A check of town hall records indicates that you do not have a permit for depositing such fill. Removing or depositing fill in wetlands areas requires a permit .from the Inland Wetlands Agency/Conservation Commission (Regulation _4. 1 c) . Any work done without first obtaining such permit is illegal and may result in fines and/or penalties as provided by Connecticut -State Statutes . We request your cooperation in this matter. Based on the MDC and Sewer Topo sheets, it would appear that any filling would just transfer the standing water to * another spot or an abutting property. The filling would be into the wetland. Dear Mr. Bolles: At the September 15 , 1986 meeting, the South Windsor Inland Wetlands Agency/Conservation Commission approved with conditions application #407, to fill the rear of your property. The following conditions must be adhered to for this permit to be valid: 1 . No additional fill will be brought in. The present fill on property should be cleaned out of contaminants (i.e. , black top, building debris) so that what is being used is considered "clean fill" , (defined by the Department of Environmental Protection, Section 19-524-2 #15, "clean fill means natural soil which is not in terms of leaching and does not pose a pollution threat to ground or surface water") , and utilized to fill the existing depressions within the area that was presented on the plan. 2 . Construction activities shall be subject to the approval of the Town Engineer. 3. The application shall indemnify and hold harmless the Town of South Windsor against any liability which might result from the proposed operation or use. 4 .
