Narrative Statement
Variance Application
Wastequip Manufacturing
Wastequip Manufacturing Company proposes to purchase 55 Corneau Way from
Kenneth F. Corneau of South Windsor. The 15 acre site was previously utilized
by East Hartford Welding until they outgrew the site and relocated to East
Hartford (they are now doing business as United Steel) . East Hartford Welding
performed similar operations with steel, including welding, cutting, -punching,
bending and painting. They stored raw materials and finished products outdoors
in the yard, while performing manufacturing operations indoors in their 33,000
square feet building. At the time of their site plan approval, in 1985, they
were in the I zone, which allowed outdoor storage. According to the zoning
regulations' list of revisions, on January 10,1998 the regulations were amended
to prohibit outdoor storage. This did not take into consideration the use of
the site. This building was expressly designed for a metal manufacturing & welding
enterprise, which requires outdoor storage of raw materials and finished product.
our specific hardships and concerns are:
1) The site has previously been used for outdoor storage operations, and was
designed for same.
2) The site is remotely situated, and is not visible from area streets except
I-291 in the winter. We are willing to screen the outdoor operations from I-291
to achieve the intent of the regulations (by means of evergreen trees and visual
barriers.
3) The building is designed for outdoor storage of raw materials and finished
goods.
4) The building is now vacant.
5) Regulations prohibiting outdoor storage were done after this site was
developed.
6) If this were a vacant and undeveloped site, it would be reasonable to require
no outdoor storage, however, the building investment has already been made and Mr.
Corneau continues to pay the property taxes with little chance for a tenant.
7) Wastequip proposes to occupy this site this year and add personal property
and 20 jobs, growing to 40 jobs within three years. This will require use and
expansion of the outdoor storage area.

Wastequip Manufacturing
55 Corneau Way
South Windsor,Connecticut
DPI Project No. 99-1231
Please be advised that Wastequip Manufacturing Company, through its
Vice President, Andrew P. De Stefano, has authorized the withdrawal of the
variance application scheduled for public hearing this evening. Regretably,
this action is required by a judge's decision not involving my client,
which renders this property unavailable to my client in the near term.
We sincerely appreciate the cooperation of the Board in scheduling
this hearing. Thank you.
Sincerely,
