Wrist parcel was inspecte4 June 16 and 17, 1986 Second parcel done March 14,1987 All soils on these two parcels are derived from red Triassic shale and shadsto ine. They are all topped with some dark brown silt and very fine sandy loam. Dominant soil present is the moderately drained dapping silt loam which has a firm layer at a depth of or below 26 inches. This layer tends to create a seasonable high water table . 4h.ere the sloping land levels off the watertable is higher within the profile causing the soil to be poorly drained. Poor drainage is ususlly caused by water remaining within a profile for a longer period of time . This soil is of the Wilbraham series. This is the wetland soil type delineated here . Other soils found are the Narragansett silt loam, a well drained soil and the Ludlow loam, a poorly drained soil with a very firm hardpan. r Idany uprooted large trees present showing exposed soil profiles. Wrist parcel was inspected June 16 and 17, 1986 Second parcel done March 14,1987 All soils on these two parcels are derived from red Triassic shale and skadstone. They are all topped with some dark brown silt and very fine sandy loam. Dominant soil present is the moderately drained dapping silt loam which has a farm layer at a depth of or below 26 inches. This layer tends to create a seasonable high water table . 'dhere the sloping land levels off the watertable is higher within the profile causing the soil to be poorly drained. Poor drainage is ususlly caused by water remaining within a profile for a longer period of time . This soil is of the Wilbraham series . This is the wetland soil type delineated here . Other soils found are the Narragansett silt loam, a well drained soil and the Ludlow loam, a poorly drained soil with a very firm hardpan. Many uprooted large trees present showing exposed soil profiles . No two exactly alike. Lewis W. Ilgen Soil Scientist A. R. Lombardi Associates 25 Terrace Drive Vernon, Conn. 06066 ` L MAR 18 A. R. Rennie , Chairman South Windsor Inland Wetlands Agency/Conservation Commission 1540 Sullivan Avenue South Windsor , Connecticut 06074 RE: Spinners Estates , Subdivision Review Dear Kevin : The plans indicate the wetlands boundary , as per the Hartford County Soils Survey , and as per a soil scientist employed by A . R . Lombardi Assoc . , I am assuming . Other than I would like it so designated , and the WsA changed to a WrA, it is substantially as shown , about one fifth of the site is wetlands . The Wilbraham soil , is a poorly drained silty soil that has a slow to very slow runoff characteristic . The Wapping Soil has a moderate runoff problem, absorbs water slowly and erodes easily , even on gentle slopes . If an approval were to be granted to build in the wetlands , the grading and placement of the houses on Lots 8, 11 , 15 and 16 could become important . As far as other work in the wetlands , I would like a modification in the outlet of the detention basin , but that can be worked out . I would also like to see in the field , the location of the 48" pipe on Lots 7 , 12 , and 13 . The inlet will not be as shown, that is not a wetlands problem. The proposal for the 20 lots as shown , if developed as shown , should not have a serious impact on the area with respect to the conservation aspects . It appears that the developer will install the road and utilities and possibly not be the builder . If an approval were to be granted , I would recommend the following conditions : 1 . Limit the roadway to basically a 70' width , except for drainage . It limits the disturbed area to be restored . 2 . Modify the responsibility for the maintenance of the permanent erosion control measures to after acceptance by the town . 3. As stated , house construction after loaming and seeding of disturbed areas and individual erosion control plans . Mr . Kevin F . Rennie April 30 , 1987 RE: Spinners Estates Subdivision Review Page 2 . 4 . Three sets of modified plans to be submitted prior to any site work. 5 . A bond in the amount of $25 , 000 submitted prior to any sitework to assure compliance with the plans . An explanation might be in order . Building permits will not be issued until the plans are on file and they indicate that this would happen after the pavement is down . All of the site work could be done before filing the plans . The narrative on Sheet 13 of 13 appears to cover all the points required. I would encourage the Commission to look at them. They provide a logical sequence that an excavator could follow that should limit their exposure and impact on the environment . Very truly yours , A . At each location, a sieve analysis, in-situ density, and proctor test was conducted on the native subgrade material. The results of these tests have been included for reference in Appendix A. The station numbers on all the testing were increased by a factor of 100, so station 300+55 on the test results is actually station 3+55 on the plans. TESTING RESULTS Table 1 summarizes the testing results for each station. The maximum dry density (ASTM D-1557) ranges from a low of 123.8 lbs/cf at station 14+00 to a high of 129.6 lbs/cf at station 10+00. The optimum moisture ranges from 5.4% at station 10+00 to 7.1% at station 3+55. The existing compaction (in-situ density) of the soil ranges from 89.2% to 97.0%. The filter requirements for the soil were checked to insure that the 12" min. processed gravel subbase will act as a natural filter, and there won't be any contamination of the road subbase. Using the Ct. DOT gradation B for the subbase, each soil sieve sample was compared utilizing the filter design criteria and found to be acceptable where D15 (filter) < 5D85 (soil) and D15 (filter) > 5 D15 (soil). (Soil) refers to the native soil, and (filter) refers to the gradation B gravel. D15 is the grain size where 15% is finer, and D85 is the grain size where 85% is finer. The plot of the grain size distribution for the Ct. DOT gradation B along with the range of sieve analysis are included as figure 1. In reviewing the suitability of the native soil for use as the impervious core for the detention basin, the high percentage passing the 200 sieve was noted. With 30-35% passing the number 200 sieve, the material will be suitable impervious with adequate compaction. y n South W //yyam ETLAND (( 114LP T►ON COM CONSERVA CONCLUSION From the testing performed, we conclude the following: 1. The native material is suitable for the subgrade provided the moisture is carefully controlled & adequate drainage & frost2 'lz protection is provided, and it is proof rolled to 95% density x.) prior to placement of the subgrade. 