Thq plan includes 26 buildings totaling over 700, 000 sq. ft. to be developed on 18 building sites located on approximately 75 acres of land. Uses are slated to include incubator facilities, larger multi-tenant industrial buildings and two-story office Research and Development buildings. The plan includes the completion of the road network in the former ParkCentre area and will incorporate 1760 lineal feet of new road. The over- all development will represent a significant contribution to the Town' s tax base. Thank you for your consideration of our interest in this application. Rennie, Chairman South Windsor Inland Wetlands Agency/Conservation Commission 1540 Sullivan Avenue South Windsor, CT 06074 RE: Governors Square Business Center - Lot 18 Review Dear Kevin: The plans, sheets 1 through 7, submitted August 21, 1987, show no activity on the 2 .86 acre parcel, lot 18 as shown on sheet 5 . The wetlands are shown to cover perhaps one half of the lot without existing or proposed contours, no indication of a change or impact on the wetlands. There is nothing to approve or deny at this time. Very truly yours, A. Bowen Davies Deputy Town Engineer ABD/jsv CC: Capuano Developers Design Professionals, - Inc. Michael J. Insofar as our client is pursuing financing and cannot consummate same without subdivision approval , we hereby request that this item be placed on the earliest possible agenda of the Inland Wetlands Agency/Conservation Commission, or that a determination be made in writing that no IWA/CC approval is required. This will free the application for final action by the Planning & Zoning Commission. Your assistance in this matter is greatly appreciated. Sincerely, Design Professionals, Inc. Rennie, Chairman Inland Wetlands Agency/Conservation Commission 1540 Sullivan Avenue South Windsor, CT 06074 RE: Governors Square Subdivision Review Plans Submitted August 21, 1987 Dear Kevin: I am presuming that the purpose of this application is to permit the normal Planning and Zoning Subdividing to proceed. Each time another lot or parcel is used, a new subdivision plan will have to be submitted for an approval, similar to Lots 2 , 7, & 18 pre- viously approved. The wetlands location was verified by a soils scientist in September 1987 . This application is for land usage only, no construction. If an approval is to be considered, a condition should include that each site plan shall have it' s individual approval. Very truly yours, O A. Moran, Jr. , Chairman South Windsor Inland Wetlands Agency/Conservation Commission 1540 Sullivan Avenue South Windsor, CT 06074 RE: Governors Square - #509 Application Review Dear Mr. Moran: ' The four applications before the agency have their own purpose; #88-008W is for subdividing the 78 acre parcel and a loop street, #513 is for Lot 18 and a cul-de-sac, #514 is for Lot 14 and the adjacent street. This one is for the creation of Lots 2, 7, & 18 . As indicated on their application, 2 & 7 obtained a permit for .these lots and associated drainage. Lot 18 just establishes the bounds, the sitework is another application. There is no earthwork associated with application #509 . Lots 2 & 7 are at critical points in the drainage pattern proposed for the site. If an approval were to be granted, the conditions imposed on Lots 2 & 7 should be applicable. There should be a plan submitted showing cross drainage easements and for the uniform maintenance of the entire system. This can be delicate, 16 proposed individual industrial parcels could have their own ideas . Also any of the conditions imposed on #88-008W, the overall subdivision, that are applicable for these parcels would apply. Very truly yours, A. The purpose of this letter is to advise the South Windsor Planning and Zoning Commission and the South Windsor Conserva- tion Commission/Inland Wetlands Agency that all pending ap- plications are hereby withdrawn. My clients have withdrawn all applications because of their sincere interest in producing an approvable and appropriate project. Rather than proceed with these applications, I will be renewing my request through Mr. Haven's office to schedule a meeting of all interested Town agencies to promote a plan that is sensitive to important issues and that has been made with appropriate pre-application input. To do otherwise is expensive and consuming both for the developer and the Town. Please contact me if you have any questions or comments.
