Kevin F . Rennie , Chairman South Windsor Inland Wetlands Agency/Conservation Commission 1540 Sullivan Avenue South Windsor , Ct . 06074 RE: Application Review of Lot 1 of JFI, Commerce Way Dear Kevin: The review comments of the plans submitted March 23 , 1987 , dated 1-29-86 are as follows : On January 27 , 1986 , Application No . 363 was approved with conditions such as "an appropriate overseeding of the entire site must be done during the Spring 1986 to enhance vegetative cover" . This does not appear to have been done . With one of the previous applications within this subdivision , there were complications with the grading and contours. There should be some assurance that the contours are from a field survey and that the proposed slopes are not steeper than 2 feet horizontal to 1 foot vertical. At two locations it approaches or exceeds a 1 : 1 slope or 18 feet horizontal to 18 feet vertical . It also appears that they propose to sheet flow the drainage off the parking lot down the slope with a rye grass cover . I am confident that the applicant can provide the appropriate guideline passages that show this application . From a construction and safety aspect , they show no berm, fence or vehicle protection at the top of the slope . The site is a little over an acre , together with the slope work , and to have a 6 month time frame proposal to stabilize the disturbed areas is too permissive . The landscaping plan shows the white pine plantings in the access easement. With the modifications that should be made to the plans , and a chance for the last years overseeding to show, it seems premature to have this application heard at this time . Bowen Davies Deputy Town Engineer Town OF South Windsor 1540 Sullivan Avenue South Windsor, Cr 06074 RE: John Fitch Industrial Centre Lot #1 Dear Bo, We are in receipt of a copy of your letter of March 31, 1987 to Kevin Rennie concerning an application review for the referenced parcel. The application is for Frank Smith and Smith Equipment Co. This letter is in response to your first paragraph concerning the appropriate overseeding by JFI Associates. We did an appropriate overseeding of the site after the site had been unwed with a brushhog. The frontage to the east side of Commerce Way was mowed several times last year with a lawn mower. Much of the site that is now bare was under construction through the winter. When the temporary construction camp was moved in March the whole area was graded. Both the electric power and telephone companies excavated on both sides of Commerce Way during the winter. The power company also made an additional road crossing. In addition to the utilities, construction activity continued through the winter on all the buildings on the street. The slopes around the detention basin and the dam were seeded and have been fairly well established. We have experienced no serious erosion problems on our site. If you have further conservation concerns with our site we are available at your convenience to address them. my s, Raymon J. Rennie , Chairman South Windsor Inland Wetlands Agency/Conservation Commission 1540 Sullivan Avenue South Windsor , CT 06074 RE: Application Review - #2 of Lot 1 of JFI , Commerce Way Plans dated 1-29-86 Revised 4-16-87 Dear Kevin: Enclosed are the 3-31-87 review comments and a 4-14-87 response by Mr . Alexander . Perhaps my comments with respect to the overseeding could be harsh , but for the areas outside the 4 approved building sites the only area that visually seemed to respond to the seeding appears to be the immediate detention area . In a year , there appears to be more brown than green . Perhaps fertilizer and lime , as suggested in the "Guidelines" , would help . As indicated on 3-31-87 , I am concerned about the steep slope not exceeding a 2 : 1 . This still has not been adjusted completely . With the existing soils and the proposed slopes , a little construction expertise should be shown on the plans such as benching and compaction to retard slope slippage. There has been no adjustment in the 6 month exposure time frame as requested 3-31-87 . The white pines have been removed from the access way as suggested , 3-31-87 , and although it isn ' t spelled out , I am assuming that the Euonymus will be balled and bagged and a minimum of the 30" - 36" standard - and shall be installed on all of the disturbed slope using 36" C .O .C . slope measurement . It still seems premature to discuss this proposal until the plans accurately depict what the project entails . Very truly yours , A. Inland Wetlands Commission 1540 Sullivan Avenue South Windsor, CT 06074 ATTN: Mr. Kevin Rennie, Chairman RE: Application #469 Inland Wetlands Commission Dear Mr. Rennie: With regards to the subject application which as been pending for some time; we were disturbed that the commission could not find time in it's agenda to vote on this application. The summer adjournment of the commission without a positive vote on this application will have a great financial impact on me personally and my company. We have the Planning and Zoning Commission's approval, we need an approval from your commission to obtain a building permit. To our understanding some engineering changes were required which, were resolved between the town's staff and our engineer. To our knowledge all items were complied with. If we wait until the Inland Wetland Commission returns from summer recess for a vote, we can not start construction realistically until late October. As of this time, we have made commitments for several contractors to start work in early August. We are expecting our steel in late August. The closing for our construc- tion/permanent financing is scheduled for July 31, 1987. As you can see, we have a considerable amount hinging on the commission's vote, notwithstanding the business commitments we have made for late fall and early winter based on the expectation of being in our new location at that time. We also understand that we are not alone in our plight, that there are three other applications before your commissions that have had approval from Planning and Zoning Commission and await a vote from Inland Wetlands. In closing we realize that you have already had at least one extra meeting and we can sympathize that the members would like to get on with their vacations, however, if some kind of meeting can be held to deal with those who have Planning and Zoning approval it would be of great help and save many thousands of dollars of needless expenses. If at all possible, we would appreciate hearing from you as soon as possible. Very truly yoursLA A Frank J.
