Kevin F. Rennie , Chairman Inland Wetlands Agency/Conservation Commission 1540 Sullivan Avenue South Windsor , CT 06074 RE: Plan Review Lakewood II Dear Kevin : The plans make no reference to wetlands. According to the town map , there are none . But there is a change in the soils from the Windsor Sand in Phase I to Birchwood and Poquonock Soil series in this phase . I have had contact with the Lakewood people expressing special care to be taken to confine and control the sediment runoff anticipated. It will not self clean as readily as did the sand. At this time , it appears that the trees and brush have been cleared from the roadways and the utility easements . It gives one a different perspective , life size. The note on sheet 2 , "Base Map from Page Engineering Inc. , Lakewood , Ellington Road, South Windsor , Connecticut, Site Plan , Dated 6-1-85 , " has been followed for the roadway and the basic utility location . The new plans show a little more detail , such as 4 houses have watercourses through them. I realize they can be piped , maybe 2 , but not 4 of them. It appears more details shall be required . Also with a little effort with the relocation of some storm lines , they could limit their incursion into the existing woodlands . It could also remove the necessity for working in the next phase . While on the drainage ; there is a spring and/or watercourse between Phases I & II which has been ignored . One has to drive through it to get into Phase II . The erosion and sediment control notes are relatively thorough. Land disturbance to a minimum. Seeding within 30 days. Outside the seeding season will receive haymulch. Contractor is responsible , etc. The construction schedule would seem appropriate but they don' t apparently intend to have any stockpiles, for the roadways or houses . That will be unique. I thought the original concept was to plant houses in amongst a wooded glen . The plans show a change of grading , not including all the houses , an area 800'+ long by on an average 300' + wide . This can - eliminate the need for section 6 .E of the "Guidelines" , Tree Protection, and their E & S note #3 "Land disturbance to be kept at a minimum. " Kevin F. Rennie Re : Lakewood Page 2. Perhaps the application could be considered incomplete until they are modified to include, but not limited to, items such as.: 1. Stockpile location with tree preservation in mind . 2 . Take the houses out of the watercourses , not the watercourses out of the houses . 3 . The entrance to Phases II & III have to go between houses 24 & 25. Show something - grading , buffer , a proposal to minimize the impact on every truck, car , bulldozer , etc. on these two houses . The garage corners are less than 16' from the pavement. 4 . Show tree preservation methods to be used. 5 . Modify the drainage pattern. 6 . Show the houses in Phase I. 7 . House numbers . The certification on sheet 9 is great for that sheet , it doesn ' t appear to encompass the full set . Also at the time that this application is heard, it would be appropriate for the applicant to document the current status of the bridge over the Podunk and the 20' drive as noted on sheet 1 , which items are not part of this application . Gantick, Director of Public Works 4 SUBJECT: SEWER EASEMENT/LAKEWOOD PROJECT As you are aware, per application #299, a Wetland ' s permit was granted to RSK Contractors, Inc. on February 19, 1986, to construct a sanitary sewer line (from the Lakewood Project across Route 30, along the Daly property) across the Podunk River and into an existing sanitary sewer line southeast of Hilton Drive. During the WPCA review process concerning this sanitary sewer, both staff and the WPCA were concerned about access of the sanitary sewer for maintenance purposes . Subsequently, discussions with- RSK centered on an accesms bridge across the Podunk and a gravel access way along the sanitary sewer line route. After further consideration, staff felt that the construction of an access bridge was not necessary and that a gravel access way accessed from Hilton Drive would be suitable for maintenance of the sanitary sewer lines. With this in mind, it is the staff ' s recommendation that RSK remove 8 inc es of existing soils (200 cubic yar s W Yig'thie sane ary sewer line route, place a a 'repl e e soi wi inches ) of process ravel (20 0 cubic yar s (see a utached plan`for` area'- in question) . The above work is within the previously disturbed sanitary sewer easement for which a Wetlands Permit had been granted. I would like to address the site situation. You and Mr. Lombardi visited the site on a Saturday morning after con- secutive days of heavy rain. You saw mud in the street around areas of house construction. You saw heavy equipment moving fill from around foundations to an isolated area. You saw run off from ground water into the plunge pools that are designated to retain silt and then be cleaned. You saw areas of double silt fencing or hay bales that do appear to work as designed but require constant attention. You saw areas of stockpiles that were created over the winter without mulch. What you also saw was equipment and men working to pre- pare for the Spring thaw. We have had and will continue to have extensive monitoring and corrective work done to make a respectable construction site. We have moved stockpile areas to a central location except around houses under construction. We have completely mulched the area with hay. Our attempt to control erosion is not a feeble effort; it is real and one that will continue. We ask that consideration be given to the restrictions encountered on a tight construction site and the fact that the developer is taking every precaution possible short of stopping work. We have always cooperated with Town Staff as your representatives above and beyond the approved plans. We expect to be under constant observation and we will continue our efforts of cooperation. Moran, Jr. , Chairman South Windsor Inland Wetlands Agency/Conservation Commission 1540 Sullivan Avenue South Windsor, CT 06074 RE: Lakewood Sedimentation & Erosion Control Dear Mr. Moran: In response to the recent complaint, I inspected "Lakewood" on 5- 25-88, during the rainy period, for an effectiveness review of their Sedimentation and Erosion controls . Substantially Phase I is complete, Certificates of Occupancy are being granted in Phase II and the utilities were installed in Phase III about three weeks ago. Essentially, there are 4 points of stormwater discharge from Phases I & II . The