The soils as shown are consistent with the soils book, but in - reality it is a filled in site. This has been done over years and has no adverse effect on the site. In ividual items would include: 1. Locate the fuel tanks; consider their removal. 2 . There has been a drainage problem in the past, along the Northerly Boundary. With the install- ation of 4" topsoil, per plan, grading in this area should take this into consideration. 3. The stormwater runoff should be addressed. If an approval were to be granted, a $3,000 bond would be appropriate. Very truly yours, 3 0 A. Bowen Davies Deputy Town Engineer ABD/jsv CC: Andover Equities Michael J. Kevin Rennie , Chairman Inland Wetlands Agency/ Conservation Commission Town of South Windsor, CT 06074 Dear Mr . Rennie: Re : Application of Andover Equities for office development of property known as the Old Firehouse, South Windsor , Connecticut In response to the request of the Commission concerning the requirement of a drainage easement across properties of Straw- bridge Condominium, I wish to offer the following information: The site plan as drawn and.- proposed by our office shows drainage from - the Old Firehouse property being contained .in a new on-site piped system, connecting to an existing drainage system in Foster_ and Ellington Roads . This drainage system ultimately ld ai.ns to detention basin #1 at the Strawbridge Condominium C mpl.ex by way of an existing swale across the South Windsor fire adquarters property. The flow from the Old Firehouse site (approximately 4 c . f . s . ) will. not adversely impact the existing pipe system in Ellington Road , nor the capacity characteristics of detention basin #1 . Some of the flow from the Old Firehouse property drains through the system in question under present conditions . At the time that the Strawbridge Condominium Complex was approved by the Town of South Windsor , a full , perpetual , and permanent drainage easement was granted in favor of the Town for the same drainage system as previously described. A copy of the recorded , and - identicalearliereasement is herewith attached. You will note that no restriction was placed on the amount of sur- face_ drainage that may flow through the easement. The attached map shows the location of the easement. The purpose of this letter is to confirm to you, as well as the 'Commission, that the easement being requested is already on file .