2. The gravel subbase to conform to Ct. DOT gradation B will L C E,, vcy4 function as a filter with the native subgrade. titcz 3. The native material can be used for trench backfill as long as the ` moisture content is carefully controlled, and the soil is compacted to 95% dry density. 4. The native material with 95% compaction will function as a sufficient impervious core for the detention basin. 7 rt , Table I Moisture Range Filter Req. Richard Lombardi,P.E.,President James C.Sommers,L.S.,Vice President T—May 18, 198 Mr. Jerry Iazzetta t MAY 2 Town Engineer 31989 Town of South Windsor ay Town Hall 1540 Sullivan Avenue j South Windsor, CT 06074IMPFF--M- ,mow, Dear Mr. Iazzetta: In response to our meeting on April 20, 1989 we have prepared an outline for soils testing for the Spinners Estates Subdivision. The testing program as outlined is the minimum number and spacing of tests that we recommend. The tests will be conducted by an independent laboratory (Henry Souther Laboratories), and we will supply you with a copy of the results. Our office will make periodic site visits to help keep abreast of the work at the site. Should site conditions cause the towns inspector to question whether the construction is being done to the prescribed standards, than we recommend that the town inspector contact the person responsible for overseeing construction (i.e. Mr. Szeluga) , and reach agreement on additional testing to allay the town inspector's concerns. If it is felt necessary, then it is up to Mr. Szeluga to contact us (the Design Engineer) for input. In response to the SCS comments from a conversation dated 3/27, we propose the following: 1. Should any dewatering be necessary, the pump discharges shall be directed into the detention basin via the 30" storm sewer piping. "`f 2. The topsoil has been removed within the roadway. During final compaction of the subgrade, any yielding materials will be removed. Testing at that stage will insure that the subgrade is /a> proof-rolled to 95% dry density. Any muck will be discovered at this stage, removed and replaced with suitable material. WASTEWATER •WATER SUPPLY • HAZARDOUS WASTES • WATER RESOURCES• GEOHYDROLOGY SITE PLANNING •DRAINAGE •ENVIRONMENTAL IMPACT ASSESSMENT• SURVEYING Y Mr. Jerry Iazzetta May 18, 1989 Page 2 2a. We have reviewed the possible need for stabilization fabric and feel it would not be of substantial benefit in this case. The road foundation will act as a natural filter. Another justification of filter fabric is for structural support. For the filter fabric to reinforce, it must undergo a minimum 10-30% deformation of its maximum elongation. The pavement will not tolerate the deformations required for the filter fabric to gain reinforcing strength. 3. For the construction testing, we propose the following: A. For the testing of the backfill in trenches we propose that all work be performed during dry weather, and that in place density testing be performed at various lifts in trenches at intervals of approximately 100 ft. B. For the testing of the existing subgrade after proof- rolling, we recommend that a total of 6-7 in place density tests be taken spaced about 300 ft. apart. C. For the testing of the 12" gravel subbase, we recommend 6-7 in place density tests spaced about 300 ft. apart. D. For the installation of the 6" crushed stone base, we recommend that all work shall conform to the State of Connecticut standard specifications for roads, bridges, and incidental construction Form 814, with a minimum of six passes made by the compacting equipment. 4. For the detention basin berm, we recommend that in place density testing be accomplished daily by a laboratory technician during the construction of the berm. 5. We will provide standard proctor tests for the dam. The moisture content for the soil will be maintained between -1% and +3% of optimum for construction. 1 Mr. Jerry Iazzetta May 18, 1989 Page- 3 6. An SCS engineer can review the foundation and subgrade. It will be up to the town's inspector to notify the SCS in a timely fashion for their review. We trust that any comment from the SCS will be received promptly and not unreasonably hinder progress on the road work. Minor construction work has resumed during the drier times on the subdivision. This work is centered in the detention basin, and storm piping within the easement to the detention basin. The excavation in the vicinity of the sanitary manhole at station 11+10 will also be filled and stabilized. If you have any additional questions or concerns, please feel free to call. Sincerely, A.R. McCahill, Zoning/Wetlands Enforcement Officer I► RE: Spinner's Estates The Planning Department recently received a call from the resident of 88 Debbie Drive (Rachel Lorenson, 644-9061) . She expressed concern with the sewer access on Debbie Drive and stated that her house shakes when trucks go by. This would appear to be as a result of the temporary pavement over the area where sewer work was accomplished. In addition, she has concern with the sections of sidewalk that are broken or lifted. Apparently one person has fallen off a bicycle as a result of the sidewalk problems that exist. The property owner who lives adjacent to the sewer access also came in recently to question the status of the work. He feels that, since work has been idle for some time, the area should be restored. These would appear to be areas more directly related to activity supervised by the Engineering Department. As both the Planning Department and Engineering have not been contacted regarding a schedule of activities for the site, perhaps the problems should be investigated to ascertain the extent of the problems and whether or not they warrant attention by the developer. f. i' r a UZI Ire 17 ot if 711 r GY9- 9aG a .i SOWN y 7111W.1'11'n 0-Ye V&? 