PAGE 10 SOUTH WINDSOR INLAND WETLANDS AGENCY/CONSERVATION COMMISSION
Application #389 - Partridge Meadow Subdivision continued:
Mrs . Visgilio, who ownes the abutting property south of the
subdivision on Avery Street was present to state her concerns .
Her problem being that the run off from the property being
proposed and from Country View Estates has ruined her driveway.
She stated she realized they had nothing to do with Country View;
however , she appeared before this commission with Country View
and was promised all kinds of things that never came to pass .
She said it' s becoming increasingly worse . She is very concerned
about what is being proposed and what will be done to solve her
problem.
Mr. Pronovost stated that what this project is going to do is to
take all run off coming. from this subdivision into the storm system,
bring it across Country View, onto Country View Dr. and into the
detention area, therefore eliminating the majority of the water
she is getting on her driveway.
Mrs . Visgilio also commented on the area where the detention basin
is presently located. She stated it use to be a beautiful lot; now
it' s nothing but excess loam and weeds . She also felt that the
other project never finished with what they started, and now they
want to build more !
Mr. Pronovost stated he couldn't speak for the other project, but tha-,_
this is a totally different builder.
Mr. Gerlt stated he was not happy with the way the detention area
looked either and that he has plans to move the mound of topsoil
presently in the way of the area to be improved. Some of it to
be used for landscaping. Mr . Gerlt said with his previous reputation
and also - the reputation of LaCava, they will make that area look
better.
Mr. Moran asked Mr . Gerlt what approval he was looking for other
than the modification of the detention basin and the spillway?
Mr. Gerlt stated he is before this commission for the conservation
plan; in regards to the wetlands , this focus ' s around the detention
basin and spillway for drainage , as their is no wetlands on site
other than this area; approval for the 80 lot subdivision. He said
this project will not have any phases , however , the first thing to
be done will be the modification of the detention basin and spillway.
He. also stated if approval isn' t granted shortly, T&M Builders will
do the work on -the basin, otherwise it will be done as part of this
project.
Mr. Gerlt stated that they are still awaiting approval from DET to
rebuild the dam and move the spillway. He said they already recei- c
permission from the Electric Light Company to rebuild the swale
across the street to rip rap it, which will partly impact their
property with the drainage easement .
PAGE 9 SOUTH WINDSOR INLAND WETLANDS AGENCY/CONSERVATION COMMISSION
All voted in favor . Unanimously carried.
7 . Application #389 - Partridge Meadow Subdivision - Southeast
corner of Avery St. and Dart Hill Rd. and Avery St. Detention
basin. Construction of 80 lot open space subdivision and
modification of existing Avery_ St. detentention basin. No wetlands
involved.
Attorney Wayne Gerlt was present, as he is the applicant and the
possible future owner of the parcel being presented for the sub-
division and the open space . Land is presently owned by T&M
Building Company.
Mr. Gerlt stated that the homes would be constructed by LaCava
Construction Company. 80 lot subdivision, a total of approximately
55 acres , and approximately 10 acres for the open space that will
be deeded to the town, located at the corner of Lawrence and Dart
Hill. The town is proposing using this land as a town park.
There are no wetlands on the site.
As part of this project, the detention basin which is located across
Avery St._Iwill be modified and brought up to the requirements to
handle the drainage from the proposed subdivision. Mr. Gerlt stated
this was easier then to build another detention basin, (there are
already two in that area for the town to maintain) . It made no
sense to them to build a third across the street. He stated that
the town had some difficulties with the present detention basin
anyway with the outfall structures and a few other things , so that
in renovating the original one, moving the spillway and rebuilding
that entire dike, it will improve that situation and make it accom-
modating for the drainage in this site also.
Mark Pronovost from Lombardi Associates was present to answer any
questions in regards to the modifications .
Mr. Gerlt stated that these plans have already been sent to the
Soil Conservation Service with a request that they review them
as to the dam. DEP has also been advised. He stated that the
Soil Conservation Service will also give them comments on the
Conservation Plan. To date , replies from the Soil Conservation
Service and DEP had not been received for the commission to review.
