Eric Scherer, Resource Conservationist, USDA S.C.S. RE: Proposed plans for Morgan Farms, Sullivan Avenue, South Windsor The following comments/recommendations are based on plans dated 2/1/85. 1) . Proposed grading should be shown on final plans. 2) All erosion and sediment control measures should be on final grading sheets. 3) A temporary seeding schedule should be implemented for any areas left bare up to 60 days, and a permanent schedule for those areas left unvegetated more than 60 days. If seeding is impossible, mulch should be applied at the rate of 2 tons per acre. 4) A complete set of -stormwater drainage computations should be provided for both existing and future conditions. Of special concern is the detention area and corresponding culverts on lot 1. F] III rig on lots 6, 7, 8, 9, 14, and 15 should not cause any major ' . detrimental effects to wetlands if filling and grading is kept to the minimum amount needed for siting of a house and utilities. ` 6) Establishment of conservation easements is suggested for all potential detention areas and associated drainageways and culverts. 7) It would appear that the existing drainageway in the area of lot 50 and the right-of-way between lots 9 and 10 would need to be relocated based on the proposed locations of streets and houses. A detailed proposed grading plan would be needed to adequately assess possible negative Impacts to wetlands In this area. 8) The proposed plans indicate some regrading within the wetland areas. Rather than disturb existing wetland areas, it is suggested that regrading be limited to outlet areas. 9) The accompanying limitations chart should be considered In final development decisions. The District is available, upon request, to review revised plans. If you have any questions, please call . rye av e a own of South. Attached please find a proposed, revised Construction Plan Narrative. After having researched the matter , it is my understanding that the attached proposed Construction Plan Narrative more nearly conforms to the present policy of the Conservation Commission with respect to such matters. It is also my understanding that the requested amendment to the plan as approved is not a substantive change , but rather is of a proceedural nature. I have also requested our engineer, Jules Page to prepare an amended map which will substitute the attached Narrative for that which was on the plan approved by your Commission. Therefore, I would appreciate your scheduling this request to amend our approval to incorporate the proposed Conservation Plan Narrative as attached, at the next meeting of your agency. Your cooperation is greatly appreciated. Sincerely yours , Harold R. Cummings Conservation Plan Narrative All activities will be in accordance with secticn and page ref- erences of Connecticut. DEFINITION The protection of desirable trees from mechanical and other injury during construction. 2. PURPOSE To ensure the survival of desirable trees where they will be effective for erosion and sediment control , watershed protection, landscape beautification, dust and pollution control , noise reduction, shade and other environmental benefits while the land is being developed. 3. APPLICABILITY To areas with desirable tree growth and subject to land disturbing activities. 4. PLANNING CONSIDERATIONS Development often takes place on tracts of forested land. Building sites are often selected because of the presence of mature trees. Intensive planning and care is necessary to protect desirable trees in the interval between buying the property and completing construction. It takes 20 to 30 years for newly planted trees to provide the benefits of mature trees. Trees may perform the follow- ing functions on a site: a. Stabilize the soil and prevent erosion. b. Decrease storm water runoff through canopy interception and root zone absorption. C. Moderate temperature changes and provide shade. d. Moderate the effects of sun and wind. e. Provide visual buffers and screen out noise. f. Filter pollutants from the air, and produce oxygen. g. Provide habitat for small animals and birds. h. Preserve and increase property values. i . Provide desirable aesthetic values. 5. STRESSES OF CONSTRUCTION Construction activities expose trees to a variety of stresses or conditions which may injure or kill a tree. An understanding of these stresses is helpful in planning for tree protection. 6-39 6. SELECTING TREES TO BE RETAINED a. The proper development of a wooded site requires completion of a plan for tree preservation before clearing and construction begins. Trees should be identified by species, and located on a plan map, either as stands or as individuals, depending on the density and value of the trees. b. Consider trees with a long life span, the oaks, hickories, beech and maples. Trees should be healthy, of good visual form and free of rotted or broken limbs. Younger trees should be given preference over older trees which may be declining in growth. 7. INSTALLATION REQUIREMENTS a. Groups of trees and individual trees selected for retention shall be accurately located on the plan and designated as "tree(s) to be saved." Individual specimens that are not part of a tree group shall also have their species and diameter noted on the plan. b. The limits of clearing shall be located outside the drip line of any tree to be retained, and in no case closer than five feet to the trunk of such a tree (Figure 6-13). DEFINITION Application of plant residues or other suitable materials to the soil surface. 2. PURPOSE To prevent erosion by protecting the exposed soil surface and to aid in the growth of vegetation by conserving available moisture, con- trolling weeds, and providing protection against extreme heat and cold. 3. APPLICABILITY a. Areas which have been temporarily or permanently seeded shall be mulched immediately following seeding. Mulch Anchoring will be used on slopes greater than 3 percent and concentrated flow areas such as diversion and waterway channels. b. Areas which cannot be seeded within the seeding dates should be mulched to provide temporary protection to the soil surface. An organic mulch other than wood fiber alone shall be used, and the area then seeded as soon as seeding dates permit. C. Mulch shall be used when tree, shrub, and ground cover plantings do not provide adequate erosion protection. 