1540 SULLIVAN AVENUE - SOUTH WINDSOR, CONN. 06074 TO AREA CODE 203/644-2511 !'1'OgpRN July 11 , 1989 Mr. Ludwick Szeluga 96 Lawrence Road South Windsor, CT 06074 RE: Spinners Estates Dear Mr. Szeluga: Several months have passed since any work has been done on the sewer access on Debbie Drive. WINDSOR PLANNING DEPT. 1540 Sullivan Ave. S. Windsor, CT 06074 Re: Eton ARL Project #86-1333 Dear Ms. Banach: A site inspection was made at the Spinners Estates Subdivision on August 3, 1989 for the express purpose of reviewing the adequacy of the erosion control measures as installed. 1. The construction entrance off of Lawrence Road has been installed and appears to be functioning. 2. The diversion dikes on the subdivision road at stations 3+60 and 6+85 have been installed. The diversion dike at station 6+85 was graded down somewhat to allow vehicles to traverse it. It still functions to divert run-off off of the subdivision roadway and therefore was found to be adequate. 3. Stockpiled material has been located in the area of lots #16 and #17. Staked haybales are preventing silt from the stockpiles from entering the wetlands. 4. The erosion control fence has been installed along the edge of the roadway through the wetlands from station 7+40 to station 10+20. In the vicinity of station 11+00, the erosion control fencing has been removed due to construction activities. This does not appear to prevent a problem inasmuch as the roadway is lower than the surrounding areas. Also, any run-off from this area tends to run to the detention basin which is presently acting as a sediment basin. 5. The erosion control fence has been installed around the detention basin area to protect the adjacent stream. The basin is presently under construction, and additional erosion fencing not shown on the plans has been installed near the basin outlet to add an extra measure of protection. The endwalls on the culvert crossing under the gravel access drive were under construction during the site visit. The erosion control fence on the downstream side was in place and functioning. The erosion control fence on the upstream side was removed for construction. This does not present any potential environmental problems. Once the installation is complete and the surrounding areas stabilized, any silt that has washed into the cross culverts will need to be removed and disposed of. 7. The erosion control fencing has been installed along the wetlands on lot #11, and appears to be functioning adequately. 8. The erosion control fencing along the box culvert has not been installed due to the lack of construction in this area. Prior to the start of construction on the box culvert and the re-grading within the stream area, all erosion control fencing shown will need to be installed. 9. The developer has installed some additional erosion control fencing within the Right-of-Way on both sides of the stream to add an additional degree of protection for the stream. The review of the site for erosion control has revealed no apparent erosion problems. Minor variations from the approved plan were noted, but those appeared not to create any potential environmental problems. It appears that the intent of the erosion control plan has been met, and that additional measures have been added as necessary to protect the environment. If you have any questions or comments, please feel free to call. Sincerely, A.R. LOMBARDI ASSOCIATES INC. 4ec Z A. Richard I;ombardi, P.E. The construction of the subdivision roadway, drainage and sanitary sewer are basically complete. The detention basins have been completed and stabilized. Along both sides of the road there is a 20-25 foot wide disturbed area that has not been fully stabilized yet. As soon as the weather moderates from the extreme summer temperatures, these areas are to be loamed and seeded. Haybales are in position along the roadway to protect the wetlands from silt laden runoff. In addition, haybales are in position at the headwall of the box culvert to prevent silt from entering. The review of the site for erosion control has revealed no apparent erosion problems. We expect the final stabilization of the site to be completed early this fall. The construction of the subdivision roadway, drainage and sanitary sewer are complete except for the installation of the final course of pavement. This work will not require any additional erosion control measures. In addition, the disturbed areas adjacent to the roadways and in and around the detention basins have also been planted and are basically stabilized. Therefore, there are few, if any, erosion control measures required presently. As additional lots are developed, suitable erosion control measures should be installed to help prevent silt from being washed into the wetlands or the storm drainage system. The review of the site for erosion control has revealed no apparent erosion problems. If you have any questions or comments, please feel free to call. Very truly yours, A.R.
