Kevin F . Rennie , Chairman South Windsor Inland Wetlands Agency/Conservation Commission 1540 Sullivan Avenue South Windsor , CT 06074 RE: Review of the Podunk Farm Estates Application Dear Kevin : It is my understanding that this concept has had ZBA approval for the two rear lots as proposed so the application can proceed in its normal fashion . The wetlands limits are , as indicated from our map , of the Saco Series , subject to frequent flooding and a very poorly drained soil . The area to be developed contains soils of the Agawam and the Ninigrit Series which run the range from excessively drained to a moderately . permeable type with a seas 1Pnal high water table . Both soils are of a fine Sandy Loam Classification . The only activity that would appear to directly affect the wetlands could be the driveway installation on Lot 6 . The runoff pattern is changed but it essentially still gets to the Podunk River within the subdivision boundaries . The conservation plans show logical locations for the silt fencing , an indication of 3 , 900 cubic yards of fill needed and perhaps a confusing project sequence such as "3 . Begin construction of inlet protection devices , 5 . Complete construction of pavements and the estimated construction schedule for the roadway is 90 days With the soil types indicated on the lots , about 4. 5 acres , that are to be regraded and with their potential for wind erosion , I would look for some indication or schedule on the plans for an immediate replacement of the top soil to the same depths and seeding , showing irrigation if needed , it is not a flat site and they plan to make it flatter . Water runoff erosion isn ' t perhaps as critical as stabilizing the surface . In general , I would ask the applicant to assure the Commission that this isn ' t top soil for sale routine . It was under cultivation for years and could be one option . I would also ask the applicant to explain all the earth moving . For instance , it could take about 2 , 500 cubic yards of the 3 , 900 cubic yards indicated to bring Lot 5 up to the grades shown . I would prefer they work with the lay of the land for home building . /Mr . Kevin F . Rennie 3/31/87 Page 2 If an approval were to be granted on the plans as presented , I would ask for a bond in the amount of $10 , 000 to assure compliance with the following conditions : 1 . The mass earth moving and restoration of the surface shall be completed': prior to the issuance of a building permit . 2 . The plans shall be modified to include the time frame for the mass earth moving and the seeding detail , especially for outside the planting season . Very truly yours , A . There was some debate on the plan with respect to the entrance of Lot #5 which abuts up against the 100 year flood plain and whether" or not this was an appropriate location for a driveway. We would like the Planning & Zoning Commission to take a careful look at the proposed driveway when considering this application. Sincerely, " E G tti Jane Goodwin John M.
