RE: Rent-A-Space - Application #414 Review
Dear Jack:
This proposal is for the construction of the last two of the eight
units that were approved on June 21 , 1976 . Although the two buildings
are wider than proposed, the total impact is about the same. There
are no wetlands on the site, as indicated. The area where the
buildings are going is the typical sand for Chapel Road and perhaps
building on it will stabilize it some. Their proposal is not dif-
ficult, but it should include some time frame.
If the commission is of a mind to approve the above application,
conditions could include:
1 . A bond of $2 ,500 to assure compliance with this and previous
approvals.
2 . A realistic time frame - i.e. 3 months - 6 months - 4 years - etc.
3. A copy of the detention pond As Built Plan should be included.
Staff has no further input into this proposal.

At the October 20, 1986 meeting, the South Windsor Inland Wetlands
Agency/Conservat-ion Commission approved with conditions application
#414, to construct an additional 22,500 s.f. rental storage space on
Chapel Road.
The fo.Ilowing conditions must be adhered to for this permit to be
valid:
1. *he plan should be modified to show construction time
schedule.
2. A copy .of the detention pond As Built Plan should be
submitted.
3. Construction activities shall be subject to the approval
of the Town Engineer.
4. The application shall indemnify and hold harmless the Town
of South Windsor against any liability which might result
from the proposed operation or use.
5. We recommend. a bond in the amount of $2 ,500 be submitted
to Planning & Zoning Commission to ensure compliance with
the conservation plan.
6. The permit is valid for one year and shall expire October
20, 1987.

Please be advised that the Planning & Zoning Commission voted on
November 3 , 1986 to approve the above application for a site plan
of -development for property located on the north side of Chapel
Road , in an I zone , as shown on plans prepared by Lucek
E'hgineering Associates , dated 6-16-86 , subject to the following
motifications :
1 . The plans shall be modified as follows :
a. Vertical data reference should be shown on the plan ;
b . MDC or CGS coordinates should be supplied ;
C . Reference to the flood plain should be noted ;
a . The gravel drive shall be removed ;
e . The word "proposed" shall be removed from the plans ;
f . All spelling errors shall be corrected .
2 . A substantial number of additional trees shall be added along
Chapel Road , subject to the Planning Director ' s approval ,
- prior to issuance of a building permit .
3 . A bond in the amount of $10 ,000 shall be submitted to ensure
completion of the detention area , landscaping and compliance
with the conservation plan .
4 . A bond in an amount to be determined by the Town Engineer
shall be submitted to this Commission in the event
landscaping and seeding is not completed .
S . Approval must be obtained from the Fire Marshal .
6 . As-builts of the detention area must be submitted to this
Commission .
7 . Prior to commencement of any site work , a meeting must be
held with Town Staff .

8 . No building permits will be issued until the final mylar
has been filed in the Office of the Town Clerk .
9 . This approval is subject to the conditions of approval of the
Inland Wetlands Agency/Conservation Commission .
A black and white transparent mylar of Sheet #1 and #2 , together
with two blueprint copies , shall be submitted to this Commission
to be stamped and signed . The letters of approval of the Inland
Wetlands Agency/Conservation Commission and this Commission must
be reproduced on the mylars . After the mylar has been signed it
will be returned to you and must be filed in the office of the
Town Clerk within 90 days .

Gentlemen:
Section 4. 13. 6 of the Zoning Regulations, Conservation Plan (a
copy enclosed) establishes the criteria for such a plan and a
method of monitoring its application. A permit for your proposal
was granted, with a bond as assurance of compliance with its
sedimentation and erosion control measures. To assist in the
review process by the Inland Wetlands Agency/Conservation
Commission, whether for a permit extension or specific inquiry
request, the provisions for verification through progress reports
by the developer' s/applicant' s Engineer demonstrating that each
Erosion and Sedimentation control measure has been installed and
maintained, in accordance with the approved plan shall be
required.
It is requested that this verification report be submitted at
least two weeks before the regular meeting of the IWA/CC to
permit time for the Commissioners to evaluate your project
controls.
