Rennie, Chairman Inland Wetlands Agency/Conservation Commission 1540 Sullivan Avenue South Windsor, CT 06074 RE: Mountain View Estates, Section 5 Application Review Dear Kevin: This is the 5th of 6 Sections of the Subdivision of which all or portions of 18 of the proposed 34 lots fall within the Wilbraham Soil Series which seepage and runoff collect and is poorly drained. These soils were located by the New England Environmental Service and are substanially as shown in the soils book. For all intents and purposes, the roadways have been roughed in together with storm, sanitary, water and gravel as per Section 4 approval. During and since this construction, concern has been expressed about the large quantity of ground water coming from the north, basically, and for tree preservation. The plans indicate about 3 feet of fill through the wettest area and the front 100 ' shall be void of trees. It is also my understanding that plans showing drains for the area are to be submitted. Note #9 on Sheet 6 indicates, "all significant specimen trees 12" or greater in diameter will be protected whenever possible" , is a fine proposal. It seems the plans should show all the 12" diameter or greater trees that will be protected as shown on Sheet 10 , on the plans. The areas of concern notes on Sheet 11, No. 1 "outlet into existing detention basin", needs some explanation. Forty feet of rip rap never has been a concern before. Item 2, wind and water erosion is a natural concern. Identify on the plans what method they will recommend and practice in Section 5 to provide wind and water erosion. For instance, I want all disturbed areas sodded, as shown as an option on Sheet 11. Mr. Kevin F. Rennie - 2 - April 8 , 1987 RE: Mountain View Estates A concern that has not been addressed is the ground and surface water runoff and the tree preservation. If an approval were to be considered, a bond in the amount of $25,000 could be appropriate and should be deposited with the town prior to any further work and subject to the following conditions: 1. Modify the plans to show methods of handling the water runoff. 2. Modify the plans to show all the significant trees 12" diameter or greater. 3. Modify the plans to show .the sedimentation and erosion controls they plan to use. 4. Submit 3 sets of the modified drawings as approved prior to further work on the site. 5. Modify the plans to show a typical sedimentation and erosion control plan to use for a building permit plan. Very truly yours, A. These plans are as requested in a letter dated 5/22/87 from the Commission to our client, JMJ Construction Company. These plans depict the approximate areas in which trees could be saved within the designated wetland areas..based on tentative house and driveway locations. The--lots, with existing- trees affected by the wetlands, are #131 , 132 133, 134, 135, 137, 138, 139 and 140. It is my understanding that with the submission of these plans, the application will be placed back on the agenda for the Commission's meet- ing on Monday, June 8th. Also reviewed were Sheets 1 through 6 and 8 through 15 of 15 dated 4-16-86 and Sheet 7 of 15 dated 4-17-86. --- Lots which contain significant amounts of wetlands soils, as mapped on the subdivision plan are: Lots 1321, 133, 134, 138, 139, 140, 148, 149, 1501 152, and 153. -- This wetland mapping should be verified as substantially correct on the plans by the soil scientist who flagged it. Due to the small lot size, construction of homes on these lots is likely to permanently alter the wetland area. -- Substantial filling and subsurface drainage are likely to be necessary to construct homes in the wetland areas, if the lots containing wetlands are approved. --- Of the lots with wetlands, the potential of constructing homes in norr-wetland areas exists on only two lots, 139 and 140. If these lots are approved, home construction could be limited to non wetland areas on these lots. --- A copy of the "Connecticut Guidelines" section on vegetation- establishment is included in the erosion and sediment (E&S) control plan. The actual vegetation to be planted is not shown but should be included. Areas to be mulched and sodded are also not shown but these measures are described,in the E&S plan. --- A sediment barrier is needed downslope of the existing disturbed land on Lots #124 through 126 and proposed disturbance of Lot 127. O The Soil Conservation Service `J is an agency of the Department of Agriculture MOUNMOVIEW - SBCTION 5 PAGE 2 -- The tesrrporary stock pile area on Sheet 9 of 15 is shown in the wetland area4 If this wetland is to be preserved in the approved plans, this location is unsuitable. If the wetland is to be filled in the approved plans, this location is suitable. --- A stock pile currently exists on Lot 136 which has none of the E&S controls mentioned in this plan. --- It will be very difficult to save any substantial number of trees on the approved lots due to the small lot size. By flagging off areas of the building setback, and keeping equipment out of these areas, some trees could be preserved. A copy of the "Connecticut Guidelines" section on Tree Protection is provided for your information. Tree protection could be included in the erosion and sediment control plan.Trees to be preserved should be shown on the site plan. Lots 137 through 144 have a narrow line of trees along the road which could be preserved except for driveway areas and the ± 20 foot setback which has been cleared along the existing road. Lots # 127 through 135 are currently wooded except for the road setback. Some tree clearing has already occurred on Lots 136 and 137. -- Land grading and disturbance activities have already begun on Lots 124 through 126 and Lots 145 through 157. ,ownrFq Hartford County Soil and Water Conservation District 1101 KENNEDY ROAD • ROOM 105B • WINDSOR, CT 06095 • 688-7725 TO: Kevin F. I have enclosed the report submitted to me by Kathy Hanford, USDA-SCS on the above mentioned subdivision. The following additional comments are offered for your consideration: 1. It is our experience that allowing construction on subdivision roads before wetland permits are granted for the rest of the site can cause problems. Often more construction takes place than is supposed to and some lots may be cleared before final approval. 2. In order to protect wetland areas, alternative plan layouts may need to be considered. This would be very difficult if the roads are already in place. 3. Erosion and sediment control measures, including stockpile location and construction limits, need to be in place during road construction to protect wetlands. However, if the developer doesn't know which wetlands are to be preserved, this could be difficult. Please call if you have any questions concerning these reports. Enclosure tO%M Sg, C r 7-0-wt-1. A general observation is that the house sizes shown are about 70" x 35 ' and are on lots with a minimum 10 ' sideyard. The possible location is relatively accurate. Lots 132, 133, and 134 appear to have perhaps 4 ' of exposure above original ground and could be graded appropriately, leaving 2 ' of concrete showing. The other lots 13, 139 , and 140 are deeper, with perhaps less grading problem. A specific problem could be the foundation drain on lot 140. For the Commissions ' feet on observation, lot 132 was cleared a couple of months ago. Perhaps a layout on the ground, of this house by the applicant would provide an opportunity for the members to see what could be, or should be, saved; the preservation of the 20 ' tree growth between the houses, etc. If approved, the Commission should change the "not approved" status and appropriate conditions that went with Section V. Jacques forwarded to us a copy of your letter to Dart Hill Realty dated 5- 16-88 (copy attached) and asked us to respond to it. After reading the letter, it appears to be kind of vague as to which proposal the TWA/CC is re- ferring to. As you know, Dart Hill Realty has several pro- jects under various stages of design and construction. Would you, therefore, be so kind as to be more specific as to which project they are referring to so that we can ade- quately respond to your request. Very truly yours, RE1NO E.