dirty water coming from Section II adjacent to Phase I is being directed to the Phase I plumbing and discharged into the Mill Pond without filtering or sediment removal. The one between Phase II & III, draining northerly, had not had the silt deposited from the last storm removed yet and in a similar manner, isn't controlling the discharge to the extent of having the same dirty water standing in the walking trail around the pond, 1501+ north of, or beyond, the last chance silt fence by the ripr-ap. The other two outlet pipes aren't any better. The silt and sediment continue on downstream. The other conservation failures such as the blow out under the silt fence behind the #36 unit area is still working well. The dirt pile collection below or downstream from the fence in this area still exists . The dirt deltas or washouts around, over or under the silt fences are still functioning. Sediment removal has occurred to maybe 10% of required. Of the 12 catchbasins in the street, 6 of them have hay bales almost around them. Mr. John M. Moran, Jr. , Chairman Page 2. South Windsor Inland Wetlands Agency/Conservation Commission RE: Lakewood Sedimentation & Erosion Control The "filter fabrics" in the CB's haven't been cleaned. The areas around 51 & 56 that was discussed this spring, has not been corrected yet. The 4" loam and finish seeding, by their schedule, to be completed by June 1 or have a temporary cover crop and mulch isn't done yet. The erosion control measures in Phase III are similar. This will probably be indicated on the required progress report for their renewal permit. Request for compliance with the approved plans by this department are ineffective. I have enclosed a copy of the Erosion & Sediment control notes from the plans. They are apparently in violation of most of the items listed. Protection of the surface within 30 days is mentioned 3 times . At the March meeting of the IWA/CC, an offer to work together was suggested by the applicant and 6 of the Certificates of Occupancy have been expedited as directed with no improvement in the site as of this date. Perhaps this could be addressed at the renewal time for Phase II when it comes up in July. At this time, a modification could be considered to include bonding for this phase. The Erosion and Sediment Control Plan, as you will remember, is sheet 6 of 11 from the Phase II submission dated February 1987, revised August 3, 1987 by our office. The area to the west of Goose Nest indicated as "temporary stock pile and buffer berm" covers the house locations 47-48 and house 49. This stock pile as it exists has some temporary growth on it, though it is not completely covered by growth. There are also no hay bales or silt fence surrounding the stock pile. The areas called out as stock pile areas in the islands of Loon Place and Goose Nest are no longer utilized as such. They have been completely landscaped and received a final seeding. The temporary stock pile and buffer berm indicated on a duplex house at the beginning of Loon Place also no longer exists, as a house has been built on that site. Silt fence has been installed along the entire northern slope behind the houses on Loon Place and is generally in good condition. This line of silt fence also encompasses both of the drainage outfall areas behind Loon Place completely circling the impact basins in both cases. A walking inspection by the contractor is suggested to repair the few places along the silt fence where stakes have been broken or the fence has become unattached. Silt fence has also been installed along the bank to the southeast of King Fisher Circle including silt fence entirely encircling the impact basin and across the outlet of the impact basin. The riprap basin for the drainage pickup to the south of King Fisher Circle is in place, although hay bales and silt fence do not exist surrounding it. A small stock pile area also exists to the rear of and between 146 HARTFORD ROAD / MANCHESTER, CONN. 06040 / TEL. (203) 646-2469, FAX. All catch basins are protected by hay bales and/or filter fabric with the exception of the first catch basin on the north side of Loon Place and the southern most catch basin on King Fisher Circle. In general, the erosion control measures for Lakewood Phase II appear to be sound and functioning properly. The only significant shortfall observed was the lack of protection surrounding stock piles on site. Minor areas of concern include the two unprotected catch basins and minor repairs required along the perimeter silt fence. No significant evidence of erosion was observed and any sediments appear to be adequately contained within the site. I hope this addresses your concerns in this matter. Moran, Jr. South Windsor Chairman INLAND WETLANDS AGENCY/ Inland Wetland Agency/Conservation Commission CONSERVATION COMMISSION Town of South Windsor South Windsor, Ct. 06074 RE: Wetlands Application Renewal Lakewood Phase II Dear Mr. Moran: As part of the renewal procedure for the Wetlands application for the above referenced project, I am writing this letter to provide you with an update on the status of the activity on site. I inspected the site on July 10, 1989 and the following are my comments as to the state of compliance with the original approval by your commission. In general, the site and its erosion control measures are in very good condition. The roads servicing the site currently have only the ?binder course and have not had a finished course of pavement to date. It is assumed that low points in the pavement on Loon Place at Station 0+70 and Station 3+00 will be eliminated upon application of the finished course. The rear yards of Units # 50 and 51 were found to be wet and the developer was in the process of installing perforated underdrain at the time of this inspection. This should alleviate any surface water problems. The rear of. Unit # 49 has been recently graded and seeded and stabilization appears to be proceeding well. Erosion control measures protecting slopes and drainage outfalls from the north of Loon Place and the East of Kingfisher Circle were in very good condition, having been properly installed with no over topping. Silt fence has been removed from areas already stabilized and there are no unstabilized areas not protected. Energy dissipators have all been cleaned of silt and are in excellent condition. This is the extent of my comments regarding Lakewood Phase II. If you have any questions, or require any further information please do not hesitate to contact me. Yours truly, Christopher O.
