(Signature) Approved: Denied: Revised 12/04/98 Narrative Statement May 11, 2000 Variance Application Wapping Community Church 1790 Ellington Road South Windsor, Connecticut Wapping Community Church proposes to replace the existing link between the sanctuary/fellowship hall and the education wing in order to accommodate handicap persons throughout the entire church. This will involve demolition of the existing link and stairwell, to be replaced with a new addition. Specific variance requests are to Section 10.2 to allow an extension of the addition within the required front yard along Sullivan Avenue(28 + feet variance), and to eliminate the requirement for a buffer(50 feet variance) requirement of Section 10.4. The unusual hardship and exceptional difficulties, which prompt this application, are: 1). Existing building is nonconforming to front yard. 2). Sanctuary and education wings have different floor elevations. 3). None of the exiting building can be moved. Original building pre- dates zoning. 4). Existing chair lift in sanctuary is inadequate. 5). Existing elevator(three floors) in education wing is inaccessible to the sanctuary wing. 6). The state's widening of Sullivan Avenue resulted in a taking of land, which reduced the distance between the front property line and the existing and proposed building. 7). There is absolutely no need to buffer the Church from Sullivan Avenue. 8). The Church pre-dates the buffer requirement. 9). The property across the street from the addition, now town-owned, was changed from residential to commercial zoning in the 1980's (previously was owned by the Church). 10). Parcel is triangular in shape and fronts on three highways. 11). The Church's building committee has worked extensively with an architect, and this is the best option. 12). Addition will follow the same fagade plane along Sullivan Avenue as the existing education wing. 13). With this addition, the entire building will be handicap accessible. Thank you. The Board concluded the hardships to be as follows: 1. Existing building is non-conforming to the front yard setback. 2. None of the existing buildings can be moved. Original building pre-dates zoning. 3. The State's widening of Sullivan Avenue resulted in a taking of land, which reduced the distance between the front property line and the existing and proposed building. 4. The parcel is triangular in shape and fronts on three highways. Any new building, or alteration/additions to existing buildings, requires a building permit prior to start of construction. These actions are effective upon your filing the enclosed form in the Town Clerk's Office at your own expense. My most recent experience included Captain Michael Donnelly of this town. Mike flew 44 missions during the gulf war and his reward was a dreadful disease that we know as 'Lou Gehrig's'disease. Mike is wheel chair bound along with not being able to care nor speak for himself. My husband's memorial service was held in our Church sanctuary and Mike was unable to attend it because of the inaccessibility. Mike was concerned because he could not show our family his support by being at the service. I do not want this happen to anyone else. I am sure the Lord will help you make the decision to approve this request. Thank you. Phyllis M. Mann, 37 Mountain Drive, South Windsor. YPI VCR JUN Me South Wlnds,-- INLAND WETLANDS ,,:•_ x' CONSEPVATI1ON Ca;Y1r4J ;r Zoning Board of Appeals June 1, 2000 Town of South Windsor Town Hall South Windsor, CT 06074 Committee members, I am writing this letter as Chairman of the Design Subcommittee of the Building Committee of Wapping Community Church and as a member of said Church. I am in favor of the proposed addition to the Church to provide improved accessibility to the Sanctuary and to Fellowship Hall. I realize that the addition, as proposed, will cut into the front yard setback in your Zoning Regulations. The presentation this evening will give you many reasons why the Church is requesting a variance from this setback. In addition to these I would add the following: 1. Using this particular plan will allow us to reorient the stairwell to give an additional 80 to 90 square feet of foyer meeting space. This meeting space will allow us to clear the traffic area of people moving between the Sanctuary and the Education Building after services. It is an essential part of the new accessibility. 2. The Church property is now physically separated from the streets(Oakland and Sullivan) by a 3 to 4 foot stone wall. This provides an effective barrier from traffic incursions and there is still room between the wall and the addition for an adequate lawn and landscaping. Safety is not an issue. This request, although probably not unique, is unusual. The Church is a focal point in South Windsor and we are very aware of that fact. We work very hard to maintain the exterior of the Church and the grounds. We go so far as to maintain the strip of land below the wall (State property), keeping it litter free and maintaining the landscaping made available through a"beautification project"of the Town and State. In conclusion, the Church and the Building Committee support this request for a variance and I feel it will enhance our ability to serve the community and in particular, its citizens with mobility impairments. Thank you for your consideration. truly yo , ,,,-,, ;ery hn Drake 29 Graham Road Broad Brook, CT 06016 'gni The ~ villaze AT BUCKLAND COURT June 1,2000 Zoning Board of Appeals Town of South Windsor South Windsor,CT 06074 Dear Board Members, I would like to support the request by the Wapping Church for a variance needed to make their sanctuary accessible to the handicapped. Several of our residents attend Sunday services at the church and it would certainly be a lot safer for them to enter with the proposed alterations. I am sure this must be true for their elderly or handicapped members also. As the general population ages,it is very important to make our community facilities as accessible as possible so that our elders can continue to participate in the activities that they have always enjoyed. Brown 71 Robert Drive South Windsor, Ct 06074 May 30, 2000 South Windsor Zoning Board of Appeals Town Hall South Windsor, CT 06074 Dear Members of the ZBA, We are writing to you to express our support for the variance requested by the Wapping Community Church. As you well know, Wapping Community Church is a landmark in our town's center, and we want to respect that heritage while adapting our facility to today's needs. We are finally moving to make our facility accessible to all our members and those neighbors for whom our stairs represent an insurmountable barrier. The renovation plans do indeed continue and slightly extend our encroachment within the setback from Sullivan Avenue. However, the limited nature of the additional encroachment seems to be esthetically acceptable and to present little or no imposition upon our neighbors. Meanwhile the benefit of making our sanctuary accessible to our handicapped members, our new neighbors - many of whom are handicapped, and those handicapped friends and neighbors who will want to attend marriages and funerals for their friends and relatives seems a highly desirable renovation to this community site. 1 hope you will find our request to allow the Wapping Community Church to go ahead with its proposed handicap accessibility renovation acceptable and grant the variance. Thank you for your consideration. 1 y
