RE: Application Review of Oxford Estates
Dear Kevin :
Consistent with the reviewing process , the following are my comments :
As indicated on the plans , the soils designations came from The Hartford
County Soils Survey . They are of the Enfield and Narragansett Series,
both a well drained non wetlands type . A major portion of this property
has been under cultivation for years .
The sedimentation and erosion control measures as shown on sheets 6
through 9 of 12 seem impressive together with the notes on sheet 4.
id ask that the plans
h ' one I d p
During the last presentation similar to this ,
be modified to highlight their recommended procedures on sheet 9 for this
site .
I also asked specifically for a procedure they will follow outside the
indicated planting season . Their "areas of concern" priorities seem
reversed . Wind erosion protection , considering the nature of the site ,
concern . Be specific as to a solution they will
should be a primary p
employ . The excessive cut areas along roadways is also a concern
of ours .
It would require a stockpile and it is all to be located in an area 130 ' x
70' on Lots 6 & 7 only . What is the stockpile for? Even with vertical
sides and 10 ' high , it will only hold a little over 3, 300 cu . yds . This
stockpile appears to be in the center of a swale . I would like some
assurance that it will not adversely affect the drainage, especially the
abutter . Their next area of concern , in reverse order , is the sanitary
and storm connection to Windshire . An 8' excavation has to be a concern .
The plans indicate substantial regrading of some of the lots. It would
seem appropriate that any earth work on a lot could , and should , be done
only in conjunction with a building permit approval.
The plans indicate saving a 15" Oak Tree at the Windshire Drive cul-
de-sac . I would like a more detailed plan with elevations existing and
proposed .
Mr . Kevin F . Rennie April 1 , 1987
RE: Oxford Estates
Page 2 .
If the proposal were to be approved , I would suggest the following
conditions :
1 . The sedimentation and erosion control compliance bond of $25 , 000.
2 . The plans to be modified to highlight the most applicable procedure to
be used on this site for sedimentation and erosion control with
specifics for off season seeding and timing after exposure.
3. That no earth work on the lots be done until a building permit has
been issued for that lot .
4. That a snow fence be placed 15 ' outside the flood plain limits to
assure no encroachment .
5 . Consideration be given to additional street trees for corner lots and
along Abbe & Miller Roads .
6. The plans should be modified to show a typical sedimentation and
erosion control program that is to be incorporated into a building
permit plan .
Very truly yours ,

RE: Building Permits for
Gentlemen:
The Town has received a request for a Building Permit for Lot 9
on the above noted subdivision. This proposal shall be denied
until the Town has sufficient information to verify the
horizontal and vertical location of the buried utilities and a
reasonable access to the site for inspection.
You should also be aware that the sedimentation and erosion
control installation and maintenance on these lots shall come
under your bond and be your responsibility. Failure by the
builder to comply will result in a notification to you for
corrective action.
As soon as we receive a drawing showing the utilities and the
access is provided, we shalll review and process the plan
appropriately.

RE: Pending application Jean Marc Jacques
(Oxford Estates) Miller Road and
Abbey Road Ext.
Dear Chairman Rennie:
As you know I am the attorney for Windshire Abbey Estates LTD. Windshire
Abbey Estates LTD, owns land adjoining and to the East of the proposed
Oxford Estates Subdivision presently being reviewed by your commission.
In addition, Windshire Abbey Estates LTD is the owner of various improvements
located to the South and Southeast of the proposed Oxford Estates Subdivision-
being Windshire Drive and the Roadway known as Bramblebrae. In addition,
Windshire Abbey Estates LTD is the owner of all drainage rights of way and
other improvements which have been installed generally known as Windshire
Abbey Estates Subdivision Section I and II. No easements or other drainage
rights have been requested of us by the applicant. To my knowledge no such
drainage rights or other permissions were granted to the applicant.
Based upon the engineering data and other imformation which was provided by
Windshire Abbey at the time it obtained its approvals of Sections I and II
of its subdivision, concerns exist as to the nature and adequacy of the proposed
drainage facilities as outlined in the Oxford Estates application.
In addition, at the time that Windshire Abbey received approval for its subdivision,
various requirements were imposed on Windshire Abbey by the Town of South Windsor
as to drainage improvements in general. Windshire Abbey LTD, in light of the fact
that no drainage right of ways have been granted, remains concerned about the
impact of the Oxford Estates subdivision on these drainage improvements. At this
time, Windshire Abbey Estated LTD. is requesting that various of the improvements
constructed by it be accepted by the town in order that its bonds can be released.
KUEHN, CAVANAUGH AND CUMMINGS, P.C.
We are concerned that as a result of the proposed drainage plan, submitted by
Oxford Estated, acceptance of these improvements could be delayed or, the
proposed drainage would require additional work to be done within these
facilities.
Therefore, based upon the above, please be advised that Windshire Abbey Estates LTD,
as an abutting property owner and also as the owner of the drainage rights of
way and easements in the area objects to the present plan being submitted by
Jean Marc Jacques DBA Oxford Estates.

RE: Pending application Jean Marc Jacques
(Oxford Estates) Miller Road and
Abbey Road Extension.
Dear Chairman Rennie:
As you may recall I last wrote you on July 20, 1987 on behalf of Windshire
Abbey Estates LTD opposing the above application.
Subsequent to that letter, representatives of Windshire Abbey Estates LTD
have met with various members of the South Windsor Town Hall staff as well
as with representatives of Mr. Jacques (Oxford Estates Subdivision) . As a
result of those meetings the concern which was expressed by Windshire Abbey
Estates LTD in that letter have now be resolved. Windshire Abbey Estates
LTD is satisfied that the plan as submitted by Mr. Jacques is appropriate
for the area.
I would therefore appreciate you considering this letter a withdrawl of the
objections expressed in our letter of July 20th and at this time, Windshire
Abbey Estates LTD wishes to endorse and support the present pending application
of Mr. Jacques. In view of the fact that our letter may have been one of the
reasons why you tabled Mr. Jacques' application at you last meeting, I would

Dear Mr. Moran:
It is our understanding that JMJ Construction will have
to re-apply for a wetlands permit in conformance with your
letter- of July 13, 1989.
I inspected the site on Tuesday, July 25, 1989, and
found -applicable erosion and sediment control measures in
place.
It appears that house construction, by others, in this
subdivision should have some erosion control methods applied
to each individual lot. Perhaps this could be regulated
during the building permit process.
Along with this letter are three (3) sets of plans, ap-
plication form and fee of $25. 00.
