8/15/95 following comments: 1. The consulting soil scientist responsible for delineating the wetland boundary should provide a report, and sign off on the location of the wetland boundary as it appears on the plans. 2. A construction sequence should be included in the narrative showing planned steps necessary to implement the project. Include installation of erosion controls and plantings in the schedule. 3. Details need to be provided on the proposed wetland plantings. Size, spacing, and specific placement of the plantings need to be shown on the plans. 4. The limit of clearing should be marked in the field prior to construction. This statement should be included in the plans. Very truly yours, Jeffrey H. Folger Zoning/Wetlands Enforcement Officer cc: IWA/CC Director of Planning Town Engineer To: IWC/CC From: Jeffrey Folger - Zoning/Wetland Officer Re: Report on Strawbridge Green - Corner of Foster Rd. and Ellington Rd. Appl. 95-29P Date: August 27, 1995 The project consists of filling approximately 1900 sq ft of wetland area to allow for the expansion of the existing parking area. Site: The site is located in the Podunk Watershed. The wetland area can be described as a forested wetland with Red Maple the dominant overstorey tree. Red Oak and Hickory are also present. The understorey shrub layer is moderate with Sweet Pepperbush (White Alder) and Spicebush the dominant shrub species. The forest floor is dominated by various fern species. Functions: The proposed area to be filled is a transition zone to the larger wetland system to the west. The functions of flood storage, and groundwater recharge in the area of proposed filling are of minimal value. The area west of the 80' contour shows evidence of seasonal saturation and the flood and groundwater values would be higher at that point. The Oaks and Hickories do provide a good source of mast (nuts, hard fruit), the habitat edge is abrupt however (a hard edge), from turf to forest with no transition. This reduces the potential diversity of wildlife species that would utilize this area. Impact: I believe this project would have minimal impact on the adjacent wetland area, and the proposed plan will most likely improve the diversity of species utilizing the area. The plantings should improve the level of treatment that stormwater exiting the site receives when compared to present conditions. cc. I have reviewed the map prepared by your office and have found the representation of the field delineated wetlands to be substantially correct. The wetlands consists of a forested Red maple swamp. The wetland Soils were identified as belonging to the poorly drained Walpole Series. The upland soils were identified as belonging to the moderately well drained Ninigret Series. As you are aware the work is complete and everything was accomplished and is in good order. I realize we have an ongoing obligation to maintain the wetlands lants,, and it is our intention to do so. I would respectfully request that the Planning and Zoning Commission release the cash surety being held in escrow for this matter. It is my feeling that with. all of the work complete the Town would be safe in releasing the escrow. You are welcome to inspect the property in the Spring, and if you find any deficiencies in our wetlands plantings I will take the necessary action to correct any problems. I hope that we have established a good. enough relationship and track record with the Town on the various projects that we have been involved in over the past couple of years to merit favorable consideration of this .request.
