This is because this property and the one next to it (675 Graham Road) were initially intended to be the corner lots and the first houses on a proposed street which would lead to a residential subdivision to be developed later on the property behind it . However, shortly after these two houses were built, it was decided to build Eli Terry Elementary School in the property behind them, and hence the road between 661 and 675 was never built . Although there is a sewer line running into this 95 foot strip of town-owned land, there are no buildings or improvements on the otherwise grassy field. (The assessors map from the late 1980 's shows several sheds which encroached onto town land, and which were erected by the previous owner, Tom Knox. The encroaching sheds were removed during the first year that we owned the property. ) As our family has grown, we have experienced an increased need to have a two-car garage and a family room. We are proposing that we be permitted to add a two-car garage and convert the existing one-cargarage into a family room. We have considered several options for the location of the proposed garage, taking into account the angle of the house, the driveway access from Graham Road, and the aesthetic effect on the neighborhood the addition would have. We feel that our proposed plan, as noted on the class D survey map, although requiring a zoning variance, makes the most sense. It proposes that we erect a garage and a breezeway on the south east corner of the house, at a perpendicular angle to the existing house. According to the class D survey, the edge of the proposed garage would be 29 feet from our property line near Graham Road, and 15 feet from the property line abutting the town owned right of way which is now a grassy field. It would be over 150 foot from the nearest neighbor' s house, 675 Graham Road, due to the town owned right of way which separates us . It would include the construction of a new driveway further east on Graham Road, and the removal of the existing driveway. This entrance, being further from the intersection of Nevers Rd. and Graham Rd. would make it safer for us to enter and exit this busy street . It is also our intention to replace the roofing and convert the house to vinyl siding as a part of this project, thus improving the overall appearance of the property. The other options we have considered include- 1) Building the garage on the same side of the house as proposed (southeast corner) , but pushing it back several feet, or turning it at an angle to the house so that it is no closer to Graham Road than the existing house. This solution was found to be unworkable because our well opening is located 5 foot north of the proposed garage, and any movement further back would damage the well. 2) Building the garage on the southwest corner of the house, closest to Graham Road and the Podunk River. Although this was our original verbal proposal to the building department in 1994 when we converted the porch into an enlarged kitchen, we were told that this was unworkable because of our proximity to the Podunk River, and the wetlands issues which would arise. This would also require moving the driveway closer to the intersection of Graham Road and Nevers Road, placing us in a more hazardous position to enter and exit the roadway. It also appears from the map drawn up by our surveyor, that there is not sufficient space to build on this side of the house and still be within the property line. 3) Building the garage on one of the two North corners of the house. Both of these options would require an unusually long driveway for the area, thus converting most of our front or back yard into driveway. They would also be unworkable within the traffic pattern of the house, as the entrance from the garage into the house would need to be into a bedroom, rather than a common area near the kitchen, as we have proposed. Additionally, the placement of the garage at the northwest corner would interfere with the septic system located there, and its placement at the northeast corner would come closer than 10 foot to the property line on the east side. Thank you for your consideration of this matter. W 12e7—wgrnntr rMrd.Runlrorghip: VOI. The Board concluded the hardship on the property to be as follows: 1. The position of the house makes it impossible to place an addition in any other area of the property. 2. The proposed road shown on the original subdivision map was never constructed, but still imposes a corner lot effect on the house creating two (2) 40' front yards. Any new building, or alteration/additions to existing buildings, requires a building permit prior to start of construction. These actions are effective upon your filing the enclosed form in the Town Clerk's Office at your own expense. Very truly yours, 1Vlarjorr S.
