Re: Appl. #2432-99—Leonard B. & Eleanor M. Glasser, 154 Graham Road, A-20 Zone
To Whom it May Concern:
At the meeting of the South Windsor Zoning Board of Appeals held o Apri18, 1999;>the Board denied
without prejudice your request for two (2) variances: 1) a variance to Section 3.10.3 to allow an expansion
of a non-conforming structure; and 2) a 20' variance to Section 10.2 to allow an addition 20' from the
front property line (40' required), at property located at 154 Graham Road, A-20 Zone.
The Board concluded that there was no hardship demonstrated on the property that would allow them to
grant this variance. If this particular request were to be granted, this would be setting a precedent, which
is not in the best interest of the Board.
The Board stated that there are other options available that may allow an addition on the property without
the need for a variance. It was suggested that you meet with your architect to come up with another plan
that would not bring the house to a dangerous proximity of the street.
The Board was concerned with setting a precedence allowing new construction so close to the road.
Very truly yours,
Robert Warren, Vice Chairman

Re: Appl. #2432-99: Leonard B. & Eleanor M. Glasser, 154 Graham Road, A-20 Zone
Dear Board Members:
At the meeting of the South Windsor Zoning Board of Appeals on April 8,
1999, we presented information concerning the above appeal for two (2) variances on
our property. We do not dispute the findings of the Board as a result of that hearing.
We have taken the recommendation as per your letter dated April 16, 1999 and
have revised our plan.
We have reduced the addition expansion by four (4) feet, which will now only
require a variance of six (6) feet. This expansion of the kitchen will permit us to
correct some health and safety issues, which we are attempting to eliminate. I
apologize for not pointing out these issues at the April meeting; however, I was
unfamiliar with the unusual hardship and exceptional difficulty criteria.
Health Issue: In March of 1989, Dr. Robert L. Fisher of the Orthopedic
Associates of Hartford, P.C. diagnosed Eleanor with Chondromalacia. This
condition has been and continues to be treated using a conservative approach. I
have attached a copy of the treatment program for your information. Please note on
page 2, §II, Treatment, ¶A, §§2, the reference to climbing steps. There are twelve
steps on the stairwell for entering and exiting the cellar inside the house. The
house has all single floor living accommodations with the exception of the placement
of the clothes washer and dryer, which are located in the cellar. The expansion of
the kitchen will allow us to place the clothes washer and dryer upstairs. The
prognosis of Eleanor's knee condition will remain good as long as she maintains her
treatment program, which, as she ages, will become much more difficult if we do not
relocate the clothes washer and dryer. The location of plumbing and electrical
outlets precludes other locations within the home.
Safety Issues: The traffic flow lane through the kitchen to access all other
areas of the house is a safety issue. We have as an attachment the diagram showing
this. With the increase in family members, mostly grandchildren and

seniors, it has become of great concern that an accident may result from the kitchen
traffic flow condition. During food preparation, the movement of hot water, food
and utensils are required to cross the traffic lane between the stove and the sink
area. (We don't think it is necessary to report to the Board statistics on kitchen
burn victims.) The expansion will allow us to relocate food preparation to a safer
area out of the kitchen traffic flow. The location of plumbing and electrical outlets
precludes other locations within the home.
We have examined several options, which have included relocation. We have
lived in South Windsor as a family for thirty-three years and in this home for thirty-
two of them and wish to remain here. This is why we are undertaking the expense
to remodel our home. We offer that our property line is seventeen (17) feet from the
curb of Graham Road and thirteen (13) feet from the center of the road. Our
expansion of six (6) feet will place our structure twenty-three (23) feet four (4)
inches from the property line and forty (40) feet four (4) inches from the curb (fifty-
three (53) feet four (4) inches from the center of the road). The structure actually is
sited at an angle with a differential of one (1) foot, four (4) inches from the Mark
Drive side, heading north along the foundation. Therefore, at the north end of the
foundation, the distance to the property line is increased by this amount. Unless
Graham Road is to be realigned in the future, the seventeen (17) feet from our
property line to the curb will remain permanent.
I trust that with the inclusion of our health and safety issues, the Board will
be able to assist our family with the revised reapplication. Thank you for your time
and consideration concerning this matter.
Very truly yours,
Leonard B. Glasser

