South Windsor, To Whom it May fao Mike and Nancy ,•; m _ back of their hou! v U i Thank you, f toe- alu- njA4 V 901x* c,3 Ozw-J— ' pQ 2p_2Q40 1 Tuesday,April 18,2000 Town Planning&Zoning Committee South Windsor, CT 06074 To Whom it May Concern: We purchased a home in Redfield seven years ago. We were always under the impression that as long as we abided by the regulations laid out in the Declaration of Redfield, South Windsor, CT,that we would be able to add on a small addition in the future(please see attached copies from the declaration referring to additions to units). In fact,we have been working towards this end for the last five years. In 1995 we utilized Dave Goslin, the same architect who designed all the homes in this development, to design an addition that would be compatible with the existing architecture of this house and with style of the neighborhood (Dave was also an original resident of the development). When you examine the submitted plans, it is evident that they fit extremely well with the lay of the land, without encroaching on adjoining properties. The architect successfully designed an addition, which blends seamlessly with the existing house. We approached the Redfield Association in January, 2000 regarding obtaining permission to proceed with our addition, and met with their full approval. We applied for a sizable home equity loan in February and obtained the necessary funds. We then solicited contractors and have recently signed a contract with a reputable, licensed builder. We always believed that we were following the appropriate path towards project completion. Neither Dave Goslin nor any member of the board was ever aware of any restrictions that would preclude our moving forward on this addition. While this does not negate the existence of arty town regulation, it indicates that it is not common knowledge, even to those closely involved in the process(i.e.the association). We are requesting a variance for the addition to our house for the following reasons: 11 Nancy has an established hobby of quilting full size quilts and is unable to find enough open space in the house to layout the quilts as they are pieced together. Several pieces of equipment are required to complete projects, including a large quilt rack that is 8-10 feet in length and does not break down for storage. She wishes to use one of the three upstairs rooms for this sewing room. 2) Michael works in computers/pharmacy and requires computer/office space and equipment to complete work projects at home. He currently has his office upstairs, but wishes to relocate it to the addition so that the space is freed up for the sewing room. 3} The existing home has minimal storage and the proposed addition will provide needed space. 4). We have investigated all other options, including finishing the basement and/or attic. The attic is inaccessible due to the rooflines of the house. The footprint of the basement is only under the living room and dining/kitchen areas of the house and is rather small. Michael has a woodworking shop taking up over half of the existing basement. Due to the nature of this hobby, placing additional sewing and/or computer equipment down into the basement would not be suitable. 5) We have enjoyed our seven years at Redfield and have made it our home. We are productive community members and good neighbors. The addition will create an environment, which will allow us to stay here for many years to come. We thank you for your consideration. Sincerely, Michael T. Na/ncyE.Weston-Hill r ` ARTICLE II Use of Common Elements Section 2.1 - Obstructions. There shall be no obstruction of a the. Box 412 East Windsor Hill, CT 06028-0412 Town of South Windsor Planning and Zoning May 3, 2000 To Whom It May Concern: This letter shall serve as my support for the proposed addition to the residence of Michael and Nancy Hill located on Drake Court within the Redfield Planned Subdivision. As the architect for both this proposed addition and all of the other homes within the development, I see no reasons to deny this application for the following reasons. Zoning was established in the 1920's to protect land owners and property values from adjacent properties. The Hill addition, not only will increase the value of their home, but it wall also add to the mean property values throughout the entire subdivision. The addition was designed to extend off the rear of the existing house virtually unseen from the street. The design blends in with the lines of the existing house as if were always there. It does not encroach within the side yard setback lines nor will it have a negative impact to the adjacent homeowners. The parcel of land to the rear is an undeveloped wooded area. Speaking as a former homeowner in Redfield, my family loved living in that neighborhood. We unfortunately had to move because we out grew our house. If some one loves where they life, they should be afforded the opportunity improve their living arrangements. Hill 5 Drake Court South Windsor, CT 06074 Re: Appl. #2466-00—Michael T. Hill, 5 Drake Court, DR zone Dear Mr. Hill: At the meeting of the South Windsor Zoning Board of Appeals held on May 4, 2000, the Board approved your request for a variance to section 5.4.4.a to allow a 182 sq. ft. addition, which exceeds the 1400 sq. ft. maximum house size allowed in Designed Residence zones, for property located at 5 Drake Court, DR zone. The Board concluded the hardship to be as follows: 1. The regulation which allows a waiver for larger homes was utilized by the developer and not available to the individual home owners. 2. The applicant has received approval from the Homeowners Association. 3. Total square footage will not exceed 1600 square feet, therefore, the applicant is complying with the intent of the Planning &Zoning Commission and what was approved for many of the units. Any new building, or alteration/additions to existing buildings, requires a building permit prior to start of construction.