4. PLANNING CONSIDERATIONS Mulches are applied to the soil surface to protect the soil and to promote plant growth. A surface mulch is the most effective and quickest means of controlling runoff and erosion on disturbed land. Mulches can protect the infiltration rate of the soil , conserve soil moisture, prevent soil compaction, modify soil temperatures, and provide a suitable microclimate for seed germination. Organic mulches, such as straw, hay, wood chips, bark, and wood fiber are effective and economical . Hay mulch contains seeds which may not be desirable in some applications, lawns, for example. Netting and mats have been developed for erosion control . They may be used by themselves. Nettings and mats are effective in critical areas such as waterways and diversions. They may also be used in critical areas to hold other mulches to the soil surface. Chemical soil stabilizers or soil binders are less effective as mulches when used alone. These materials are useful to bind or anchor organic mulches to the soil surface. 7-1 Figure 7-8 - Catch Basins 2x4 wooden stakes driven min. of 12 inches into the ground - a► w5jo t 5EQae, SITKU5ulke Filter fabric ., = ^ r•' Wooden lateral cross braces tucked ,• - ,;:;: as needed U. , '' , ?- ` ,}' • :.., into grade s Flow ; _-` - LaW Flow •af' Rl .4 i •F' A•.t.3- .Wit; 4-r- N k ..wsr Catch Basin ` {- 11 •1 ti N c 4 X 0 Z. 2. Rennie, Chairman South Windsor Inland Wetlands Agency/Conservation Commission 1540 Sullivan Avenue South Windsor, Connecticut 06074 RE: MORGAN FARMS Application Review Dear Kevin: The "Morgan Farms" subdivision has been under construction since June of this year, and to hear it as a new application at this time does require some explanation. The change in the sequence came about in August and technically has a minor impact on the site . There does appear to be a contradiction between their conservation plan narrative "all activities shall be in accordance with --- Connecticut guidelines for soil erosion and sediment control" , and what is reality in the field. The "guidelines" is a "what is the problem and how to prevent it or correct it book" . Under section 3 . 3 site planning, 6 . select erosion and sediment control measures , en- courages preservation of existing vegetation and early restoration and seeding. Attention to specific uses of these measures and their timely application is important in minimizing erosion from wind or water or the capture of the suspended sediment before it leaves the site. A drive thru the site can assist the commission in evaluating the quality and quantity of their erosion and sediment control. In summary, most of the building permits for the 28 lots in Phase I have been issued and been roughly graded. Any of the disturbed area has no protection as per chapter 7 of the guidelines. The sediment from the area east of Morgan Farms Drive can be deposited into the storm system just by the nature of their operation and by any storm runoff. Once it is in the system, the flushing it into the swamp is a matter of time. Their tree protection is not per the guidelines 6-39 ,41 their catch- basin protection is not per the guidelines 7-32 . Their stormwater discharge areas are not protected by hay bales and/or fabric filters. Item 2 in their narrative, Item 4 stabilization of disturbed areas--- hasn't been done. Mr. Kevin F. Rennie Morgan Farms Application Review January 5 , 1987 Page 2 . Our concern is siltation on and off the site. Their efforts to comply with their plan has not been acceptable. A recommendation might include: 1. A modification of Item 1 of the Planning & Zoning approval to provide for no excavation will be permitted in Phase II until the soil erosion and sediment controls in Phase I are done subject to commission approval. 2 . Any plan for Phase II be submitted for review and an approval. Modifications should include, stabilization within one month and a typical erosion & soil per lot. 3 . The approval could be granted with the above modifications if the commission is so inclined. Included in this report are copies of data that might assist you in your review. Entrance pad should be delineated together with a description of material . 2. Stockpiling, plus seeding per SCS handbook, should be shown. 3 . Significant trees on areas should be located and preserved. 4. Storm sewer outfalls should be adjusted to an area than can be more readily maintained by the Town. More use of open swales with appropriate seeding might be more acceptable. 5. Recommendations by Amy Parker and Eric Sherer of SCS, in correspondence of September 25, 1985, are incorporated into this approval and are conditions of this approval. 6. A new set of plans showing revision date must be s"',nitted. 7. Construction activities shall be subject to the approval of the Town Engineer. 8. Rennie, Chairman South Windsor Inland Wetlands Agency/Conservation Commission 1540 Sullivan Avenue South Windsor, Connecticut 06074 RE: MORGAN FARMS, E & S PUNCH LIST Dear Kevin: To avoid a time consuming back and forth routine to resolve procedures or measures of implementing a proper Erosion and Sedimentation control "punch list" , ,and to perhaps avoid a "cadillac" approach, I consider it important that the commission should indicate to "Morgan Farms" what are problems .and for them to pick the control that they intend to use. The basic requirements as indicated in the guidelines is to have a plan that minimizes erosion and sedimentation during construction, is stabil- ized and protected from erosion when completed and does not cause off site deposit of sediment. A one item summary of the "Morgan Farms" problem is to prevent or inter- cept the silt and sediment runoff from being introduced into the water- course in the open space inbetween lots 9 & 10. The "guidelines" encourage a minimum of earth movement and soil exposure by maintaining the estab- lished vegetative cover. As indicated on January 26, 1987 IWA/CC meeting 24 of the 24 lots are under construction and a number of families have already moved in. In general, there are about 14 acres of roofs, pavement and unprotected earth subject to the spring rains and the runoff effects. With May as about the earliest that any vegetative cover could be estab- lished, there is a need for a measures check list from "Morgan Farms" as to what they will do and when, to preserve downstream and the. health, safety and welfare in the area consistent with the "guidelines" . Again, the Town is not" in the developing business and should not prescribe measures to be used; we can approve or deny them. Very truly yours, A.
