Eric Scherer, Resource Conservationist, USDA S.C.S. RE: Proposed plans for Morgan Farms, Sullivan Avenue, South Windsor The following comments/recommendations are based on plans dated 2/1/85. 1) Proposed grading should be shown on final plans. 2) At erosion and sediment control measures should be on final grading sheets. 3) A temporary seeding schedule should be implemented for any areas left bare up to 60 days, and a permanent schedule for those areas left unvegetated more than 60 days. If seeding is impossible, mulch should be applied at the rate of 2 tons per acre. 4) A complete set of stormwater drainage computations should be provided for both existing and future conditions. Of special concern Is the detention area and correspond€-rig culverts on lot 1. 5) Filling on lots 6, 7, 8, 9, 14, and 15 should not cause any major detrimental effects to wetlands Af filling and grading Is kept to the minimum amount needed for siting of a house and utilities. 6) Establishment of conservation easements Is, suggested for ail potential detention areas and associated drainageways and culverts. 7) It would appear that the existing drainageway in the area of lot 50 and the - right-of-way between lots 9 and 10 would need to be relocated based on the proposed locations of streets and houses. A detailed proposed grading plan would be needed to adequately assess possible negative Impacts to wetlands in this area. 8) The proposed plans indicate some regrading within the wetland areas. - Rather than disturb existing wetland areas, It Is suggested that regrading be limited to outlet areas. 9) The accompanying- IimitatIons-chart should be considered in final development decisions. The District Is available, upon request, to review revised plans. John Moran Jr. , Chairman - Inland Wetlands Agency/Conservation Commission Town of South Windsor Dear Jack : Re : Morgan Farms Preliminary Review Enclosed is a copy of the review of the above proposed subdivision by the Hartford County Soil and Water Conservation District . The soi- _vne and the chance of elevation with respect to the Item 5 co::meat is appropriate Pretty much for the entire site and for the construction phase . Items that perhaps need urther review or detail would include : 1 . The entrance pad should be delineated on a plan together with a description of material . 2 . Stockpiling should be shown together with the seeding per E & S Standards . 3 . It is noted that 800 of the site is wooded . Consideration should be given to locate some of the significant trees or areas that would or could be preserved . 4 . The storm sewer outfalls should be adjusted perhaps to an area that can be more readily maintained by the Town forces . More use of oiler_ swales with the appropriate seeding might be more acceptable . 5. With the wav the narrative reads , it is presumed that everyone involved with earth work will have the E & S Handbook. Again, this is a short review, and I am assuming that someone from the Commission shall review their proposal . Very truly yours , i ►i vvv /( V A. Shepard Trust with regards to the conveyance to the applicant of the cul-de-sac area to be created on the present Trust land in the event that your Commission grants approval to the above subdivision. I note in your letter of December 13th, that at the meeting on December 9th, the Inland Wetlands Agency denied, without prejudice, our application 329 for the Morgan Farms Subdivision. I hope the enclosed agreement will satisfy the Commission that, in fact, the applicant does have the legal right to construct the improvements in the cul-de-sac area as shown on the application maps. I understand that it was our failure to submit the enclosed agreement to you prior to your meeting of December 9th which resulted in the denial without prejudice. Please accept our apologies for our failure to submit the agreement in a timely fashion. Unfortunately, we were unaware of the fact that our application was going to be up for consideration at your December 9th meeting, otherwise, I would have had the agreement into you prior to that meeting. I also appreciate the problems which your agency has had with KUEHN, CAVANAUGH AND CUMMINGS, P.C. Page 2 regards to such notifications as a result of your being without a secretary for your Commission. In view of the fact that all necessary documentation had been submitted to the agency, and that the public hearing and all other necessary procedural steps had been completed in order for your agency to give full review of our application, I would appreciate your, at your January meeting, reconsidering your denial without prejudice of our application, and reinstating our application to your agenda for consideration at your next meeting in January. I believe all other documentation required by your agency has now been submitted. If there is anything else which you need in order for your commission to give full consideration to our request, I would appreciate your advising me in order that we can ensure that you have all information required in order for the commission to render its decision with regards to the merits of our application. I would appreciate your placing our application again on your January agenda for reconsideration of your December 9th action in order to avoid the procedural delays which would result in the event we were required to resubmit our application all over again. The subdivision is actively in pursuit of phase I completion. I believe the Commission will find all activities within your approval. However, there is one concern I would like to address with the Commission, and ask I might be placed on the agenda. The narrative on the accepted site division plan did not properly reflect activity as it should have. I have submitted a revision of this activity and wish to present such to the Commission. Please find the enclosed material on this subject. Thank you for your consideration. ZS-4erely, V Richard Kelley CC Deputy Engineer, A. Kelley RSK-Kellco 1750 Ellington Road So. Windsor, CT 06074 RE: Morgan Farms Phase I Sediment & Erosion Control Dear Mr. Kelley: I met Bruce on the site this morning as he was headed out with the Bobcat to clean the silt off the street from the week-end rain. It is rather obvious that 20 or so haybales placed at the catch basins , the silt fence with 4" of daylight under it, or the couple of hours spent in this effort produced any impediment in the silt runoff. At our meeting last week, I thought measures were suggested, such as, install a berm or filtration area at the bottom of the swales where the runoff from the lots is concentrated. Today, these locations can be readily seen and should be addressed as per the Planning & Zoning letter of January 23 , 1987 . Very truly yours, A.
