Construction and site preparation for the Strawbridge Condomi-
niums, Phases 7 and 8 is to be done according to the following
schedule:
1. Mark the trees to be saved; remove only those trees required
for construction.
2. Install hay bale checks and filter fabric silt fence as in-
dicated on the drawings.
3. Construct Retention Basin #3: (originally part of phases 5&6 )
After limited clearing and grubbing the first step in con-
struction of the retention basin will be placement of a line
of staked hay bales and filter fabric silt fence along the
outlet side of the outlet pipe and the toe of the slope of
the future dike. Before the dike is built, a 24" RCP outlet
pipe will be laid from Type "C-L" catch basin to a permanent
plunge pool. During construction the lower 6" inlet pipe
into catch basin will be plugged, so that water will have to
pond at least three feet before exiting. This will cause sand
and silt to settle out above the inlet.
After the slopes of the basin have been brought to final
grade, spread topsoil to a minimum depth of 4 and seed as
follows :
Ky 31 tall fescue and red fescue (50% seed mixture) ; seeding
rate of 2 lbs. per 1000 s. f. ; seeding dates April 1 - June
15 & August 15 - September 30.
4. Clear remainder of the site within limits of proposed con-
struction of phases '7 & 8. No regrading is allowed within
15 , from southerly and easterly construction limit line as
shown on dwg . 21M/A.
5. Strip topsoil and stock pile loam. Seed topsoil in piles not
over 10' in heights with maximum side slopes of 2:1.
6 . Cut &fill as required to grade the site. Provide temporary
cover for those areas to be exposed in excess of two months.
7 . Install storm sewer systems (to retention basin No . 3 ) •
8 . Install sanitary sewers and appurtenances .
9. Install domestic water, fire protection lines and all appur-
tenances.
10. Install base & paving materials in road, drives & parking
areas.
11. Loam, fertilize and seed all disturbed areas in accordance
with permanent ground cover specifications as noted in
"Guidelines for Soil Erosion and Sediment Control" by the
.Connecticut Council on Soil and Water Conservation dated
January 1985.

RE: Application #403
STRAWBRIDGE CONDOMINIUM
Dear John:
This application is for the final phases of the Strawbridge
site. There have been a number of modifications or improve-
ments since the initial proposal. Primarily, the buildings
and/or limits of construction have been moved back or away
from the top of the slope.
Recommendations from staff would include, but not limited to:
1. Modify the sediment and erosion control narrative
to accommodate Phases VII & VIII .
2 . Assume wintertime construction. Provide appropriate
Erosion & Soil Regulations.
3. If approval is granted, a Conservation Bond of
$10,000 is suggested to assure compliance with
their conservation plans.
Very truly yours,

Dear Mr . Krohn:
RE: Strawbridge Condominium
The South Windsor Inland Wetlands Agency/Conservation Commission is
alarmed by recent developments at Strawbridge . In particular we are
deeply disturbed by the failure of retention basin number 3 .
Furthermore , the construction site to the north of that basin betrays"
• an abandonment of care in carrying on construction activities .
Therefore , I request , on behalf of the commission , that you appear at
our March 16th meeting to explain recent events on the site .

RE: Strawbridge on site meeting of 3/17/8'7
A brief summary of items discussed with respect to the sedimentation
and control measures to be implemented.
Present were:
Terry Supple , Strawbridge
Arnold Sbarge, Esq. & Associate
Donald Kasheta, Kasheta Farms , Inc.
Edward Kasheta, Kasheta Farms , Inc.
Kevin Rennie, Town of South Windsor, IWA/CC
Betty Warren, Town of South Windsor, IWA/CC
Bo Davies , Town of South Windsor, Public Works
1. Strawbridge is responsible for the implementation of the erosion
and soil controls . .
2 . Kasheta Farms Inc. shall be their agents to install and maintain
all the erosion & soil controls .
3. Other than the house keeping grading, the initial item to be
f built and stabilized will be the retention basin #3 in accord-
ance with the approved plans.
14 . The next in importance was to remove by hand the majority of the
silt in the water courses within 100 ' of the Mill Pond.
5. Regrade the area in front of the buildings to restrict vehicles
to this area and to control the runoff in this area.
6. The area between the rear of the buildings and the snow fence
and/or berm shall be protected from vehicle traffic and from
roof and surface runoff. Special care will be given to where it
starts down the slope. This refers to Phases 5 , 6 , 7 & 8 .
7 . The silt fences and hay bale berms shall be checked for failures
and possible replacement.
8. Kasheta Farms indicated that they would maintain the erosion &
soil controls especially prior to a rain forcast and start the
loaming and seeding early in April.
Again, this is a brief summary of what I believe to be happening on
the site now.