Mr. Pronovost stated that the detention basin is designed per the
recommendations of the town staff; internal drainage piping designed
based on a 10 year storm except for the main culvert leading to the
detention basin which is designed to carry a 50 year storm. He
stated a drainage flow report has been submitted with the application
He stated per the town staff , they have been asked to install a
a catch basin on the top of the slope, at the bottom of the slopes
at the road and then a structure to reduce the rate of flow coming
out onto Dart Hill Road to prevent erosion. The flow from this
structure on the other side of the street will flow onto the town
open space, near Mountview Estates .
art_idce Meadow Review:
This proposal is extensive. If it is approved, it will have to
be in sections. My review will be based on phases or sections that
appear logical to me.
Phase I - Darn Restoration and Spillway Installation.
During the rainstorm last August, the emergency spillway suffered
some damage. The revised location is in keeping with staff recom-
mendations.
1. There are no wetlands on the site.
2. There should be a realistic time frame for just this operation -
week, month, year? This should include appropriate erosion and
sedimentation control seeding to completion.
3. Construction limits have to be shown.
Phase II - Detention Basin Enlargement & Dike Relocation - same as above
1. No wetlands.
2. Time frame for this phase.
3. Quantity of earth removal and where is it going?
4. The existing top soil pile by pole 26863 came from the detention
basin. It should go back after the excavation.
5. Erosion. and Sedimentation at outfall.
6. Construction limits have to be shown.
7. 54" pipe has to be extended per Country View Phase I.
8. There should be some restoration in the open field.
Phase III, IV, V, VI - Subdivision of 80 lots
1. Our map does not indicate wetlands on the site.
2. This is where the phasing and/or working limits have to be
established. The potential of 54 acres plus the detention
basin under construction at one time is objectionable.
3. Set definite limits and time schedule that contractor will
work by.
4. There is still some discussion about storm drainage from within
the subdivision. This technically does not come under commission
per view but "if you don't mess it up, you don't have to clean
it up. "
5. The plans show minimal improvements to Avery Street and Dart Hill.
The mess that is out there now is a product of a quick approval
and we will fix it later. The improvements have to be shown
and done prior to issuance of the first building permit.
6. The narrative is to be on the plans. Page 1 Subdivision Site
Erosion Control - Hay bales will be there prior to any construc-
tion.

RE: Patridge Meadow Detention Pond
Dear Walter:
In response to your concern about safety of the detention pond outlet
as far as small people are involved, we too are interested in people
preservation.
From their drainage report, there is about 100 acres of watershed feeding
this detention area. A two year storm is about 3,-" of rainfall in a
24 hour period and would according to design, fill the pond area about
5 feet. I realize that lesser storms would not be a straight line re-
duction, but for this issue, it would be adequate. A simple thunder
shower could perhaps deposit z" of water that would cover the outlet
pipe but the amount of suction as far as small people are concerned,
would be minimal. You have no doubt been on a golf course or in a boat
during such a shower. The discomfort realized by being wet all over and
chilled would be the same for children. I don't really expect that a
beach atmosphere of fun and games under those conditions would encourage
the pipe as a playground.
To install fencing or similar retardants to the water flow would only
tend to be an attractive collector of kids and or rubbish. I would also
expect minimal maintenance by the town to more encourage the passive
recreation atmosphere and discourage traffic to the pipe. Agreed,
we should be cognizant of out of sight dangers to small people. If I
was to . recommend something , I don' t believe reinforcing iron bars should
be used as the cage over the outfall structure. The response doesn't
protect the kids; I think alternative is less desirable.
Very truly yours,

Dear Sir:
Re: App. #1144 - Partridge Meadows
Please be advised that the Planning & Zoning Commission voted
unanimously to deny the above application for an open space
subdivision in an A-30 zone, consisting of 80 lots, located
at the southeast corner of the intersection of Avery Street
and Dart Hill Road. The reason for denial was the extremely
high density and street configuration, which coupled with the
fact that the open space area and detention basin are off-site,
would have created a subdivision which is too crowded and
congested.
Yours very truly,
PLANNING & ZONING COMMISSION
