Moran, Jr. , Chairman Inland Wetlands Agency/Conservation Commission 1540 Sullivan Avenue South Windsor, CT 06074 RE: Application #423 U & R Construction Co. , Inc. Lot 22 , Rainbow Hills Subdivision - Review . Dear Jack: In accordance with the standard review practice, enclosed are the ~ comments as they relate to this proposal. The developers proposal for the subdivision, in 1985, was essen- tially that the pond would remain as a viable water body and that the existing house would be altered to comply with the current standards . With the utility installation in the roadways, it appears that the springs that fed the pond have been diverted, and the water source eliminated. Now to eliminate a liability and an ugly situation, the plan indicates they propose to fill it in. The plan, as submitted, does provide a drain out of the ponding and substantial grading of the whole lot. In general, I am not opposed to what is proposed. It would be an improvement in the subdivision. Specific concerns that I have are: 1. The house placement - which is not a IWA/CC concern. 2 . The lot does have a few mature trees. It appears the whole lot is to be graded, disregarding existing veg- etation. If the construction is to be as shown, and as per Item 1 in their grading and seeding applications, 'bL11 graded or disturbed areas, including slopes, shall be protected during clearing and construc- tion in accordance with the approved sediment control plan until they are permanently stabilized. " John M. Moran, Jr. November 5, 1986 RE: U & R Construction Rainbow Hills Page 2 . - At this time of the year, it does present a problem. I would hope that perhaps an on site inspection with the excavator and/or builder prior to excavation could minimize the areas dis- turbed and to- be restored. If an approval were to be granted with conditions, a bond of per- haps $2 , 500 should cover the erosion and sediment control phase. Very truly yours, A. Mr. Gerlt' s summary of items to be done will have a minimum impact on the wetlands. There are 5 vacant lots waiting for houses which are still subject to the approved conditions as they relate to sedimentation and erosion control that falls under this bond. Rennie, Chairman Town of South Windsor Inland/Wetland/Conservation Commission 1540 Sullivan Avenue South Windsor, Connecticut 06-074 Re: Rainbow Hills Dear Mr. Rennie: As the developer of Rainbow Hills I do not believe an extension of our permit is necessary at this time. Thank you for your letter informing me that the permit will expire in July of this year. After discussing the matter with my engineers and Mr. Davies, I have concluded that the only activities remaining being: final paving of the street, replacing of curbing, and completion of approximately fifty feet of sidewalk as well as the replace- ment of any broken flags, and the planting of trees and placement of merestones and pins on the lots, leaves me with no regulated activities. None of the mentioned activities will be occurring in or affecting any wetland areas and none of those activities will require the further disturbance of soil, other than the planting of two trees on each lot which will be a minimal disturbance. Therefore, in view of the fact that I have no lots remaining and have no authority to enter any of the lots which the builder has sold, I request that a relearn of the bond be considered at this time.
