Moran, Jr. Chairman, IWA/CC 1540 Sullivan Ave. South Windsor, Ct 06074 RE: Plum Ridge Condominimum Phase III - Application #417 Review Dear Jack: In accordance with the review practice, enclosed are the comments as it relates to the project. This proposal came before the IWA/CC in conjuntion with the overall project where 35 ,000 cu. yds. of fill was to be removed from this area, then designated as Phases III & IV. It is now just Phase III. During the design meetings with the application, they were asked to topo the site and to give some indication as to how much borrow or fill would be required. They have already taken 16 feet out of new road area based on the first approval and now they want 4 more. Justify it. Building No. 10 is built into the CL&P slope with the new plantings. This seems excessive. The drainage across Ellington Road is not practical. If they don't have the rights on the Parkview South side, which is cheaper and more efficient, then produce documentation to discharge it across the street. Item 3 of the E&S control notes "land disturbance will be kept to a minimum; restabilization will be WI scheduled as soon as practical ' . This didn't work on Phases I & II. fQCX. What makes one think it will work this time? appears that all the items 1 through 10 in the E&S Control Notes will be in place before building construction. I need a verification that this is so. These are just a quick review. If it approaches a bonding number, $10 ,000 would be appropriate. Very truly yours , A. B.