"CHONDM&LUACIA" OF THE PATELLA (PATELLO-FEMORAL SYNDROME)
(RIZ N M'S KNEE)
I. General Information
A. "Chondromalacia' is a very common problem found in men and women of
all ages.
B. "Chondromalacia" is a term meaning softening of the cartilage underneath
the knee cap.
C. Causes of "chondromalacia" are many:
1. Idiopathic - meaning no known cause.
2. Traumatic - secondary to an injury.
3. Abnormal alignment - due to the knee cap moving abnormally
in its groove during flexion and may be further aggravated
by flat (pronated) feet.
D. Regardless of the cause, the symptoms are the same - PAIN,
pain in the vicinity of the knee cap.
E. "Chondromalacia" starts as a softening of the cartilage.and
progresses to cracking and shedding of the cartilage, leading to
eventual arthritis,
F. The first symptoms of "chondromalacia' is pain. Once the cartilage
is .affected, it becomes very sensitive to pressure placed on the knee
cap. Increased pressure on the knee cap leads to an increase in the
pain experienced and prolonged symptoms.

CHONDR IALACIA OF THE PATELLA
II. Treatment
A. Initial treatment is aimed at relieving pressure on the knee cap.
Any bending of the knee increases the pressure on the knee cap.
With the knee fully extended or out straight there is very little
pressure on the knee cap. As the knee is bent, the pressure on the
knee cap increases. The more the knee is bent the greater the pressure.
This is why bending, kneeling and sitting for long periods of time
with the knee bent, climbing steps and running will cause more pain.
B. Hence, initial treatment is aimed at relieving this pressure on the
sensitive knee cap. Things to be avoided include:
1. Kneeling or bending
2. Excessive climbing of steps
3. Deep knee bends
4. Prolonged sitting with the knee bent at a right angle
(keep legs out straight)
C. Ice massage and aspirin every 4-6 hours may be helpful as well.
D. Once the initial painful period subsides, physical therapy becomes im-
portant. It is important to keep the thigh muscles strong, especially
those which help move the knee cap normally in its groove.
Exercises to be performed include:
1. Isometric quadriceps contractions - with the knee straight,
tighten thigh muscles and relax. Repeat 50-100 times, 3 times
a day.
2. Straight leg raising exercises with progressive weights on the
ankle and foot. While lying down, lift the leg to 45 degrees
with the knee straight.

E. Aspirin may be taken prior to or after performing these exercises.
F. If you have flat feet, orthotics (arch supports) may be prescribed.
G. This treatment plan should be carried out for 6 weeks and you should
then be re-evaluated. At that time if there is no improvement, further
treatment or corrective measures will be recommended.

Re: Appl. #2446-99—Leonard B. & Eleanor M. Glasser, 154 Graham Road, A-20 zone.
Dear Mr. &Mrs. Glasser:
At the meeting of the South Windsor Zoning Board of Appeals held on October 7, 1999, the Board
approved your request for two variances: 1) to section 3.10.3 to allow an expansion of a non-conforming
structure; and 2) a 17' variance to section 10.2 to allow an addition 23' from the front property line at 154
Graham Road, A-20 zone.
The Board concluded the hardship to be as follows:
1. There is no other area in which the addition could be placed that would keep the house in
conformance.
2. The size of the addition has been reduced from the previous application and alternatives have
been explored.
Any new building, or alteration/additions to existing buildings, requires a building permit prior to start of
construction.
These actions are effective upon your filing the enclosed form in the Town Clerk's Office at your own
expense.
Very truly yours,
