Rennie , Chairman South Windsor Inland Wetlands Agency/Conservation Commission 1540 Sullivan Avenue South Windsor , Connecticut 06074 RE: Review of Southridge Estates Application Dear Kevin : This proposal for 7 Lots on a 7 . 5 acre site with a 300 L.F . cul-de-sac will complete the possible development in this immediate area. Over the years this parcel has been cultivated; a town gravel pit and a dump . This should provide a good opportunity to clean up the site and acquire an additional 3 . 7 acres of open space to the abutting 40 acres that we now have . There are no wetlands on the site . My concerns , other than the normal , would be the establishment of the permanent vegetative cover as shown on sheet 7 of 7 of the plans as submitted , complete with lime, fertilizer and seedbed preparation . Perhaps specific wildlife plantings might enhance the area . If an approval were to be considered , the following conditions could apply: 1 . A bond of $5 ,000 to assure compliance with the sedimentation and erosion controls . 2 . The restoration of the open space as proposed . 3 . Using 4" minimum of top soil as required . Grace CERTIFIED MAIL 479 Buckland Road South Windsor , Ct 06074 Dear Attorney Grace : Re : Application #465 - Southridge Estates At the July 20, 1987 meeting , the South Windsor Inland Wetlands Agency/Conservation Commission approved with conditions Application #465 , a 7 lot subdivision located on Nevers Road , as shown on plans prepared by Palmberg & Russo , dated 4/10/87 , revised 4/27/87 , consisting of 7 pages . The following conditions must be adhered to for this permit to be valid : 1 . The plans must be modified to show a minimum of 4" of topsoil cover to be brought in along with seeding to be done to restore the area that has been stripped . 2 . The open space area must be restored as proposed . 3 . We recommend a bond in the amount of $5 , 000 be submitted to the Planning & Zoning Commission to ensure compliance with erosion & sediment control measures . 4 . Three ( 3) blueprint copies of the approved map with all modifications must be submitted to the Inland Wetlands Agency/Conservation Commission prior to commencement of any site work. 5 . Construction activities shall be subject to the approval of the Town Engineer . 6 . The application shall indemnify and hold harmless the Town of South Windsor against any liability which might result from the proposed operation or use . A permit for your proposal was granted, with a bond as assurance of compliance with its sedimentation and erosion control measures. To assist in the review process by the Inland Wetlands Agency/Conservation Commission, whether for a permit extension or specific inquiry request, the provisions for verification through progress reports by the developers/applicant's Engineer demonstrating that each Erosion and Sedimentation control measure has been installed and maintained, in accordance with the approved plan shall be required. It is requested that this verification report be submitted at least two weeks before the regular meeting of the IWA/CC to permit time for the Commissioners to evaluate your project controls .
