Page, Page Engineering Inc. 1750 Ellington Rd South Windsor CT 06074 FROM: Amy M. Parker, District Mgr, Hartford County Conservation Dis ict J. Eric Scherer, Resource Conservationist, USDA S.C.S. RE: Proposed plans for Morgan Farms, Sullivan Avenue, South Windsor The following comments/recommendations are based on plans dated 2/1/85. 1) . Proposed grading should be shown on final plans. 2) All erosion and sediment control measures should be on final grading sheets. 3) A temporary seeding schedule should be implemented for any areas left bare up to 60 days, and a permanent schedule for those areas left unvegetated more than 60 days. If seeding is Impossible, mulch should be applied at .the rate of 2 tons per acre. 4) A complete set of .stormwater drainage computations should be provided for both existing and future conditions. Of special concern is the detention area and corresponding culverts on lot 1. 71,." Filling on Iots 6, 7, 8, 9, 14, and 15 should not cause any major detrimental effects to wetlands if filling and grading is kept to the minimum amount needed for siting of a house and utilities. ` 6) Establishment of conservation easements is suggested for all potential detention areas and associated drainageways and culverts. 7) It would appear that the existing drainageway in the area of lot 50 and the right-of-way between lots 9 and 10 would need to be relocated based on the proposed locations of streets and houses. A detailed proposed grading plan would be needed to adequately assess possible negative impacts to wetlands in this area. 8) The proposed plans indicate some regrading within the wetland areas. - Rather than disturb existing wetland areas, it is suggested that regrading be limited to outlet areas. "9, The accompanying limitations chart should be considered in final development decisions. The District is available, upon request, to review revised plans. The original conditions of approval for the subdivision have been enclosed for your reference together with the SCS recommen- dations as referenced in Item 5. The revised plans still do not incorporate Items 1, 2 , or 3 of the SCS letter nor do they show a typical house grading and E & S plan. It would seem they have had sufficient time to modify the plans as directed. To hear this proposal with incomplete plans at this , time seems inappropriate. Very truly yours, A. B. Rennie, Chairman South Windsor Inland Wetlands Agency/Conservation Commission 1540 Sullivan Avenue South Windsor, CT 06074 RE: Morgan Farms Subdivision Dear Kevin: The South Windsor Inland Wetlands Agency/Conservation Commission granted an approval for Morgan Farms subject to a number of conditions including a Bond of $25,000 to assure compliance with their plans. Their plans do imply temporary and permanent seed- ing of disturbed areas to be done by June 15. The next possible time, by their plans, would be in the fall. Not to complicate this matter, certificates of occupancy were granted over the winter months and in accordance with a PZC condition permitting a bond to be submitted to cover the finish grading, driveway and appropriate street trees. About 10 home- owners have taken it upon themselves to landscape and seed their own properties; most of the driveways and sidewalks are in place. I don't feel that much effort has been spent to green up the site. With this in mind, I am requesting that you and the commission view the site and provide us with some guidance at your June 22 meeting,as to the next step.
