Rennie, Chairman South Windsor Inland Wetlands Agency/Conservation Commission 1540 Sullivan Avenue - South Windsor, Connecticut 06074 ,RE: ADMIRAL SELF STOR II Application Review Dear Kevin: The plans as submitted December 19, 1986 have minor modifications from those ubmitted in March. The additions or changes I would ask for would incluVe building finish floor elevations, pavement limits and grading and/or drainage. After visiting the site with the plans, I would suggest additional modifications such as: 1. Show the entrance and exit as it is today. 2. Under the "special note" in the narrative, "the area to the east of building D is protected by a conservation easement. No clearing or construction activity will take place in the area" . The current application neglected to show the fill placed in the conservation easement from Phase I, or the new foliage line, or the drainage problems or how they intend to remove this dirt and restore it to the wild life habitat that was there in March 186. 3 . All permanent seeding will be done prior to Sept. 1, 1986 . The .germination and growing season must have been poor 4. The detention pond was full to overflowing from last weeks rain. This was not a 100 yr. storm, perhaps the capacity should be checked. Also the sides are not stabilized and in a wet pond, sluffing or bank erosion can shorten its life. r Mr . Kevin F. Rennie Admiral Self Stor II Application Review Page 2. 5 . At the March meeting, a question came up about the storm sewer line from the pond; a location of this line should be on this plan. 6. The plan calls for 85 white spruce trees around the pond. They aren't there. 7. The narrative calls for the wetlands area to have a seasonal high water table. A week after the rain, it is still high and running into the wet detention pond. This will not affect buildings on a slab but a method of getting the water from east to west should be considered and shown. It s ms premature to hear a request for new buildings when it really shou be fora plan showing earth removal and a restoration of the wild life abitat. Very truly yours, A. Woodcock CERTIFIED 14AIL Attorney at Law 395 Buckland Road South Windsor, Ct 06074 Dear Attorney Woodcock : RE: Application #438 - Admiral Moving & Storage - Sullivan Avenue At the February 9, 1987 meeting, the South Windsor Inland Wetlands Agency/Conservation Commission denied without prejudice application ##438, to construct two additional buildings at property located on Sullivan Avenue for the following reasons: `1. The Conservation Area was excavated illegally, therefore, it must be restored. 2. Recalculate the capacity of the detention basin and submit a report to the Town Engineer for review. The basin must also be planted, seeded, or mulched by spring. Once the above has been met, you can reapply at that time. Very truly yours, ". Gmnvuz Kevin F.
