Moran, Jr. , Chairman Inland Wetlands Agency/Conservation Commission 1540 Sullivan Avenue South Windsor, CT 06074 RE: Application #426 Fishman Review Dear Jack: In accordance with the reviewing practice, enclosed are the comments as it relates to the above application. 1. There are wetlands type soils at the rear of the parcel and the plans do not indicate them. 2. An entrance pad to the site should be shown. 3. The drainage system design employs an absorp- tion trench to assist groundwater recharge which is fine. I would like a deeper plunge pool and certainly accessible for future cleaning. 4 . One of the items that staff is encouraging is "the contractor shall notify the Town Engineer at the beginning and end of each step of the construction procedure and shall not proceed with the next step until the Town Engineer has inspected the work" . This does give us a closer handle on the construction. 5 . I would hope that the construction will not involve the total site at one time. The potential of wind erosion could become hard to control. 6 . If an approval were to be considered, a bond of $10 , 000 might be appropriate to assure compliance with their plans . Fishman : At the November 17 , 1986 meeting , the South Windsor Inland Wetlands Agency/Conservation Commission approved with conditions Application #426 , to construct four office and industrial buildings to be located north of Pleasant Valley Road , east of Nutmeg Road South. The following conditions must be adhered to for this permit to be Valid . 1 . The plans must be modified to include: a) Entrance pad to the site b) delineation of the wetlands c) deeper plunge pool d) amend Conservation Plan to include 4 foot Evergreens on the southeast corner of the property next to existing residential homes . 2 . The contractor shall notify the Town Engineer at the begin— ning and end of each step of the construction procedure and shall not proceed with the next step until the Town Engineer has inspected the work . 3 . Construction must not involve the total site at one time to prevent wind erosion . 4 . My comments of November 10, 1986 would still be applicable. rem #5 could be expanded upon in that there are two distinct con- i.ruction phases; the building and the utilities, and parking lot. Tjiey can be built substantially without involving each other, they use separate crews. I would ask that the gravel base or even the i binder be installed before the building permit is issued.
