Approved: r Denied: wet- Y\ J!3 r Revised 12/04/98 January 13,2000 Town of South Windsor Zoning Board of Appeals Application Commercial Wireless Telecommunications Tower 151 Sand Mill Road South Windsor, Connecticut The Town of South Windsor proposes to replace its current telecommunications tower servicing police and fire communications. This upgrade will allow for townwide coverage at acceptable levels. At present there are appreciable deficiencies in communications. Inasmuch as this replacement will require installation of a tower approaching 200 feet, which will be suitable for commercial wireless telecommunications, the Town proposes to provide space on the monvpile for multiple licensediM ier vial v`.uiie s. hPrn orn of i-fin+ienefit.0i t th r T11V1V 411V J1gn111VCLllI community by allowing such co-tenancy. For example, rather than locating one tower for the police and fire services, along with towers for each of the six licensed carriers serving this area, this is an opportunity for erecting a single tower servicing the central part of town. Our specific requests for variances are as follows:(Sec. 16.3 ad request for variance to allow application for this facility by the Town rather than by a licensed carrier; Sec. 16.3 c./ request for variance to allow a tower to exceed 175 feet(199.99'); Sec. 16.3 d./request for variance to allow such a site within 1,000' of a playgrownd or school; and Sec. 16.3 e./request for variance to allow a site within 500' of residences.) Our specific unusual hardships and exceptional difficulties which prompt this application, and why other options are unacceptable, are as follows: 1) The Town can proceed with erection of a monopole to service its police and fire communications needs at the proposed location and to the proposed height, without the necessity for any zoning variances. The only reason to apply is to allow for co- tenancy of the tower by commercial licensed carriers, which falls under Sec. XVI of the regulations. 2) The proposed monopole will replace a less attractive tower presently situated at the Cproposed site. 3)) The existing telecommunications system and tower are inadequate and must be replaced to ensure quality townwide emergency communications. 4) The present tower is already in proximity to residences and a playground. 5) By allowing commercial licensed carriers to utilize this facility, the Town will reduce the potential for multiple commercial telecommunications towers in and around the center of Town. As a matter of fact, there might not be the necessity for any additional commercial towers beyond the proposed police/fire tower in the center of Town. 6) It is anticipated that the Town can offset costs associated with construction of this facility through revenue from commercial carriers utilizing this tower. 7) The proposed replacement facility must be located at the subject site, and there are no reasonable alternatives. b8) Characteristics of the coverage area, including topographic features of the Town, necessitate erecting a tower to the proposed height. 9) Allowing for application by the Town rather than a licensed commercial carrier will keep control of the tower in the community's hands, and will allow for the Town to make space on the tower available for multiple licensed commercial carriers. 10) Other unusual hardships and exceptional difficulties which have prompted this application will be presented at the public hearing. Characteristics of the coverage area, including topographic features of the Town, necessitate erecting a tower to the proposed height. Any new building, or alteration/additions to existing buildings, requires a building permit prior to start of construction.
